Although systemic bias may not be racism, it is a form of prejudice. Systemic bias exists throughout society in the practices and attitudes that people face on a daily basis. Very often educational programs are set up to accommodate special needs, but, although well meaning, they incorporate this form of bias. Systemic bias inhibits student progress and often presupposes the need for cultural change. This paper reports a study of Canadian Native people and their experience with the public school system. This essay situates the 1755 Lisbon earthquake as an alternate origin point for human rights discourse. As one of the most destructive earthquakes in recorded history, the event had a broad effect on both scientific and philosophical thought. The quake also represents one of the first modern mass media events in which subjects throughout Europe became spectators to a distant catastrophe. Both visual and verbal representations of the event circulated throughout Europe with incredible efficiency and helped inaugurate a secular notion of human suffering as well as thoughts about its prevention. To address concerns related to preventing staff sexual misconduct in custodial situations, the National Institute of Corrections (NIC) designed a project to provide training and technical assistance to prevent sexual violence in custodial situations. One component of the project, through a cooperative agreement between the American University Washington College of Law (WCL) and NIC, was to address staff involvement in sexual abuse of persons in custodial settings. The result was the preparation, by the NIC/WCL, of this report addressing human resources concerns related to preventing staff sexual misconduct in custodial situations. I evaluate the just launched official criterion for assessing the economics research output in Brazil, called “Qualis”. I compare it with the simple journal impact factors released by RePEc. Four biases are identified: (1) left-wing journals have been favored, (2) mainstream British journals have been downgraded, (3) cross disciplinary research output has been neglected, and (4) domestic journals have been favored.

The design of mechanisms for the enforcement of rules regarding anticompetitive practices has been the subject of considerable controversy in both developed and developing countries. Public competition authorities have advantages in terms of scale economies and coordination of competing policy objectives. Private rights of action enhance the capacity of legal regimes to generate information and deter collusive agreements and exclusionary practices. Private enforcement also increases the transaction costs of regulatory capture. Given these differences, mixed regimes are likely to be superior to purely public or private arrangements. We formulate a stylized structural model of health, wealth accumulation and retirement decisions building on the human capital framework of health provided by Grossman. We explicitly assume a functional form of the utility function and carefully account for initial conditions, which allow us to derive analytic solutions for the time paths of consumption, health, health investment, savings and retirement. We argue that the Grossman literature has been unnecessarily restrictive in assuming that health is always at Grossman’s “optimal” health level. Exploring the properties of corner solutions we find that advances in population health (health capital) can explain the paradox that …

Most developing and transition countries adopted statutes prohibiting anticompetitive agreements and abusive practices during the 1980's and 1990's. The effectiveness of these laws is nevertheless widely debated. This paper contributes to the literature by conducting an event study of the adoption of Russian competition laws in the early years of transition, the subsequent economic developments and the legislative reform process of 2002-2006. An examination of the substantive prohibitions and enforcement data reveals that Russian competition laws relied on complex standards and imposed weak constraints on anticompetitive practices. The relationship between the design of competition laws and economic outcomes remains the subject of considerable controversy in both law and economics. Recent cross-national studies suggest that effective legal constraints against anticompetitive practices can enhance prospects for economic development by increasing the number of market participants and the quality of broader political and economic institutions.
