What are libraries doing about collecting and managing user-generated content? In an era of globalisation we increasingly value the unique and the locally grown over the mass-produced, high food miles equivalent. At the growers' market we carefully select ingredients despite the odd shapes, unpredictable quantities and without accompanying metadata about ingredients, nutritional value and use-by dates. However, it seems that teacher librarians are slow to apply the same philosophy when they select resources for their libraries. "Applying Carl Schmitt To Global Puzzles: Identity, Conflict And The Friend/Enemy Antithesis,", Emma R. Norman

This paper demonstrates the broad appeal and usefulness of the political and legal thought of Carl Schmitt to scholars of international relations by applying his seminal friend-enemy antithesis to current global problems as well as to current IR theories used to negotiate them. I argue that Schmitt’s contemporary appeal lies, first, in his insistence that collective identity is necessarily formed through conflict (enmity); and second, that identity lies at the very base of what motivates behavior on the international stage (at the sub-national, national and transnational levels). By implication, Schmitt’s theories offer some fresh insights into the sources and nature …

Thls paper explains the central role of housing in the financial crisis. It demonstrates the interaction among five categories of problems in precipitating the crisis: wide and widening inequality; persistent and pervasive racism in the provision of housing; treating housing as a speculative commodity; overdependence of housing on debt; public policies that have exacerbated the other factors. In this chapter, we deconstruct the psychological goals and assumptions underlying the foundational principles of the politically correct university, which emphasize diversity in race, ethnicity, gender, and sexual orientation but not sociopolitical ideas, and that require cultural sensitivity (seen in policies such as speech codes) so that minority and disadvantaged groups do not suffer offense or harm. Drawing on recent psychological research, we argue that sociopolitical diversity may be the most important form of diversity for achieving the educational benefits that diversity is supposed to produce. The state is often conceptualized as playing an enabling role in a country’s economic development—providing public goods, such as the legal protection of property rights, while the political economy of reform is conceived in terms of bargaining over policy among elites or special interest groups. We document a case that turns this perspective on its head: efficiency-enhancing institutional and behavioral changes arising not out of a conscious, top-down program of reform, but rather as unintended (and in some respects, unwanted) by-products of state failure. ABSTRACT This study examined the concept of federalism and the issue of national integration in Nigeria from 1999-2007. It is observed that governance in Nigeria is replete with very many contradictions, controversies, paradoxes and crises emanating from the country’s fragile experiment in a multi-ethnic federalism. These have generated conflicting interests, which have over the years lingered unresolved since Lord Lugard forced the amalgamation of disparate and isolated ethno-linguistic nationalities into a country in 1914. The following paper discusses the difficulties of achieving climate change policy goals with low-carbon subsidies as opposed to using taxes to raise the price of carbon intensive activities. First, subsidies lower the cost of energy, and thus, encourage consumer demand responses that work in opposition to the goal of reducing emissions. Second, it is difficult to achieve technology neutrality with subsidies. Third, many subsidies are inframarginal. Finally, subsidies often suffer from unintended interactions with other policies. OBJECTIVE: To examine higher order personality factors of negative affectivity (NA) and disinhibition (DIS), as well as lower order facets of impulsivity, as prospective predictors of suicide attempts in a predominantly personality disordered sample.

METHOD: Data were analyzed from 701 participants of the Collaborative Longitudinal Personality Disorders Study with available follow-up data for up to 7 years. Cox proportional hazards regression analyses was used to examine NA and DIS, and facets of impulsivity (e.g. urgency, lack of perseverance, lack of premeditation and sensation seeking), as prospective predictors of suicide attempts.

This article examines the position of the industrial working class in Romania before 1989, its role in the overthrow of the communist regime during the December 1989 revolution, and its status during the postcommunist transition to democracy after 1989. The subordination of labor interests by both communist and postcommunist regimes to ideologies that underestimated the issue of class differentiation is emphasized throughout the paper. This analysis is undertaken at two levels, namely, the rewriting of the history of communism after 1989 and the obstacles encountered during the process of democratic transition. This article explores the emergent post-Katrina tourism narrative and its ambivalent racialization of the city. Tourism officials are compelled to acknowledge a New Orleans outside the traditional tourist boundaries – primarily black, often poor, and still largely neglected by the city and national governments. On the other hand, tourism promoters do not relinquish (and do not allow tourists to relinquish) the myths of racial exoticism and white supremacist desire for a construction of blacks as artistically talented but socially inferior.

This paper analyzes and compares socioeconomic inequalities in the use of healthcare services by the elderly in four South-American cities: Buenos Aires (Argentina), Santiago (Chile), Montevideo (Uruguay) and San Pablo (Brazil). We use data from SABE, a survey on Health, Well-being and Aging administered in several Latin American cities in 2000. After having accounted for socioeconomic inequalities in healthcare needs, we find socioeconomic inequities favoring the rich in the use of preventive services (mammograms, pap tests, breast examinations, and prostate exams) in all of the studied cities. There is not general consensus about if women are more or less generous than men. Although the number of papers supporting more generous females is a bit larger than the opposed it is not possible to establish any definitive and systematic gender bias. This paper provides new evidence on this topic using a unique experimental dataset. We used data from a field experiment conducted under identical conditions (and monetary payoffs) in 6 Latin American cities, Bogotá, Buenos Aires, Caracas, Lima, Montevideo and San José. This study assessed the personnel training needs in Ibrahim Babangida Library, Federal University of Technology, Yola (IBL, FUTY). The study was guided by four objectives. The objectives assessed the on-the-job training needs, informal and formal educational training needs of personnel in the library. Survey research was used for the study. The population of the study is 40 IBL, FUTY personnel, which also constitute the sample size. Questionnaire was used as data collection instrument. The importance of information to manufacturing industries is explored in this research. Survey research was carried out on 20 manufacturing industries in two states of Nigeria. Two hundred and fifty 250 questionnaires were distributed. The findings indicate that 95 percent of the employees rely heavily on their colleagues and information generated internally for their daily information needs. Formal library services such as current awareness, reference, and SDI services are offered in these industries, but employees rarely use these services.

This study examines the reading habits of secondary school teachers in Ado–Odo Local Government Area. The study revealed that a majority of the teachers concentrate on reading textbooks and have no fixed time for reading. The study recommends that teachers develop a love of reading in order to be versatile. It also recommends that stakeholders collaborate to revitalize school libraries to attain sustainable education.

The role of the school librarian has changed dramatically from that of a guardian of books to that of teacher, counselor, and provider of access to the Internet and other electronic sources. In a time when every individual needs to apt, adequate, and appropriate information, the role of the school librarian becomes multiple and critical. This paper discusses strategies with which the school librarian can act as counselor, particularizing the individual child's special needs and promoting the development of self esteem.
