The Selected Works of Dan Kipnis

In February 2006, Thomas Jefferson University went live with a new instant messaging (IM) service. This paper reviews the first 102 transcripts to examine question types and usage patterns. In addition, the paper highlights lessons learned in instituting the service. IM reference represents a small proportion of reference questions, but based on user feedback and technological improvements, the library has decided to continue the service.

A Comparative Account Of Statutory Interpretation In Singapore, Yihan Goh

In 1993, the Singapore Parliament enacted legislative provisions adapted from Australian legislation directing, inter alia, that the courts apply the purposive approach in statutory interpretation. Those provisions also allowed for the extended use of extrinsic materials in the interpretative process. Fifteen years on, there is now a considerable body of Singapore case law to which a meaningful analysis may be undertaken. Indeed, from an initially cautious application of the enacted legislation, the courts began to read the enactments expansively, eventually providing for a statutory interpretation regime that is largely free of the confines of old. Unpacking Sources Of Comparative Advantage: A Quantitative Approach, Davin Chor

This paper develops an approach for quantifying the relative importance of different sources of comparative advantage for country welfare in a global trade equilibrium. To explain the pattern of specialization, I present a multi-country, perfectly-competitive Ricardian model that extends Eaton and Kortum (2002) to predict industry trade flows. In this framework, comparative advantage is determined by the interaction of country and industry characteristics, with countries specializing in industries whose specific production needs they are best able to meet with their factor endowments, institutional environment, and technological strengths. "Selling Sin" In A Hostile Environment: A Comparison Of Ukrainian And American Tobacco Advertising Strategies In Magazines, Olesya Venger, Joyce M. Wolburg

Given that “sin” products must navigate different regulatory environments, it is important to compare cigarette advertising across cultures. Using text analysis, this study examined the message strategies and the ideological beliefs in cigarette advertising in American and Ukrainian magazines within the context of their different regulatory environments. The messages across the two countries differed in their use of creative appeals to ego, social needs, and sensory pleasure as well as their adherence to regulation. Many of the Ukrainian campaigns were reminiscent of earlier American campaigns and offer unique comparisons of cultures that are at different places historically, economically, and ideologically.

Breaking The Silence Surrounding Hepatitis C By Promoting Self-Efficacy: A Study Of Hepatitis C Public Service Announcements, Jean Grow, Stephanie Christopher

Hepatitis C (HCV) is the most common chronic blood borne virus in the United States. Despite this fact, there is a startling lack of awareness about HCV among individuals who may have contracted the virus. This study, grounded in self-efficacy theory, analyzes public service announcements (PSAs) for HCV. Using focus groups to contextualize the responses of individuals living with HCV, the authors conclude that stigma and structural barriers pose the greatest challenges for health communicators trying to reach at-risk populations. The findings suggest that expanded use of celebrity appeals, realistic drug portrayals, more extensive use of social networking in tandem …

Achievement Motivation In African American College Students, April Michelle Muldrow

This study investigated the relationship between academic performance and stereotype threat (ST), achievement motivation, and racial socialization for African American (AA) students at an historically black university. Participants were 108 students randomly assigned to high or low ST condition. Students completed a performance measure, Noncognitive Questionnaire (NCQ), and Teenager Experience of Racial Socialization Scale (TERS) (Sedlacek, 2004; Stevenson et al., 2002). Results indicated that performance was not dependent upon threat, p = .63. Appreciation of AA culture was negatively associated with performance, p = .05. Increasing incidents of incivilities and in some cases outright violence are well documented in K-12 through undergraduate educational setting as well as in the workplace across all sectors, yet the academic and professional literature that reflects and informs public affairs education is striking in its omission of how incivilities necessarily impact our teaching and program administration. In this paper, the authors trace the growing problem of student incivilities, identify contributing factors linked to the entitlement society, and make the case for a more proactive and comprehensive response. Cooperative organizations constitute an integral part of the increasingly industrialized agri-food system, accounting for 25 to 30 percent of total farm supply and marketing expenditures. When compared to profit-maximizing investor-owned firms (IOFs), a distinguishing feature of cooperatives (co-ops) is that the owners are also the users of the services provided by the organization. With members as both owners and users of its services, a co-op is typically assumed to focus on maximizing member welfare rather than profits.

In the past decade, EPA and over 20 states have created voluntary environmental leadership programs designed to recognize and reward businesses that take steps that go beyond compliance with the strictures of environmental law. Environmental leadership programs seek not only to spur direct improvements to environment quality but also to advance broader social goals that may lead indirectly to environmental improvements, such as improving business-government relationships and changing business culture. Impacts Of Information And Communication Technologies On Country Development: Accounting For Area Interrelationships, Robert J. Kauffman, Ajay Kumar

Single-item composite indices gauge ICT readiness at the country level but do not represent the direct impact of ICTs on a country's development. This paper describes a new approach to measuring the macrolevel impacts of ICTs across a range of development areas. The indirect effects of one area on others is taken into consideration by a simultaneous equation model that permits the inclusion of multiple development areas. The model is applied to data pertaining to four development areas in 64 countries: trade flows, agricultural productivity, R&D, and quality of life. Revisiting The Total Incarceration Variable Should Researchers Separate Jail From Prison Sentences In Sentencing Research?, Michael P. Harrington

Recent research has examined the use of the total incarceration variable. The results of these studies have shown that the factors affecting a decision to sentence an offender to jail are different than those influencing a prison sentence. These studies have suggested that disentangling jail and prison sentences will enhance our understanding of how race influences sentence outcomes. Neither of these studies examined the sentence-length portion using the expanded definition of the total incarceration variable.
