A survey was sent to library Web designers from randomly selected institutions to determine the background, tools, and methods used by those designers. Results, grouped by Carnegie classification type, indicated that larger schools were not necessarily working with more resources or more advanced levels of technology than other institutions.

An Empirical Analysis Of Energy Intensity And Its Determinants At The State Level,", Gilbert E. Metcalf

Gilbert E. Metcalf

Aggregate energy intensity in the United States has been declining steadily since the mid-1970s and the first oil shock. Energy intensity can be reduced by improving efficiency in the use of energy or by moving away from energy-intensive activities. At the national level, I show that roughly three-quarters of the improvements in U.S. energy intensity since 1970 results from efficiency improvements. This should reduce concerns that the United States is off-shoring its carbon emissions. A state-level analysis shows that rising per capita income and higher energy prices have played an important part in lowering energy intensity. Price and income predominantly …

Bisexually Active Black Men In The United States And Hiv: Acknowledging More Than The "Down Low", David J. Malebranche

HIV is disproportionately impacting Black men who have sex with men and heterosexual women in theUnited States. Current speculation posits a ‘‘bisexual bridge’’ of HIV transmission connecting these two subpopulations of the Black community. Specifically, bisexually active Black men who identify as heterosexual but do not disclose their same-sex behavior, or ‘‘down low’’ (DL) men, have received the most attention and blame as the primary group fueling this epidemic. This essay explores the current knowledge and limitations of public health research on bisexually active Black men. Implications for future research initiatives are discussed.

This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo-Saxon variety of capitalism that the country inherited from its British colonizers. In order to improve public health in areas with air quality problems, the US Clean Air Act imposes a variety of federal regulations on gasoline, which have led to a proliferation of fuel blends known as ‘‘boutique fuels.’’ More than 45 fuel blends are sold nationwide. We examine the effects of this program on wholesale gasoline prices. The methodological innovation in this study is the use of a regulatory distance measure as a proxy for measuring market power that arises from product differentiation. Supply management in Canada is facing broad trade liberalization pressures. This paper uses a spatial equilibrium trade model to simulate the impacts of various trade liberalization scenarios in the Canadian dairy industry. The results critically hinge on the relationship between increased market access and the market sharing quota (MSQ) at the farm level. Two different MSQ decision rules are simulated: (i) global output at the farm level remains unchanged following liberalization; and (ii) the MSQ is reduced to support the unit production quota rent at its preliberalization level. This concluding article tries to integrate the different insights of the individual case studies of this special issue into some comparative observations. The findings are related to debates and findings of the broader literature on democratization, with the aim of generating new insights that might help develop new studies on the topic. Leadership studies and communication studies increasingly overlap in the emergence of the post-industrial leadership paradigm. This study calls attention to how different underlying models of communication in leadership theorizing and program implementation in organizations may cause otherwise progressive theories to be falsely rejected before realizing their emancipatory potential. We analyze a leadership initiative in wildland fire, inspired by the German military philosophy of Auftragstaktik, which recommends communicating “leader’s intent.” We show how talk about communication in the organization and talk about the theory may diverge. The Winter’s Tale is constructed to generate an experience of wonder as Hermione’s statue comes to life. Audiences are meant to share what Leontes calls “The pleasure of that madness” (5.3.73). This revelatory madness is magical undoing: it dissolves the paranoid paroxysm at the outset of the play that crystallizes ideas about witchcraft, even as Hermione's play death and "resurrection" purge her of associations with witches.

Environmental Investment And Policy With Distortionary Taxes And Endogenous Growth, Don Fullerton, Seung Rae Kim

Recent studies consider public R&D spending that affects abatement knowledge and endogenous growth, distortionary taxes that affect physical and human capital formation, pollution taxes that affect environmental degradation, and regeneration that restores natural capital. Our model combines all of those elements. We show how the combination affects results from each prior model, focusing on two parameters that represent the need for distorting taxes, and the productivity of abatement knowledge relative to pollution. First, these two extensions can reverse the prior finding that pollution tax revenue is more than enough to pay for public abatement R&D. Second, tax distortions and externalities …

Optimal Public Goods Provision: Implications Of Endogenizing The Labor/Leisure Choice, Nicholas E. Flores, Philip E. Graves

Conventional analysis of public goods provision aggregates individual willingness to pay while treating income as exogenous, ignoring the fact that we generate income to allow us to purchase utility-generating goods. We explore the implications of endogenizing the lahor-leisure decision by explicitly considering leisure demand in a model of public goods provision. We consider benefit analysis of public goods provision and find that increments of the public good will generally be under-valued using conventional analysis while decrements to the public good (rare in public good settings) will be overvalued (JELC91,D61,Q5I)

Entre los años 1850 y 1930, España experimentó una importante convergencia de los salarios en las distintas regiones, al nivel de otros países europeos, si bien hay que destacar el periodo excepcional de la I Guerra Mundial, en el que aumentaron las divergencias. Los movimientos migratorios no son una variable explicativa importante en el caso de España puesto que, exceptuando los años posteriores a la I Guerra Mundial, no fueron de suficiente entidad. Hay que buscar en la creación de un mercado nacional sin barreras la causa explicativa de la convergencia de los salarios.

The American Geographical Society (AGS) serves as a case study for considering the nature of “gendered geography” in the nineteenth-century United States. This article links the ideals and programmatic interests of the society—which were fundamentally commercial in nature—with the personal subjectivity of its chief protagonist, Charles P. Daly, AGS president from 1864 until his death in 1899. Daly is presented as an “armchair explorer” who shifted the focus of the society away from statistical representations of the world toward the action packed narrative descriptions of the world supplied by embodied explorers in the field.
