Just over two months have passed since the devastation wrought by Typhoon Morakot, but the reconstruction of Siaolin Village 小林村 and its venerable Plains Aborigine (平埔族) culture is already well underway. A major step forward took place this past weekend with the successful restaging of the annual Siraya 西拉雅 ritual known as the “Siaolin Night Festival” (小林夜祭). This event was accompanied by the holding of a conference on the reconstruction of southern Taiwan’s Plains Aboriginal culture (「重建南臺平埔族群文化」學術研討會) and the official opening of an exhibition of artifacts from Siaolin’s Plains Aborigine culture (小林平埔文化特展) at the Chia-hsien Cultural Hall (甲仙地方文化館). This presentation comparatively examines relationships in the United States, Eastern and Central Europe, Scandinavia, and parts of the Middle East among juvenile violence, "heavy metal" music, substance abuse, and participation in occult and "alternative" youth groups (e.g., Wicca, Satanism, vampirism, Goth). We trace the movement of certain groups, behaviors, and preferences and make a correlation between some of these movements and an increase in youth violence and substance abuse. The authors use results from surveys and participant observations in the U.S., Copenhagen, Germany, the Netherlands, & the Middle East (Egypt & Turkey) that indicate, however, that mere participation in these …

Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). As of Fall 2019 The Anchor has moved to monthly print issues and a more frequently updated website. Occasionally, the volume and/or issue numbering is irregular.

A gap is present in the police performance literature that exists due to the use of performance measures that are more in line with the reactive aspect of the police mission. The present study seeks to determine which individual officer and departmental characteristics are more indicative of tolerance and attitudinal compatibility with a proactive crime prevention program. This paper investigated the relationship among preservation knowledge, perception and attitude of library personnel towards preservation of information resources in Nigerian federal university libraries. Simple random sampling technique was used to select twenty university libraries from the twenty four federal university libraries in Nigeria. All the 660 library personnel in the selected libraries constituted the study sample. Data was collected by a questionnaire administered on the 660 personnel out of which 510 copies were returned. The response rate was 77.3%. The study found that knowledge and perception of library personnel about preservation of information resources correlate significantly with their attitude …

Low-Cost State Innovations To Help Families Save For College, Mark Huelsman, Margaret M. Clancy

While 529 plans are defined in the federal tax code, individual states have considerable latitude to innovate and make their plans more inclusive. Some states have undertaken large-scale initiatives, such as matching contributions or establishing accounts at birth. Other states have been exploring a number of smaller, lower- cost innovations to remove disincentives and increase savings. States are often the testing ground for future federal policies, and several of these initiatives could also be enacted at the federal level.
