In the continuing discussion on migration and development, the vulnerability of all migrant groups to exploitation and mistreatment in host countries has been highlighted along with an emphasis on protecting their rights. However, xenophobia has not yet received explicit attention although anti-migrant sentiments and practices are clearly on the rise even in receiving countries in developing regions. Despite gaps in existing empirical work, research and anecdotal evidence exposes pervasive forms of discrimination, hostility, and violence experienced by migrant communities, with the latter becoming easy scapegoats for various social problems in host countries. The Effect Of Frequent Managerial Turnover On Organizational Performance: A Study Of Professional Baseball Managers, Gregory C. Hill

Public Policy and Administration Faculty Publications and Presentations

This analysis is designed to study the question of a manager’s contribution to the organization, particularly in terms of uncertainty related to managerial succession. The theory of managerial succession, which is the replacement of one public manager with another, suggests a negative relationship between change and organizational performance. Organizations’ decision to change managers more often exacerbates the negative effect on performance. The hypotheses are tested using baseball managers as proxies for public managers, as they perform similar duties, have similar goals, and operate under similar constraints. The results suggest that managerial succession has a negative effect on organizational performance. Frequent …

Removing hazardous fuels to reduce the risk of wildfire has become a priority for land managers across the United States. Utilizing biomass taken from forests to cover the cost of fuel reduction is an attractive ideal. Effective utilization could also address important national challenges such as improving forest health, increasing domestic energy supplies, reducing carbon emissions, and revitalizing rural economies. However, getting woody biomass from the forest to the consumer is economically and logistically difficult, and efforts to make biomass utilization profitable have been disappointing so far. We examine a repeated interaction between an agent, who undertakes experiments, and a principal who provides the requisite funding for these experiments. The agent’s actions are hidden, and the principal, who makes the offers, cannot commit to future actions. We identify the unique Markovian equilibrium (whose structure depends on the parameters) and characterize the set of all equilibrium payoffs, uncovering a collection of non-Markovian equilibria that can Pareto dominate and reverse the qualitative properties of the Markovian equilibrium. The automatic recognition of animal sounds is one of the powerful techniques for replacing the traditional ecological survey method that mainly depends on manpower, which is hence both costly and time consuming. This study developed an automatic frog call recognition system based on the combination of a pre-classification method of the syllable lengths and a multi-stage average spectrum (MSAS) method. In this system, the input frog syllables are first classified into one of the four groups determined by the pre-classification method according to syllable length. Self-sufficiency (SS) is the epitome of America’s ‘reluctant’welfare state. It is generally accepted in social welfare policycircles as a concept related to independence and financialstability. Nevertheless, SS is not a term agreed upon inpractice by policymakers, researchers, or service providersand is frequently used without a clear common definition.In this sense, the purpose of this study is to explore the extentto which the top-down definition of ‘economic’ SS as thesocial policy goal is consistent with how the clients of job training programs perceive the term. The European Commission’s Scientific Committee on Health and Environmental Risks (SCHER) recently issued an Opinion on the need for non-human primate (NHP) use in biomedical research, and the possibilities of replacing NHP use with alternatives, as part of the Directive 86/609/EEC revision process. Here, we summarise our recent complaint to the European Ombudsman about SCHER’s Opinion and the entire consultation process. It is our opinion that the Working Group almost entirely failed to address its remit, and that the Group was unbalanced and contained insufficient expertise. The Opinion presumed the validity of NHP research with inadequate supporting evidence, and ignored …
