Debate about legal and policy reform has been haunted by a pernicious confusion about human nature: and the idea that it is a set of rigid dispositions, today generally conceived as genetic, that is manifested the same way in all circumstances. Opponents of egalitarian alternatives argue that we cannot depart far from the status quo because human nature stands in the way. Advocates of such reforms too often deny the existence of human nature because, sharing this conception, they think it would prevent changes they deem desirable. This paper proposes a new representation of the worldwide distribution of human population and economic activity over two millennia. Combining the Maddison and the G-Econ databases, it tracks the evolution of the world’s demographic and economic centers of gravity during the 1-2010 period. The distributional and temporal patterns that emerge are clear and contrasted, with a stable East- Asian predominance during the first eighteen centuries, followed by a boomerang-like westward shift during the last two centuries. New turning points are identified, suggesting that the reversal of the Western shift occurred as early as the 1920s in demographic terms and in …

Energy-related issues gained a prominent place within the NATO’s new strategic concept declared during the Lisbon Summit (November 20, 2010). This final strategic concept is to address two new sources of threat within the new energy geopolitics - ‘resource nationalism’ and ‘energy terrorism’ - which deeply concern those NATO members that require imported energy resources to meet their soaring domestic demand. En este trabajo se analiza la incidencia distributiva del impuesto específico a las gasolinas en Chile, usando para ello la V y VI Encuestas de Presupuestos Familiares. La incidencia se calcula tanto respecto a la distribución de ingreso como de gasto, de tal forma de considerar las potenciales diferencia entre ingreso transitorio y permanente. Se estima el Índice de Suits como medida de la progresividad del impuesto y utilizando bootstrapping se calculan intervalos de confianza que permitan comparar estadísticamente cambios en la incidencia frente a cambios en el impuesto. Many governments continue constructing new subway lines with the goal of reducing congestion and pollution in large cities. Besides the potential global effects on reducing negative externalities in the city, there are some local positive effects in terms of lower commuting time and distance for residents living close to the subway stations. These benefits of the public transport services should capitalize totally or partially on housing prices. In this paper, we model the interaction between idiocentric and allocentric immigrants in two settings – in a society that is predominantly collectivist and in a society that is predominantly individualist. Immigrants, either allocentric or idiocentric, can also be entity theorists (fixed mindset) or incremental theorists (growth mindset). We use evolutionary game theory to model how the host country cultural environment places selective pressure on the cultures of immigrant populations. This has implications for how well immigrants assimilate into their host country. Our results show: (a) depending on the initial ratio of allocentric and idiocentric immigrants, assimilation is either complete …

The evolution of cooperation has been the focus of much attention from evolutionary game theorists. Of course, conventional game theorists often cite the Folk Theorem to suggest that cooperation is very likely as long as people are patient. However, experimental and real world evidence of the Folk Theorem has been sparse. We investigate whether cooperation can evolve endogenously in a population where people have different patience levels. We motivate our model by asking the following question: why don’t biologists cooperate with each other by contributing to biological databases? Examined here are some of the tenets of social capital in the context of the migrants’ crossing the U.S.-Mexico border without official authorization. Using this context helps identify how social capital development is weakened by the structural and gendered dimensions of migration, contributing to the rise in undocumented border crosser deaths since 1993.

Although the seeds of legislated restrictions for immigrants can be traced to 1986 with California’s unsuccessful Prop 187, more recent trends epitomized by Arizona’s proposed Senate Bill 1070, signed by that state’s governor in April, 2010, have renewed concerns about the effects that such measures will have on the life and livelihood of communities that include immigrants present in the country without official authorization (“undocumented immigrants”). We tested the hypotheses that Turkish and (Northern) American cultures afford different honor-relevant situations and different responses to these situations. In Study 1, we found that honor-attacking situations generated by American participants focused more on the individual than did situations generated by Turkish participants, whereas situations generated by Turkish participants focused more on close others and involved more references to an audience than did situations generated by American participants. Moreover, the situations most frequently generated by both groups tended to also differ in nature. In Study 2, new participants evaluated these situations for their impact on the self, close others, …

Movable cultural heritage is not bounded nor shielded by national territorial borders. Applicable domestic laws are of limited import without the cooperation of other states and the international community. Despite a century of domestic legal protection of movable cultural heritage in many states, widespread non-compliance and lack of enforcement has been the norm rather than the exception. However, the tide is turning. States formerly reluctant to ratify cultural heritage treaties have done so, signalling their acceptance of the importance of multilateral action in this field. This article explores the central theme in the normative philosophy arguments of Michael Walzer; Charles Taylor; and Will Kymlicka and their applicability to the state building processes and constitutional politics in Nigeria. The main argument of these scholars is that, in a multicultural society, equality and justice; unity and stability are likely to prevail if state building and constitutional processes of a country recognises and accommodates ethnic diversity.
