Prevalence And Risk Of Homelessness Among Us Veterans, Jamison Fargo, Stephen Metraux, Thomas Byrne, Ellen Munley, Ann Elizabeth Montgomery, Harlan Jones, George Sheldon, Vincent Kane, Dennis P. Culhane

Dennis P. Culhane

Introduction

Understanding the prevalence of and risk for homelessness among veterans is prerequisite to preventing and ending homelessness among this population. Homeless veterans are at higher risk for chronic disease; understanding the dynamics of homelessness among veterans can contribute to our understanding of their health needs.

Methods

We obtained data on demographic characteristics and veteran status for 130,554 homeless people from 7 jurisdictions that provide homelessness services, and for the population living in poverty and the general population from the American Community Survey for those same jurisdictions. We calculated prevalence of veterans in the homeless, poverty, and general populations, and …

The American Legal Profession And The War Crimes Trials In Germany, 1942-1951, Robert G. Waite

Robert G. Waite

Summary. As reports of Nazi atrocities became more common in the summer of 1942 the calls from within the American legal profession for the prosecution of those responsible grew too. A number of attorneys advocated strong criminal sanctions and they urged the leaders of those nations allied against Nazi Germany to establish tribunals to handle these cases. Advocates of stern legal measures and criminal prosecution believed that such actions were essential to the ensure justice for those who had been persecuted. These calls were soon overshadowed by those legal scholars who viewed legal action as crucial to the development of …

Curricular Review: Supporting The Move To Digital Tools For Audio And Video Production 1, Christine Taylor

Christine Taylor

There is little doubt that the age of digital technology has arrived. From using CD ROM software in the classroom to researching on the internet, selecting and using authorware to craft assignments, to teaching non linear editing of audio and video at the desktop, mass communication and academic units are coming to grips with the emerging technologies.

Integrating Students Into The Operation Of A University-Owned Television Station, Christine Taylor

Most journalism and mass communication programs provide opportunities for students to acquire some "hands-on" experience as undergraduates. There remains some considerable argument as to whether this "hands-on" educational experience should be part of the academic curriculum. I will review this debate briefly.

A Multi-Platform Application Suite For Enhancing South Asian Language Pedagogy, Tao Bai, Christopher K. Chung, Konstantin Läufer, Daisy Rockwell, George K. Thiruvathukal

Konstantin Läufer

This interdisciplinary project explores the potential for handheld/wireless (H/W) technology in the context of language education within and beyond the classroom. Specifically, we have designed and implemented a suite of multi-platform (desktop/laptop, handheld, and browser) applications to enhance the teaching of South Asian languages such as Hindi-Urdu. Such languages are very difficult to learn, let alone write, and H/W devices (with their handwriting/drawing capabilities) can play a significant role in overcoming the learning curve. The initial application suite includes a character/word tracer, a word splitter/joiner, a smart flashcard with audio, contextual augmented stories for reading comprehension, and a poetic metronome. …

Counterpoint: The Insurance Institute For Highway Safety Study Actually Found Cities Using Red Light Cameras Had Higher Red Light Running Fatality Rates, Barbara Langland-Orban, Etienne E. Pracht, John T. Large Jan 2012

Counterpoint: The Insurance Institute For Highway Safety Study Actually Found Cities Using Red Light Cameras Had Higher Red Light Running Fatality Rates, Barbara Langland-Orban, Etienne E. Pracht, John T. Large

Florida Public Health Review

In February 2011, the Insurance Institute for Highway Safety (IIHS) disseminated their research study that compared red light running traffic fatality rates between cities that implemented red light camera (RLC) programs with cities that did not. The IIHS researchers concluded cities that used RLCs had a significantly larger percentage reduction in both red light running (RLR) fatality rates and total fatality rates at signalized intersections. Because a previous IIHS study on RLCs was found to use flawed research methods, as well as to incorrectly report findings, the current IIHS RLC analysis is reviewed for adherence to scientific methods. Our review …

Racial And Ethnic Disparities In Post-Neonatal Mortality In Florida, Arlesia Mathis, Priscilla A. Barnes, Ramal Moonesinghe Jan 2012

Racial And Ethnic Disparities In Post-Neonatal Mortality In Florida, Arlesia Mathis, Priscilla A. Barnes, Ramal Moonesinghe

Florida Public Health Review

This policy-related study examines primary care delivery methods in reducing population health disparities. We use post- neonatal mortality as an indicator ofpopulation health within counties to study the effects ofusing contracted service providers compared to direct provision of primary care by county health departments in improving health equity. We analyzed post- neonatal mortality data collected annually between 1997 and 2006 from ten ofFlorida’s most populous counties (>500,000). Using Poisson regression analyses with generalized estimating equations (GEE), we examined differences in post-neonatal mortality among racial and ethnic groups; and among counties and groups over time. The results show significant differences …

An Analysis Of Risk-Taking Behavior For Public Defined Benefit Pension Plans, Nancy Mohan, Ting Zhang Jan 2012

An Analysis Of Risk-Taking Behavior For Public Defined Benefit Pension Plans, Nancy Mohan, Ting Zhang

Upjohn Institute Working Papers

This paper investigates the determinants of public pension plan risk-taking behavior using the percentage of total plan assets invested in the equity markets and the pension asset beta as measures of investment risk. We find that government accounting standards strongly affect public fund investment risk, as higher return assumptions (used to discount pension liabilities) are associated with higher equity allocation and beta. Unlike private pension plans, public funds undertake more risk if they are underfunded and have lower investment returns in the previous years, consistent with the risk transfer hypothesis. Furthermore, pension funds in states facing financial constraints allocate more …

Spatiotemporal Analysis Of Prior Appropriations Water Calls, Levan Elbakidze, Xiaozhe Shen, Garth Taylor, Sian Mooney Jan 2012

Spatiotemporal Analysis Of Prior Appropriations Water Calls, Levan Elbakidze, Xiaozhe Shen, Garth Taylor, Sian Mooney

Economics Faculty Publications and Presentations

A spatiotemporal model is developed to examine prior appropriations–based water curtailment in Idaho’s Snake River Plain Aquifer. Using a 100 year horizon, prior appropriations–based curtailment supplemented with optimized water use reductions is shown to produce a spatial distribution of water use reductions that differs from that produced by regulatory curtailment based strictly on initial water right assignments. Discounted profits over 100 years of crop production are up to 7% higher when allocation is optimized. Total pumping over 100 years is 0.3%, 3%, and 40% higher under 1, 10, and 100 year prior appropriations–based regulatory curtailment, respectively.

Domestic Violence In Men's And Women's Magazines: Women Are Guilty Of Choosing The Wrong Men, Men Are Not Guilty Of Hitting Women, Pamela Hill Nettleton Jan 2012

Domestic Violence In Men's And Women's Magazines: Women Are Guilty Of Choosing The Wrong Men, Men Are Not Guilty Of Hitting Women, Pamela Hill Nettleton

Pamela Nettleton

Men's and women's magazine discourse on domestic violence characterizes women as guilty of choosing the wrong men but does not hold men responsible for hitting women. Using qualitative narrative analysis on 10 leading titles over 10 years, I find an ongoing tolerance for and celebration of domestic violence in men's magazines and an enduring expectation in women's that women bear responsibility for both genders. No magazines discuss patriarchal cultural structures that enable violence against women.
