The Making Of The European Energy Market: The Interplay Of Governance And Government, Burkard Eberlein Dec 2007

The Making Of The European Energy Market: The Interplay Of Governance And Government, Burkard Eberlein

Burkard Eberlein

This case study asks whether delegated, sectoral governance by private actors and arm’s-length agencies enhances policy efficacy or does sectoral governance require a shadow of hierarchy cast by government actors to deliver desired policy results? EU energy market liberalisation shows that sectoral governance successfully mobilises regulatory expertise, capacity and legitimacy and delivers workable norms and rules for market transactions in a complex policy environment. However, it also finds that the efficacy of sectoral governance mechanisms is constrained by distributive conflicts between different national jurisdictions and sector interests. If deadlock occurs, the European Commission as governmental principal casts a double shadow …

Stories Of Jack: Myth, Media And The Law, Marcus O'Donnell Dec 2007

Stories Of Jack: Myth, Media And The Law, Marcus O'Donnell

Marcus O'Donnell

This paper identifies three interacting narrative strands in the Australian media coverage of “Jihad” Jack Thomas. The character story of Jack interacts with a broader story of law and the story of the war on terror. Secondly it argues that a set of mythic motifs emerge in the texts and these are read against a set of news and popular culture events and figures. This second part of the paper focuses on the figure of the “sleeper” which became one of the key ways of describing Jack Thomas during the trial. This figure of the sleeper is linked to an …

Rural Families And Work-Family Issues, Lisa Pruitt Dec 2007

Rural Families And Work-Family Issues, Lisa Pruitt

Lisa R Pruitt

This essay, an entry for the on-line Sloan Work and Family Encyclopedia, provides an overview of work-family challenges in the context of rural America. Among the issues addressed are lack of economic diversification and opportunity; deficits in human capital; the dearth of childcare, transportation and other services that facilitate employment; and the deeply entrenched character of gender roles in rural societies. The entry discusses not only concerns related to rural socioeconomic disadvantage, but also those arising from the distances that separate rural residents from work, educational opportunities, and services. The essay notes that rural families are sometimes disserved by policies …

Protease Activation Of A2-Macroglobulin Modulates A Chaperone-Like Action With Broad Specificity, Katie French, Justin Yerbury, Mark Wilson Dec 2007

Protease Activation Of A2-Macroglobulin Modulates A Chaperone-Like Action With Broad Specificity, Katie French, Justin Yerbury, Mark Wilson

Mark R Wilson

α2-Macroglobulin (α2M) is a major human blood glycoprotein best known for its ability to inhibit a broad spectrum of proteases by a unique trapping method. This action induces an “activated” conformation of α2M with an exposed binding site for the low density lipoprotein receptor, facilitating clearance of α2M-protease complexes from the body. This report establishes that protease activation also modulates a potent chaperone-like action of α2M which has broad specificity for proteins partly unfolded as a result of heat or oxidative stress. Protease-mediated activation of α2M abolishes its chaperone-like activity. However, native α2M is able to form soluble complexes with …

A Future Of Good Jobs?: America's Challenge In The Global Economy, Timothy Bartik, Susan Houseman Dec 2007

A Future Of Good Jobs?: America's Challenge In The Global Economy, Timothy Bartik, Susan Houseman

Timothy J. Bartik

Can the U.S. economy generate healthy growth of “good” jobs—jobs that will ensure a steady improvement in the standard of living for the middle class and that will offer a way out of poverty for low-income Americans? In this book, leading policy analysts examine the challenges facing current U.S. labor market policy and propose concrete steps to make American workers and employers more competitive in a global economy.

How I Learned To Stop Worrying And Use The Legal Argument – A Critique Of Giorgio Agamben’S Notion Of Law, Leila Brännström Dec 2007

How I Learned To Stop Worrying And Use The Legal Argument – A Critique Of Giorgio Agamben’S Notion Of Law, Leila Brännström

Leila Brännström

Giorgio Agamben’s Homo Sacer. Sovereign Power and Bare Life, and State of Exception are, among other things, efforts to explore the deep structures shaping contemporary tendencies in the development of law and politics. Agamben offers us the diagnosis that we live in a ‘permanent state of exception’ – a situation in which law cannot be distinguished from lawlessness. He also suggests a prescription; we ought to look beyond law and reach for a realm of human activity ‘uncontaminated’ by law. He warns us that if we do not over- come law, we risk the ‘juridico-political’ system transforming itself into ‘a …

The Impact Of Locally Developed Electronic Resource Management Systems, Marie Kennedy Dec 2007

The Impact Of Locally Developed Electronic Resource Management Systems, Marie Kennedy

Marie R. Kennedy

As libraries dramatically increased their numbers of licensed electronic resources in the 1990s, such as online journals and databases, they realized the need for a record-keeping system that would help manage the details of acquiring and maintaining them. Since no off-the-shelf product existed, some libraries developed their own tools to manage electronic resources. This chapter discusses the development of locally designed electronic resource management systems; the process of developing the tools at several academic institutions is traced, with a focus on the aspects of the systems unique to each university. Locally developed electronic resource management systems have lead academic institutions …

Balancing The Scales Or Tilting The Field? Assessing The Capacity Of Global Civil Society To Democratize The World Bank, Christopher Pallas Dec 2007

Balancing The Scales Or Tilting The Field? Assessing The Capacity Of Global Civil Society To Democratize The World Bank, Christopher Pallas

Christopher L. Pallas

A significant body of recent scholarship anticipates that global civil society (GCS) will eventually democratize international governmental institutions, reducing the intermediation of state actors and making international institutions more directly responsive to citizens. This paper argues that such optimism rests on flawed theorization and insufficient empirical analysis. Theories of GCS-driven democratization that envision GCS as an independent watchdog or deliberative, cosmopolitan space conflate political liberalism with functional democracy. They give no assurance that citizen-stakeholders are equally represented in GCS actions. This weakness is demonstrated in the case of the World Bank, where lobbying for policy changes during the 10th replenishment …

A Mentoring Model For Enhancing Success In Graduate Education, Wihelmina Wright-Harp, Joan Payne Dec 2007

A Mentoring Model For Enhancing Success In Graduate Education, Wihelmina Wright-Harp, Joan Payne

Wihelmina Wright-Harp

Mentoring has served as an effective mechanism to reduce the attrition rates of individuals who are entering graduate programs in the health science disciplines; however, both minorities and males continue to be underrepresented, particularly in the discipline of human communication sciences and disorders. In response to this rapidly growing shortage, several institutions have addressed the need for mentoring; few, however, have provided effective mentoring programs to reverse the shortage of these underrepresented popula- tions. Even fewer have focused on mentoring in graduate education. Given these facts, the purpose of this article is to present 2 models for use in graduate …

The Role Of Higher Oil Prices: A Case Of Major Developed Countries, Terry O'Neill, J. Penm, R. D. Terrell Dec 2007

The Role Of Higher Oil Prices: A Case Of Major Developed Countries, Terry O'Neill, J. Penm, R. D. Terrell

Terry O'Neill

The primary aim of this chapter is to examine whether the recent increase in world oil prices has affected inflation expectations and stock market returns in major OECD countries. The key findings are as follows. First, we found no evidence to support the presence of a long term relationship between oil prices and inflation expectations – measured by the difference between yields of inflation indexed and non-inflation indexed government bonds – over the sample between early 2003 and late 2006. Second, higher oil prices are found to lead to expectations of higher inflation. This evidence is stronger over the period …

Conventional Versus Environmentally-Sensitive Wines: The Status Of Wine Production Strategies In California North Coast Counties, Asayehgn Desta Dec 2007

Conventional Versus Environmentally-Sensitive Wines: The Status Of Wine Production Strategies In California North Coast Counties, Asayehgn Desta

Asayehgn Desta

Contrary to "command and control" regulation, the California Environmental Protection Agency (Cal/EPA), in collaboration with the California Wine Institute and the California Association of Winegrowers (CAWG), has developed a voluntary self-assessment code for the wine industries to achieve more efficient Environmental Management Systems (EMS). The purpose of this study is to compare and contrast the wineries in the three California north coast counties of Mendocino, Napa, and Sonoma. This study examines whether they meet or exceed the goals of the self- assessment regulatory policies, whether they have redesigned their wine strategies, and whether they produce environmentally sensitive wine as defined …

Emotions In Conflict: Correlates Of Fear And Hope In The Israeli-Jewish Society, Rafi Nets-Zehngut Dec 2007

Emotions In Conflict: Correlates Of Fear And Hope In The Israeli-Jewish Society, Rafi Nets-Zehngut

Dr. Rafi Nets-Zehngut (Israel)

This study explores the relationship between collective memory, delegitimization of the rival, and personal experiences, on the one hand, and personal and collective fear and hope, on the other hand, in the context of the Israeli-Arab conflict. A questionnaire was administered to 217 Israeli-Jewish undergraduates from three academic institutions in Israel. The dependent variables were levels of fear and hope on a personal and collective level, whereas the independent variables were collective memory of the Jewish past, delegitimization of Arabs, and the personal experiences of contact with Arabs, military service in the occupied territories, close relationships to a terror victim, …
