The Honest Broker? Canada's Role In Haitian Development, Michele Zebich-Knos

Since the early 1990s Canada has played a key role in Haiti’s development process. The article explores whether Canada’s foreign policy is becoming more reliant on military-assisted solutions, including peacekeeping, as a way to solve Haiti’s internal problems and achieve good governance. The article also examines the Canadian concepts called “Responsibility to Protect, React and Rebuild” which are linked to humanitarian intervention, and their implication for Haitian sovereignty. The conclusion cautions against an overly ambitious Canadian development policy for Haiti which has little chance of success.

This paper describes how unity can be developed in young church planting contexts. Two dimensions of unity are explored: Task cohesiveness and Relational cohesiveness. Empirically verified approaches to increasing both dimensions of unity in organizations are presented along with applications for church planting.

HIV and AIDS
The Population Council, in collaboration with the Brazil Ministry of Health, the Municipal Program of STD/AIDS of Campinas, and the US Centers for Disease Control and Prevention/Global AIDS Program/Brazil, conducted a study to characterize the sociodemographic, behavioral, and environmental factors associated with subgroups of MSM who are most at risk for HIV infection. This research is the first Brazilian study to provide population-based estimates for HIV, syphilis, and HIV-related risk behaviors using an innovative sampling technique to reach members of the target population. Our data suggest the importance for HIV prevention programs to address not only sexual risk reduction, but …

The number of publications in biomedicine is increasing enormously each year. To help researchers digest the information in these documents, text mining tools are being developed that present co-occurrence relations between concepts. Statistical measures are used to mine interesting subsets of relations. We demonstrate how directionality of these relations affects interestingness. Support and confidence, simple data mining statistics, are used as proxies for interestingness metrics. We first built a test bed of 126,404 directional relations extracted from biomedical abstracts, which we represent as graphs containing a central starting concept and 2 rings of associated relations. This article takes a new approach to the problem of legal rationality. In the 1920s and 1930s the Legal Realists criticized judicial decisions as "magic solving words" and "word ritual." Though the Realist critique continues to shape American jurisprudence, the legal magic they observed has never been seriously explored. Here, drawing on anthropological studies of magic and ritual, I reconsider the irrational legal techniques the Realists exposed. My thesis is that the Realists were right that law works like magic, but wrong about how magic works. That is, they were right that adjudication makes use of a particular combination of …

Good science fiction, however, is based on some kind of science fact and, if done properly, will become less implausible over time. Local Knowledge: Worcester Area Community-Based Research
This paper considers how and why an Asian enclave of small businesses has appeared in a poor neighborhood characterized by Puerto Rican and other Latino immigration in the post-industrial city of Worcester, Massachusetts. We begin by examining the role of the US in the world system, and argue that the US hegemonic role and specific political economic aspects of global capitalism (ie. deindustrialization) account for some of the migration stream. Next, using socioeconomic and historical data, interviews, and observations, we outline the history of Worcester’s economy and immigration patterns. We study an economy in which exchange occurs pairwise, there is no commitment, and anonymous agents choose between random monetary trade or deterministic credit trade. To accomplish the latter, agents can exploit a costly technology that allows limited recordkeeping and enforcement. An equilibrium with money and credit is shown to exist if the cost of using the technology is sufficiently small. Anonymity, record-keeping and enforcement limitations also permit some incidence of default, in equilibrium.

Despite the importance of civil orders of protection as a legal resource for victims of intimate partner violence, research is limited in this area, and most studies focus on the process following a court’s initial issuance of an emergency order. The purpose of this study is to address a major gap in the literature by examining cases where victims of intimate partner violence are denied access to temporary orders of protection. The study sample included a review of 2,205 petitions that had been denied by a Kentucky court during the 2003 fiscal year. The study offers important insights into the …

The passage of PRWORA in 1996 gave states the opportunity to engage in secondorder devolution (SOD), which allows local governments to exercise more discretionary power in the implementation of welfare policies. Currently 14 states have engaged in significant SOD, with a number of other states practicing SOD to a lesser degree. Given this trend in TANF administration, it is important to explore if and how SOD affects the implementation of TANF work sanctions and work-related policies.
Opponents of welfare decentralization insist SOD may lead to a ‘race to the bottom’ in welfare generosity to avoid the immigration of the poor, …

Community Strategies In The Aztec Imperial Frontier: Perspectives From Totogal, Veracruz, Mexico, Marcie L. Venter

Using archaeological and ethnohistorical data, this dissertation examines the character of the relationship between the Late Postclassic (ca. AD 1250-1520) frontier center of Totogal, located in the western Tuxtla Mountains (Toztlan) of southern Veracruz, Mexico, and the expanding Aztec Empire. Traditional models of imperialism examine frontiers from a core perspective that limits the autonomy and agency of groups in the path of expansion. Recent ethnographic, ethnohistoric, and archaeological studies of other boundaries, however, suggest that considerable room for negotiation exists within the space of interactions, whether asymmetrical amounts of power characterize the home bases of those groups.

India’s perspectives on mental health and standards of care have been complicated by developmental factors, resulting in recognition not upheld in practice. India is a country of particular interest due to this disparity between its rhetoric and reality, and looking at the history of mental health and the impact of these factors will help shape recommendations for improving mental health care. Mental health policy efforts and traditions of care continue to fall short of the country’s mental health care needs. Tetraheme cytochrome c3 (cyt c3) exhibits extremely low reduction potentials and unique properties. Since axial ligands should be the most important factors for this protein, every axial histidine of Desulfovibrio vulgaris Miyazaki F cyt c3 was replaced with methionine, one by one. On mutation at the fifth ligand, the relevant heme could not be linked to the polypeptide, revealing the essential role of the fifth histidine in heme linking. The fifth histidine is the key residue in the structure formation and redox regulation of a c-type cytochrome. A crystal structure has been obtained for only H25M cyt c3. The overall …

We have mapped U (238U) and Th (232Th) elemental concentrations as well as U-series isotope distributions in a Neanderthal tooth from the Middle Palaeolithic site of Payre using laser ablation ICP-MS. The U-concentrations in an enamel section varied between 1 and 1500 ppb. The U-concentration maps show that U-migration through the external enamel surface is minute, the bulk of the uranium having migrated internally via the dentine into the enamel. The uranium migration and uptake is critically dependent on the mineralogical structure of the enamel. The 200 km wide, east-west trending Paleoproterozoic mobile belt of the Ammassalik region of South-East Greenland contains a diverse assemblage of Paleoproterozoic and Archean rocks, variably affected by Paleoproterozoic deformations and high-grade low or high pressure metamorphism. By using previous field and geochemical data combined with new zircon dating and zircon trace element geochemistry, this mobile belt is confirmed as a 1870 to 1840 Ma collisional orogen, which contains one or more 1900 to 1880 Ma magmatic suites and northern and southern Archean basement terranes. It has been suggested that large foregut-fermenting marsupial herbivores, the kangaroos and their relatives, may be less constrained by food intake limitations as compared with ruminants, due mainly to differences in their digestive morphology and management of ingesta particles through the gut. In particular, as the quality Of forage declines with increasing contents of plant fibre (cellulose, hemicelluloses and lignin; measured as neutral-detergent fibre, NDF), the tubiform foregut of kangaroos may allow these animals to maintain food intakes more so than ruminants like sheep, which appear to be limited by fibrous bulk filling the foregut and truncating further ingestion. The p53 protein, a transcription factor of key importance in tumorigenesis, is suggested to diffuse one-dimensionally along DNA via its C-terminal domain, a process that is proposed to regulate gene activation both positively and negatively. There has been no direct observation of p53 moving along DNA, however, and little is known about the mechanism and rate of its translocation. Here, we use single-molecule techniques to visualize, in real time, the one-dimensional diffusion of p53 along DNA. The one-dimensional diffusion coefficient is measured to be close to the theoretical limit, indicative of movement along a free energy landscape with low activation …

The recent demonstration and utilization of fluorescent proteins whose fluorescence can be switched on and off has greatly expanded the toolkit of molecular and cell biology. These photoswitchable proteins have facilitated the characterization of specifically tagged molecular species in the cell and have enabled fluorescence imaging of intracellular structures with a resolution far below the classical diffraction limit of light. Applications are limited, however, by the fast photobleaching, slow photoswitching, and oligomerization typical for photoswitchable proteins currently available. Objectives: To develop and validate a short, food frequency questionnaire to assess habitual dietary salt intake in South Africans and to allow classification of individuals according to intakes above or below the maximum recommended intake of 6 g salt/day. Design: Cross-sectional validation study in 324 conveniently sampled men and women. Methods: Repeated 24-hr urinary Na values and 24-hr dietary recalls were obtained on three occasions. New 14c Ages On Cellulose From Diprotodon Gut Contents: Explorations In Oxidation Chemistry And Combustion, Richard Gillespie, L Keith Fifield, Vladimir Levchenko, Rob Wells

We report radiocarbon ages on cellulose isolated from the gut contents of a Diprotodon found at Lake Callabonna, South Australia. The maximum age obtained corresponds to a minimum age of >53,400 BP for this extinct giant marsupial. This is older than, and hence consistent with, the generally accepted Australian megafauna extinction window. We argue that dichromate and other strong oxidants are less selective than chlorite for lignin destruction in wood, and our results suggest that ages approaching laboratory background can be obtained using a repeated pretreatment sequence of chlorite-alkali-acid and measurement of the sometimes discarded 330 C combustion fraction.

A Smoking Cessation Program In The Neonatal Intensive Care Unit, Stephen Ling, Susanne Wooderson, Karen Rees, Rose Neild, Ian M. R Wright

Background: Parental smoking remains a significant risk to the preterm infant both pre and post delivery. Pharmacologically supported interventions have been previously contraindicated in this group during the perinatal period and during breastfeeding. We designed an evidence-based intervention for use in our high-risk population. This report assesses our outcomes after one year. Method: Questionnaire administered a median of 6 months after intervention. Results: There was no significant difference between those participants who returned the survey (n = 42) versus the group as a whole (n = 70). A total of 33% ceased smoking, p < .0001. If no nonresponders ceased smoking then this gives an overall success rate of 20%, p < .0001. Successful quitters had been smoking for a mean of 11 (SD = 7) years. Self-reported light smokers (< 10 cigarettes per day) were significantly more likely to quit (p < .01). Purchase of follow-on nicotine patches was a significant predictor of success in quitting (p = .02). If relapse occurred, it appeared to happen early and was mainly associated with current stressors. Conclusions: We have designed and applied a multidisciplinary intervention for parents and carers to be used in the perinatal period to decrease the postnatal risk for neonatal intensive care graduates. Our rates of successful smoking cessation are as good as, or better than, many published rates for opportunistic intervention. We suggest that randomised trials be focused on ways to further improve interventions at this time of opportunity for these infants and their families.

The temperature dependence of the dynamics of mesophilic and thermophilic dihydrofolate reductase is examined using elastic incoherent neutron scattering. It is demonstrated that the distribution of atomic displacement amplitudes can be derived from the elastic scattering data by assuming a (Weibull) functional form that resembles distributions seen in molecular dynamics simulations. The thermophilic enzyme has a significantly broader distribution than its mesophilic counterpart. Furthermore, although the rate of increase with temperature of the atomic mean-square displacements extracted from the dynamic structure factor is found to be comparable for both enzymes, the amplitudes are found to be slightly larger for the …
