An Enduring Scourge: The Evolution Of Trafficking In Women For Forced Prostitution In Bosnia-Herzegovina, Elizabeth Longino

In the late nineties, in the post-conflict period of rebuilding and peacekeeping, trafficking in women for sexual exploitation emerged as a major problem in Bosnia-Herzegovina. For years, the country was considered one of the principle destination and transit countries in the region, until a combination of internal and external factors caused the situation to change. Internally, the government passed legislation, created action plans, and designated special police forces to combat trafficking across borders. Apart from these actions, regional political changes and the withdrawal of international troops also contributed to the closure of bars and brothels in which trafficked women were …

Primates rely on visual attention to gather knowledge about their environment. The ability to recognize such knowledge-acquisition activity in another may demonstrate one aspect of Theory of Mind. Using a series of experiments in which chimpanzees were presented with a choice between an experimenter whose visual attention was available and another whose vision was occluded, we asked whether chimpanzees understood the relationship between visual attention and knowledge states. The animals showed sophisticated understanding of attention from the first presentation of each task. Under more complex experimental conditions, the subjects had more difficulty with species-typical processing of attentional cues and those …

When To Be A Dear Enemy: Flexible Acoustic Relationships Of Neighbouring Skylarks, Alauda Arvensis, Elodie Briefer, Fanny Rybak, Thierry Aubin

Numerous territorial species are less aggressive towards neighbours than strangers. This tolerance towards neighbouring conspecifics, termed the ‘dear enemy’ effect, seems to be a flexible feature of the relationship between neighbours, and has been shown to disappear in some species after experimental or natural modifications of the context. However, the maintenance over time of this singular relationship has been poorly studied. In this study, we followed the change of dear enemy relationships during the breeding season in a territorial songbird with a complex song, the skylark. We examined in the field the response of territory owners to playbacks of neighbour …

In 2006 through 2008, Dr. Mary Cay Sengstock held a grant from the Blue Cross and Blue Shield of Michigan Foundation to study the effectiveness of the current system for identifying and assisting abused elders in the State of Michigan.
This document presents the Final Report of the project. It can serve as a model, not only for the State of Michigan, but for other states regarding the mechanisms which are effective in identifying and assisting abused elders, as well as the problems and dilemmas which may arise.

Multidimensional Self-Efficacy And Affect In Wheelchair Basketball Players, Jeffrey J. Martin

In the current study, variables grounded in social cognitive theory with athletes with disabilities were examined. Performance, training, resiliency, and thought control self-efficacy, and positive (PA) and negative (NA) affect were examined with wheelchair basketball athletes (N = 79). Consistent with social cognitive theory, weak to strong significant relationships among the four types of self-efficacy (rs = .22–.78) and among self-efficacy and affect (rs = -.40–.29) were found. Basketball players who were efficacious in their ability to overcome training barriers were also confident in their basketball skills and efficacious in their ability to overcome ruminating distressing thoughts …

This article proposes and develops an analytical scheme based on historical neo-institutionalism to explain the genesis of State capacities through exclusively political variables. Taking the case of the exponential growth of State power during the Brazilian Estado Novo regime (1937-1945) as my problem, I seek to reflect on the empirical determinants and, as deriving from them, the theoretical criteria that are responsible for accounting for three simultaneous occurrences: decision-making centralization at the head of the Federal Executive, influence of formal government institutions on processes of recruitment and selection of political personnel and unequal sharing of decision-making power among different elite …

El texto explora si existe alguna causalidad entre la presencia y relevancia de los partidos étnicos (PE) en seis países latinoameri- canos y las “condiciones favorables” que indican diversas perspectivas de la literatura sobre acción colectiva. Para ello se realiza un análisis cuali- tativo multicausal orientado a los casos y a las variables que usa la lógica booleana para sim- plificar estructuras de datos complejos de forma sistemática. Con ello se trata de identificar la variedad de pautas causales de la presencia y éxito de los PÉ en Bolivia, Ecuador y Nicaragua, y no en Guatemala, México y Perú.

While the 2008 financial crisis is global in nature, it is likely to have heterogeneous welfare impacts within the developing world, with some countries, and some people, more vulnerable than others. It also threatens to have lasting impacts for some of those affected, notably through the nutrition and schooling of children in poor families. These features point to the need for a differentiated social policy response, aiming to provide rapid income support to those in most need, while preserving the key physical and human assets of poor people and their communities. Canada’s engagement with Latin America over the past two decades was predicated on three inter-related assumptions: that the region was becoming more democratic, that it had embraced markets, and that, as a result, it was reasonable to expect a more cooperative and pragmatic tone in inter-American affairs. These assumptions have proven faulty. Although democracy remains the preferred system of government, many voters are dissatisfied with their elected governments; the record of progress in reducing poverty and inequality has also been disappointing; finally, the international politics of the region have become more fraught. From 'Parliamentarized' To 'Pure' Presidentialism: Bolivia After October 2003, Miguel Centellas

Among the many shifts in Bolivian politics since October 2003 is a subtle, yet significant change in the country's presidential system. Bolivia has recently transitioned from "parliamentarized" to a "pure" presidentism. In the previous system (1985-2002), Bolivian presidents were chosen by the legislature and led multiparty coalition governments. Since October 2003, Bolivia has instead been governed by two independent chief executives. This paper discusses the shift in presidential behavior by analyzing the similarities between Carlos Mesa and Evo Morales—who also fit the the description of "delegate democrats" or "populists"—and their consequences for democratic stability (the lack of a constitutional "crisis"). …

There is much interest among cultural economists in assessing the effects of heritage preservation policies. There has been less interest in modeling the policy choices made in historic and cultural landmark preservation. This paper builds an economic model of a landmark designation that highlights the tensions between the interests of owners of cultural amenities and the interests of the neighboring community. We perform empirical tests by estimating a discrete choice model for landmark preservation using data from Chicago, combining the Chicago Historical Resources Survey of over 17,000 historic structures with property sales, Census, and other geographic data. Public discussion has turned, in the past few days, toward using some of the $700 billion in rescue funds for the injection of government money into banks in return for ownership stakes. The purpose of this short note, an addendum to “A Troubled Asset Reverse Auction,” is to describe an auction mechanism suitable for injections of capital into banks. The auctions would price the equity purchases through a competitive process.

Excessive levels of automobile driving are generally acknowledged to have several negative externalities that contribute to the lack of sustainability in current transport systems. Achieving a reduction in VMT inevitably requires the introduction of disincentives for driving. This has generally been lacking in the US, which has relatively low parking costs and taxes on fuel compared to its developed-world counterparts. However, starting immediately after the Hurricane Katrina disaster, fuel costs in the United States have increased dramatically relative to previous long-term price behavior. This increase has brought attention to the driving behavior and travel preferences of US citizens. A large …
