"Applying Carl Schmitt To Global Puzzles: Identity, Conflict And The Friend/Enemy Antithesis,", Emma R. Norman
"Applying Carl Schmitt To Global Puzzles: Identity, Conflict And The Friend/Enemy Antithesis,", Emma R. Norman
Emma R. Norman
This paper demonstrates the broad appeal and usefulness of the political and legal thought of Carl Schmitt to scholars of international relations by applying his seminal friend-enemy antithesis to current global problems as well as to current IR theories used to negotiate them. I argue that Schmitt’s contemporary appeal lies, first, in his insistence that collective identity is necessarily formed through conflict (enmity); and second, that identity lies at the very base of what motivates behavior on the international stage (at the sub-national, national and transnational levels). By implication, Schmitt’s theories offer some fresh insights into the sources and nature …

Housing And The Financial Crisis: Causes, Consequences, Cures, Michael E. Stone
Housing And The Financial Crisis: Causes, Consequences, Cures, Michael E. Stone
Michael E. Stone
Thls paper explains the central role of housing in the financial crisis. It demonstrates the interaction among five categories of problems in precipitating the crisis: wide and widening inequality; persistent and pervasive racism in the provision of housing; treating housing as a speculative commodity; overdependence of housing on debt; public policies that have exacerbated the other factors. It concludes with proposals for a set of fundamental structural change in the systems of housing ownership and finance
The Psychology Of Political Correctness, Richard E. Redding
The Psychology Of Political Correctness, Richard E. Redding
Richard E. Redding
In this chapter, we deconstruct the psychological goals and assumptions underlying the foundational principles of the politically correct university, which emphasize diversity in race, ethnicity, gender, and sexual orientation but not sociopolitical ideas, and that require cultural sensitivity (seen in policies such as speech codes) so that minority and disadvantaged groups do not suffer offense or harm. Drawing on recent psychological research, we argue that sociopolitical diversity may be the most important form of diversity for achieving the educational benefits that diversity is supposed to produce. In addition, we challenge the assumption that certain viewpoints, research agendas, and speech should …

Reform From Below: Behavioral And Institutional Change In North Korea, Marcus Noland, Stephan Haggard
Reform From Below: Behavioral And Institutional Change In North Korea, Marcus Noland, Stephan Haggard
Marcus Noland
The state is often conceptualized as playing an enabling role in a country’s economic development—providing public goods, such as the legal protection of property rights, while the political economy of reform is conceived in terms of bargaining over policy among elites or special interest groups. We document a case that turns this perspective on its head: efficiency-enhancing institutional and behavioral changes arising not out of a conscious, top-down program of reform, but rather as unintended (and in some respects, unwanted) by-products of state failure. Responses from a survey of North Korean refugees demonstrate that the North Korean economy marketized in …

Federalism And National Integration In Nigeria (1999-2007), Fab O. Onah Phd, Ozy B. Orluwene Jp
Dr Ozy B.Orluwene,JP
ABSTRACT This study examined the concept of federalism and the issue of national integration in Nigeria from 1999-2007. It is observed that governance in Nigeria is replete with very many contradictions, controversies, paradoxes and crises emanating from the country’s fragile experiment in a multi-ethnic federalism. These have generated conflicting interests, which have over the years lingered unresolved since Lord Lugard forced the amalgamation of disparate and isolated ethno-linguistic nationalities into a country in 1914. Considerable information on federalism, national integration and related concepts were synthesized. The literature review identified gaps, which the study addressed. Source of data for the study …
Tax Policies For Low-Carbon Technologies, Gilbert E. Metcalf
Tax Policies For Low-Carbon Technologies, Gilbert E. Metcalf
Gilbert E. Metcalf
The following paper discusses the difficulties of achieving climate change policy goals with low-carbon subsidies as opposed to using taxes to raise the price of carbon intensive activities. First, subsidies lower the cost of energy, and thus, encourage consumer demand responses that work in opposition to the goal of reducing emissions. Second, it is difficult to achieve technology neutrality with subsidies. Third, many subsidies are inframarginal. Finally, subsidies often suffer from unintended interactions with other policies. The paper concludes with some observations on the use of price-based instruments and discusses how a carbon tax could be designed to achieve environmental …

Reconstructing The Role Of The Working Class In Communist And Postcommunist Romania, Monica Ciobanu
Reconstructing The Role Of The Working Class In Communist And Postcommunist Romania, Monica Ciobanu
Monica Ciobanu
This article examines the position of the industrial working class in Romania before 1989, its role in the overthrow of the communist regime during the December 1989 revolution, and its status during the postcommunist transition to democracy after 1989. The subordination of labor interests by both communist and postcommunist regimes to ideologies that underestimated the issue of class differentiation is emphasized throughout the paper. This analysis is undertaken at two levels, namely, the rewriting of the history of communism after 1989 and the obstacles encountered during the process of democratic transition. The later aspect refers to the problematic relationship between …

“'Roots Run Deep Here': The Construction Of Black New Orleans In Post-Katrina Tourism Narratives", Lynnell L. Thomas
Lynnell Thomas
This article explores the emergent post-Katrina tourism narrative and its ambivalent racialization of the city. Tourism officials are compelled to acknowledge a New Orleans outside the traditional tourist boundaries – primarily black, often poor, and still largely neglected by the city and national governments. On the other hand, tourism promoters do not relinquish (and do not allow tourists to relinquish) the myths of racial exoticism and white supremacist desire for a construction of blacks as artistically talented but socially inferior.

Horizontal Inequity In Access To Health Care In Four South American Cities, Maximo Rossi, Ana Balsa, Patricia Triunfo
Maximo Rossi
This paper analyzes and compares socioeconomic inequalities in the use of healthcare services by the elderly in four South-American cities: Buenos Aires (Argentina), Santiago (Chile), Montevideo (Uruguay) and San Pablo (Brazil). We use data from SABE, a survey on Health, Well-being and Aging administered in several Latin American cities in 2000. After having accounted for socioeconomic inequalities in healthcare needs, we find socioeconomic inequities favoring the rich in the use of preventive services (mammograms, pap tests, breast examinations, and prostate exams) in all of the studied cities. We also find inequities in the likelihood of having a medical visit in …

Gender, Education And Reciprocal Generosity: Evidence From 1,500 Experiment Subjects., Maximo Rossi, Pablo Brañas, Juan Camilo Cardenas
Maximo Rossi
There is not general consensus about if women are more or less generous than men. Although the number of papers supporting more generous females is a bit larger than the opposed it is not possible to establish any definitive and systematic gender bias. This paper provides new evidence on this topic using a unique experimental dataset. We used data from a field experiment conducted under identical conditions (and monetary payoffs) in 6 Latin American cities, Bogotá, Buenos Aires, Caracas, Lima, Montevideo and San José. Our dataset amounted to 3,107 experimental subjects who played the Trust Game. We will analyze the …

Individualized Learning In Universal Basic Education: Implications For The Librarian As Counselor, Emem Paul Udofia
Library Philosophy and Practice (e-journal)
The role of the school librarian has changed dramatically from that of a guardian of books to that of teacher, counselor, and provider of access to the Internet and other electronic sources. In a time when every individual needs to apt, adequate, and appropriate information, the role of the school librarian becomes multiple and critical. This paper discusses strategies with which the school librarian can act as counselor, particularizing the individual child's special needs and promoting the development of self esteem. These include using bibliotherapy, project work methods, personalized resource selection, and use of biography, as well as electronic methods.

Freud attempted to explain human behavior, scientifically, as the consequence of the clash between reason and unconscious sexual drives. Rank, whose early work applied psychoanalytic understanding to an analysis of myth, returned to the core of religious activity as the basis for human activity-its preoccupation with death and meaning-and concluded that the capacity to create myth, religion and art represents a kind of solution to the matter of death by affirming life and what is valuable about life existentially.
