This case highlights the specific risks and issues that may be encountered in the information systems (IS) procurement process in a country where bribery and corruption are more common. PSO is a large Indian public sector organization involved in energy-related business. Being financially deprived, PSO relied on government funding to build its infrastructures. The paper aims to assess and determine the capacity-building needs required to liberalize trade in services in the Philippines. Through the ASEAN Framework Agreement on Services, the Philippines has committed to liberalize various sectors including air transport, maritime transport, construction, financial services, and telecommunications. The overall progress of services liberalization has been modest compared to trade in goods due mainly to constitutional restrictions, limitations on market access, and application of the national treatment principle. In this study, I examine and theorize AMD&ART, an artwork devoted to treating polluted water in Vintondale, PA. AMD&ART is much more than simply a water treatment facility, however. Each chapter of this document examines AMD&ART through the lens of a different body of scholarly literature: the literature associated with land art, Systems Theory, Network Theory, Companion Specieshood and others. The Population Council conducted a cross-sectional, descriptive, multicountry study in India, Nigeria, and Senegal aimed at understanding the attitudes, beliefs, and practices of providers and key opinion leaders (KOLs) regarding the provision and use of emergency contraception (ECP). The overarching goal of this study was to investigate and document providers’ attitudes, beliefs, and practices regarding ECP, and to capture the opinions and insights of providers and KOLs on a range of policy and program issues. Findings indicate that many provider-related barriers can be overcome through implementation of targeted interventions such as training and values clarification, whereas other barriers will require …

In this factsheet, the Population Council notes the shortage of trained health professionals in the developing world; virtually all of sub-Saharan Africa stands below the critical threshold of 2.3 doctors, nurses, and midwives per thousand people. Doctors are especially unevenly distributed between urban and rural areas, with shortages being even more acute in rural communities. The Population Council’s RESPOND project worked with districts and communities in Kenya to: strengthen service delivery points to provide postabortion care (PAC) services; conduct community mobilization to improve involvement in and knowledge of the prevention and treatment of postabortion complications; build community capacity to address needs related to PAC; and encourage involvement in community action of those most marginalized and most affected by postabortion complications. The program succeeded at increasing knowledge of critical danger signs; enabling providers to effectively offer PAC services; and raising awareness of PAC, among other goals. Trans-Boundary Movement Of Hazardous Waste: Evidence From A New Micro Data In The European Union, Mahelet G. Fikru

The paper explores a new micro dataset on the export of hazardous waste generated in Europe. A total of 16 745 industrial facilities generated hazardous waste in 2009 out of which 1 272 exported some or all of the waste. A measure of the export intensity of facilities is introduced by using export of hazardous waste as a percentage of total hazardous waste generated. The study finds that 96% of the export stays within Europe and rarely goes to developing countries. The major driving force behind firms' decision to export hazardous waste may be the stringency of general environmental policies …

There is much debate about how humans’ decision-making compares to that of other primates. One way to explore this is to compare species’ performance using identical methodologies in games with strategic interactions. We presented a computerized Assurance Game, which was either functionally simultaneous or sequential, to investigate how humans, rhesus monkeys, and capuchin monkeys utilized information in decision-making. All species coordinated via sequential play on the payoff-dominant Nash equilibrium, indicating that information about the partner’s choice improved decisions. Furthermore, some humans and rhesus monkeys found the payoff-dominant Nash equilibrium in the simultaneous game, even when it was the first condition …

With this inquiry we attribute cause for the current and “Great Crisis” to Veblen’s predator. After summarizing origins and manifestations of this crisis we juxtapose Veblen’s emphasis upon the predator to other potential causes for crisis and crises. Noted to have emerged when our stock of human knowledge provided for the creation of surplus, Veblen’s predator is presented as capable of metamorphosis and also driving evolution of our capitalistic system: whether this means emerging as the businessman in the “era of the machine,” or the investment banker promoting a financial metaphysics in the current “era of finance.”

Attention bias has been proposed to contribute to symptom maintenance in Posttraumatic Stress Disorder (PTSD), although the neural correlates of these processes have not been well defined. When engaging in tasks that require attention, individuals with PTSD have demonstrated altered activity in brain regions such as the dorsolateral prefrontal cortex (dlPFC), anterior cingulate cortex (ACC), ventrolateral prefrontal cortex (vlPFC), and amygdala; however, few PTSD neuroimaging studies have employed tasks that both measure attentional strategies being engaged and included emotionally-salient information, which was the goal of the present study. Alcohol Availability And Neighborhood Poverty And Their Relationship To Binge Drinking And Related Problems Among Drinkers In Committed Relationships, Christy M. Mckinney, Karen G. Chartier, Raul Caetano, T. Robert Harris

The authors examined the relationship of alcohol outlet density (AOD) and neighborhood poverty with binge drinking and alcohol-related problems among drinkers in married and cohabitating relationships and assessed whether these associations differed across sex. A U.S. national population couples survey was linked to U.S. Census data on AOD and neighborhood poverty. The 1,784 current drinkers in the survey reported on their binge drinking, alcohol-related problems, and other covariates. AOD was defined as the number of alcohol outlets per 10,000 persons and was obtained at the zip code level. Neighborhood poverty was as having a low (<20%) or high (≥20%) proportion of residents living in poverty at the census tract level. We used logistic regression for survey data to estimate odds ratios and 95% confidence intervals and tested for differences of associations by sex. Associations of neighborhood poverty with binge drinking were stronger for male than for female drinkers. The association of neighborhood poverty with alcohol-related problems was also stronger for men than for women. We observed no relationships between AOD and binge drinking or alcohol-related problems in this couples survey. Efforts to reduce binge drinking or alcohol-related problems among partners in committed relationships may have the greatest impact if targeted to male drinkers living in high-poverty neighborhoods. Binge drinking and alcohol-related problems, as well as residence in an impoverished neighborhood are risk factors for intimate partner violence (IPV) and other relationship conflicts.

This paper employs stochastic frontier analysis in providing estimates of the operating cost inefficiencies of private non-profit and public ivy universities in the U.S. Panel data for academic years 2005-09 is used to estimate cost frontiers under two alternative specifications that lead to estimated gross and net inefficiencies. Time varying inefficiencies are reported for each academic year and used to calculate university inefficiency rankings by sector. The results suggest that private ivy universities are less inefficient or more efficient than their public counterparts. Higher education minority enrollment growth has far outstripped white non-minority growth in the United States. Minority serving colleges and universities have disproportionately attended to that growth and will continue to play a critical role in providing minority educational opportunities in a knowledge based and globally diverse economy. However, they will face new and challenging budgetary and managerial reforms induced by the global financial crisis. As a result, they will be pressured to operate in the future with greater cost efficiency.

Montgomery County Poisoning Death Review - 2012, Center For Interventions, Treatment & Addictions Research
Unintentional Prescription Drug Poisoning Project
In 2012, 162 unintentional drug overdose deaths, the highest number on record, occurred in Montgomery County, Ohio. This finding comes from the Poisoning Death Review (PDR), a process involving the compilation and interpretation of multiple data sets from the Montgomery County Coroner’s Office. The PDR is carried out by faculty and staff at the Wright State University Boonshoft School of Medicine in collaboration with the Montgomery County Coroner’s Office. The designation of deaths being either unintentional (accident) or intentional (suicide) is made by the Montgomery County Coroner. This is the third year the PDR has been conducted. In 2011, 130 …

Problem. Over the last decade, the Ministry of Education in Kuwait undertook the responsibility of reforming the Kuwaiti education system. While it noted the importance of school principals in this reform process, it has not yet focused on the development of school leaders through formal preparation. There were no standards set to guide school leadership development programs in Kuwait. The purpose of this study was to survey Kuwaiti educators to identify the professional educational program standards they believed were needed and important for public school principals. In recent years, there have been growing efforts to understand and modulate stigma and prejudice from the standpoint of the psychological flexibility model, a pragmatic model of complex human behavior. The present paper provides an overview of the empirical evidence on the applicability of the psychological flexibility model, and its applied strategy, acceptance and commitment therapy (ACT), to stigma and prejudice. Preliminary findings suggest that the psychological flexibility model and ACT are promising avenues for reducing stigma and prejudice; however, further investigation and refinement of the model and ACT are crucial for significantly ameliorating human suffering related to stigma and …
