Digital initiatives, particularly in the form of institutional repositories, help raise the profile of the academic library across campus and in the community. Metadata librarians, with an understanding of both metadata schemes and traditional cataloging, play a significant role in an academic library’s digital initiatives. Employment In Construction And Distribution Industries: The Impact Of The New Jobs Tax Credit, John H. Bishop

Excerpt] The New Jobs Tax Credit (NJTC) offers a tax credit of fifty percent of the first $4200 of wages per employee for increases in employment of more than two percent over the previous year. Economic theory predicts that such a tax credit should stimulate employment, decrease hours worked per week, and reduce product prices of the subsidized industries. A time series analysis of the construction, retailing, and wholesaling industries finds strong support for these hypotheses. Our results suggest that the NJTC was responsible for 150,000-670,000 of the more than 1-million increase in employment that occurred between mid-1977 and mid-1978 …

[Excerpt] This chapter examines the impact of corporate restructuring and global outsourcing on employment in the Commonwealth and the shifts in production from workplaces in Massachusetts to other countries. In particular we focus on global outsourcing, the shifting of work from Massachusetts offshore to countries in Europe and Asia, and nearshore to Canada and countries in Latin America. The water resources system is constantly evolving over space and time at a range of scales. Human-induced climate change and land development are probably two major driving forces of water resource system changes. However, the impacts of such changes are region specific, which depend on watershed characteristics such as topography and geology. Human trafficking is a crime and human rights violation that has received increasing attention over the past 10-15 years. Of the hundreds of thousands of individuals trafficked across the globe each year, the vast majority are women and children forced or coerced into commercial sexual exploitation (CSE). In my home state of North Carolina, anti-trafficking activists continue to face disbelief in our broad attempts to educate and raise awareness, as well as resistance from law enforcement in our efforts to encourage increased identification and referral of potential survivors.

The School of Social Ecology at University of California, Irvine (UCI), teaches students to conduct research that is socially valid. This implies a problem-posing approach to global issues such as human trafficking. Applying a social ecological lens to such a multi-dimensional issue, allows us to systematically address the effective context of the problem. A Comparative Study Of Fiscal Decentralization In China And India, Yinghua Jin

This dissertation provides an empirical test of the effects of fiscal decentralization and horizontal fiscal equalization on economic growth and examines the potential trade-off between horizontal fiscal equalization and economic growth in both China and India. Chapter II examines the effects of both fiscal decentralization and horizontal fiscal equalization on economic growth in China, particularly the effect of the Tax Sharing System reform enacted in 1994. Compared with previous studies, using more complete data providing better measures and more econometrically sophisticated instrumental variable procedures, we find that there is no substantial evidence of a trade-off between horizontal fiscal equalization and …
