We model policy implementation in a parliamentary democracy as delegation between the prime minister and her cabinet ministers. We show that cabinet reshuffl#31;es can be pursued as a strategy to reduce the agency loss which occurs due to the different preferences of the actors. Our work thus explains why prime ministers would want to resort to reshu#31;ffles: cabinet reshuffl#31;es reduce the moral hazard facing ministers. This answer both augments and distinguishes our work from traditional perspectives on reshuffl#31;es that have emphasized the deleterious effects of reshuffl#31;es on ministerial capacity, and also from recent work that casts reshuffl#31;es as solutions to …

This is the first of a two-part article containing an interview with Barbara Madison, a Michigan-based Native American research and genealogy consultant. Madison's work collecting Native American oral histories and researching the documentary record of this population was the subject of her April 2008 presentation at a conference on archives and the ethics of memory construction. The second part of this interview will be published in the January 2009 MAC Newsletter.

Farmers' perceptions about groundwater and drinking water quality are important, which influence their willingness to adopt protection measures either individually or collectively. This study attempts to capture the factors influencing farmers’ perceptions and their willingness to protect groundwater from nonpoint sources of pollution, and their willingness to support the local government to supply drinking water through alternative arrangements. Six villages are identified in the Lower Bhavani River Basin, Tamil Nadu, India on the basis of their long-term groundwater nitrate concentrations and sources of irrigation. Outside southern Africa little attention has been given to the lively debates, particularly within South Africa, about migration, economic integration, racism/xenophobia and exclusion. After the collapse of apartheid the Southern African Development Community (sadc) developed initiatives on regional co-operation on population movement in a far-reaching 1995 Draft Protocol on Free Movement. However, the post-apartheid South African state was concerned solely with free trade and, with the support of other regional players, managed to halt the Protocol. Central Composite Rotatable Design (CCRD) for K=2 was used to study the combined effects of multi-stage heat exchangers for Stages 1 (14–30 °C) and 2 (12–28 °C) coolant temperatures at constant Stage 3 coolant and holding temperatures during tempering of dark chocolates using laboratory-scale mini-temperer. Quantitative data on chocolate temper index (slope) were obtained for products with varying particle size distribution (PSD) (D90 of 18, 25, 35 and 50 μm) and fat (30% and 35%) content. Regression models generated using stepwise regression analyses were used to plot response surface curves, to study the tempering behaviour of products. The results showed …

The metaphor of a “living" Constitution imports terms from biology into law and, in the process, relies on biology for its meaning. A proper understanding of biology is therefore central to understanding living constitutionalism. Yet despite its rampant use by both opponents and proponents of living constitutionalism, and despite the current fervent debate over whether biology can be useful to the law, no one has evaluated the metaphor from a biological perspective.
