The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 was enacted amid much controversy and was considered by many observers to mark a major change in the direction of U.S. bankruptcy policy. The dissertation uses the law's passage as a vehicle to develop an explicit model of the integrated role of Congress, issue networks, and the courts in making policy. Following Baumgartner and Jones (1993), Sabatier (1988), and others, the dissertation tracks bankruptcy policymaking and implementation over a seventy-five year period to demonstrate that policy is made in three distinct venues: Congress; a policy community made up of lawyers, …

The combination of state controlled school funding in Michigan, rising employee costs and shrinking school enrollments have caused school districts to seek a variety of cost control measures. One of the measures frequently supported by both school districts and employee unions is the use of Early Retirement Incentives (ERI) to incentivize teachers to separate from the school district via a cash payment.

The purpose of this research was to evaluate the relationship between the rehabilitation counselors' level of knowledge, attitudes towards reasonable accommodations and job development efficacy. The more knowledgeable rehabilitation counselors are about ADA, reasonable accommodations, and their attitude toward job development, the less likely their attitudes will be expected to fluctuate. In addition, there has been very little research in terms of evaluating rehabilitation counselor's level of job placement efficacy. This longitudinal ethnographically-oriented study explores the meanings of cellphones and cellphone communication of first-year college students during their college transition and how such newly populated human communicative conducts affect their sense of self and identity during this life period. The findings from this study suggest that participants' perceptions about appropriate cellphone communication are closely tied with a growing sense of emerging adulthood that college students develop in conjunction with their college transition. This dissertation explores the website usage of adolescent sexual minorities, examining notions of information seeking and sexual identity development. Sexual information seeking is an important element within human information behavior and is uniquely problematic for young sexual minorities. This dissertation examines the ratification debates for the federal constitution in 1787-88. The goal of this project has been to examine the use of the rhetorical strategies of prudence and decorum as they are employed within the debates in Massachusetts, Virginia and New York.

In Massachusetts, classical notions of representation are challenged by the use of binding instructions given to delegates sent to the ratification debates. In addition, Massachusetts federalists had to overcome objections to the proposed constitution based on the system of representation, as well as the absence of a Bill of Rights. This dissertation re-examines Health and Retirement Study (HRS) data in order to ascertain whether there exists behavioral heterogeneity among people regarding health risk as compared to that of financial risk as well as whether there exists racial-ethnic and gender heterogeneity in the health state dependence of marginal utility. Given heterogeneous risk and time preferences of individuals, this study investigates the impact of those preferences on sorting into occupations and industries using various measures of job risk. This dissertation identifies the sustainable policies that can reduce disparity in health care utilization, education and income from the low and middle income countries represented by Albania, Nepal, Tajikistan and Tanzania. Concentration indices are used to calculate the income related inequality in health care utilization and education, and Gini index is used to calculate the inequality in income. This dissertation seeks to evaluate whether Medicare Part D has reduced racial/ethnic disparities in prescription drug utilization and spending among Medicare seniors. Using nationally representative data on White, African-American, and Hispanic Medicare seniors from the 2002-2009 Medical Expenditure Panel Survey, this dissertation analyzes eight measures of access and utilization related to prescription medications. This dissertation applies the Institute of Medicine's definition of a racial/ethnic disparity, and adopts a difference-in-differences quasi-experimental design, using a multivariate regression framework. It finds strong evidence that Medicare Part D reduced ethnic disparities in prescription drug use, total prescription drug cost, out-of-pocket prescription drug cost, and …

A maximum test using the parametric dependent samples t-test and the non-parametric Wilcoxon sign rank test was created using a FORTRAN program and various subroutines of the International Mathematical and Statistical Libraries (IMSL, 1980). Two tailed critical values were derived from a mixed normal distribution. Critical values obtained were at the 0.05, 0.025, 0.01 and 0.005 alpha levels via sample sizes (n) 8 through 30, 45, 60, 90 and 120. Critical values were compared to values obtained through the application of the Bonferroni correction method. It was concluded that the Bonferroni is an unnecessary method. Children diagnosed with Autistic Disorder (AD), Asperger’s Disorder (AS), and Pervasive Developmental Disorder Not Otherwise Specified (PDD-NOS) share overlapping diagnostic criteria. As a result, there has been an enduring debate regarding the appropriateness of the current categorical classification system used to diagnose this group of disorders, commonly referred to as Autism Spectrum Disorders (ASD). This study examined the effects of psychoeducation method (video vs. manual) on the knowledge, attitudes, and beliefs of participants regarding the education of children with autism within a group design. There was not a significant difference between the two groups on the participants’ thoughts, attitudes, or knowledge. Study Two examined the effect of video self-monitoring on teaching paraprofessionals to implement discrete trial instruction with children with autism. Both obesity and pain are pervasive public health problems, contributing to significant disability in the United States and worldwide. Studies have demonstrated a positive association between obesity and pain, with increasing BMI related to increasing levels of pain intensity; however, the mechanisms underlying this relationship are not well understood. The present study assessed the presence of pain, pain-related disability, and pain beliefs in a morbidly obese (BMI > 40 kg/m2) sample participating in a medically-supervised, nonsurgical weight loss intervention. After controlling for demographic variables and depression, pain was reported in 36.7% of the sample (N = 390). Results indicated that greater …

The rise in such arbitrations elsewhere has led to a considerable body of arbitral case law. The present study evaluated the relationship between domains of family functioning and maternal stress in families of children with Autism Spectrum Disorders (ASD) and families of typically developing (TD) children. The ASD group consisted of parents of children with an ASD diagnosis currently receiving services at an on-campus center and the community group consisted of parents of TD children. The purpose of this study was to reexamine the Goldberg Paradigm and the Gender Role Congruity Theory in the academic setting. The present study was interested in examining the attitudes of both male and female evaluators in the college setting. The presented study also predicted that the self-evaluations of the participants would vary due to the application they evaluated. The study manipulated gender and major (math, business, English literature, and art) as independent variables in the mock applications. Data was collected from undergraduate students. After reading the mock applications, participants would complete a survey.
