You Get What You Pay For: Historicizing Business Metaphors Of Government, Principles Of Justice In Taxation, And “Benefit Theory”, Mindy Peden

The ideas that governments ought to operate on business principles and that citizens are no different than consumers have become increasingly commonplace in neoliberal times. Many have pointed to the threat this poses for democratic government. Mindy Peden explores the vulnerability of liberal ideology to such a way of thinking by showing how even liberals who wish to reject it, such as John Stuart Mill, are unable to free themselves from the line of reasoning inherent in the benefit theory that underpins the dominant approach to taxation. New Media, Branding And Global Sports Sponsorship, James Santomier

WCBT Faculty Publications

New media has emerged as a significant dimension of branding and global sports sponsorship because it provides the capability to communicate with consumers worldwide via a multitude of digital platforms. This paper discusses the results of a systematic review of the development of global sports sponsorship and the importance of new media integration to the sector for the future. Results indicate that a new paradigm is emerging which involves thematically linked, integrated, strategic global marketing initiatives driven by new media applications, which have enhanced the value of sports sponsorship.

Copula-Based Nonlinear Quantile Autoregression, Xiaohong Chen, Roger Koenker, Zhijie Xiao

Parametric copulas are shown to be attractive devices for specifying quantile autoregressive models for nonlinear time-series. Estimation of local, quantile-specific copula-based time series models offers some salient advantages over classical global parametric approaches. Consistency and asymptotic normality of the proposed quantile estimators are established under mild conditions, allowing for global misspecification of parametric copulas and marginals, and without assuming any mixing rate condition. These results lead to a general framework for inference and model specification testing of extreme conditional value-at-risk for financial time series data.

The Evolution Of Decision And Experienced Utilities, Arthur Robson, Larry Samuelson

Cowles Foundation Discussion Papers

Psychologists report that people make choices on the basis of “decision utilities” that routinely overestimate the “experienced utility” consequences of these choices. This paper argues that this dichotomy between decision and experienced utilities may be the solution to an evolutionary design problem. We examine a setting in which evolution designs agents with utility functions that must mediate intertemporal choices, and in which there is an incentive to condition current utilities on the agent’s previous experience. Anticipating future utility adjustments can distort intertemporal incentives, a conflict that is attenuated by separating decision and experienced utilities.

World Summit in 2005, the nations of the world approved the “responsibility to protect.” This emerging principle of international law, charges each individual state with the responsibility to protect its population from genocide, war crimes, ethnic cleansing and crimes against humanity. If a nation fails to protect its populations from these barbarities, the nations of the world declared that they would act, through the Security Council, in accordance with the U.N. Commentators on global politics frequently observe the abject failure of states and global institutions to respond to local, regional, and global crises ranging from dramatic climatic events, humanitarian crises, warfare and violence, to the continuation of unsavoury rights-abusive regimes. In my own work in the field of the comparative politics of human rights, the types of observations that Abramowitz and Pickering make in this piece are all too common, and have led many in the past to make similar such observations that powerful states constantly engage in a grand human rights “double standard.”

I agree with the broad thrust of Abramowitz and Pickering’s article. They rightly highlight the failings of the current agents and mechanisms of humanitarian intervention. The problem, however, is twofold. First, all the currently-existing interveners possess notable, and well-known, flaws. The U.N. and regional organizations suffer from serious shortfalls in funding and equipment. States frequently lack the commitment and willingness to act. And, although NATO’s operations in Bosnia and Kosovo raised hopes that it would be a willing and powerful humanitarian intervener, the reluctance of many of its members to commit troops in Afghanistan (where member states have clear interests) …

Dakota Land In 1862, A Genocide Forgotten: How Civilizational Transformation Can Get Lost In The Fading Rate Of History, Michael Andregg

The year of 1862 was critical in a process by which a land larger than many nations was transformed from one civilization to another. But the process was not a classic conquest easily recorded in history books. Rather, it was a slow "digestion" of over 20 million hectares of territory by one civilization, accompanied by moments of true genocide or "ethnic cleansing" during long periods of high death rates for one group and high birth rates and immigration rates for the other group.
