Despite promoting innovations in multilateralism and aid, Canadian development assistance often operates in politically instrumental ways and has been criticized as wasteful and ineffective. Aid effectiveness has thus become a central rubric for programming and assessing aid at the Canadian International Development Agency (CIDA) and a primary means for reforming the global aid architecture. The meaning of effectiveness, however, is not straightforward; it refers variously to development progress, operational efficiency and political utility. This article examines CIDA’s effectiveness agenda, focusing on the 2009 Food Security Strategy and the geographic concentration of aid in countries of focus. It argues that this …

Intimate partner violence (IPV) is a serious and prevalent problem throughout the United States. Currently, individuals arrested for domestic violence are often court mandated to batterer intervention programs (BIPs). However, little is known about the arrest histories of these individuals, especially women. The current study examined the arrest histories of men (n = 303) and women (n = 82) arrested for domestic violence and court-referred to BIPs. Results demonstrated that over 30% of the entire sample had been previously arrested for a non-violent offense, and over 25% of the participants had been previously arrested for a violent offense other than …

Background

Substance use disorders and perpetration of intimate partner violence (IPV) are interrelated, major public health problems.

Methods

We surveyed directors of a sample of substance use disorder treatment programs (SUDPs; N=241) and batterer intervention programs (BIPs; N=235) in California (70% response rate) to examine the extent to which SUDPs address IPV, and BIPs address substance abuse.

Results

Generally, SUDPs were not addressing co-occurring IPV perpetration in a formal and comprehensive way. Few had a policy requiring assessment of potential clients, or monitoring of admitted clients, for violence perpetration; almost one-quarter did not admit potential clients who had perpetrated IPV, …

This article explores the relationship between multilingualism and synesthesia (neuro-psychological blend of senses). In the absence of research in any of the related fields, the author (a multilingual, a L2 scholar, a writer, and a synesthete all at once) views synesthesia through the lens of “translingual texts” written in L2 by multilingual authors and takes an interdisciplinary perspective, fusing L2 scholarship, cognitive theory, neuroscience, literary theory, and semiotics to investigate the complexities and subjectivities of the multilingual mind. ‘Translingual synesthesia’ appears to represent an idiosyncratic form of language emotionality and creativity, allowing translingual authors to transcend cognitive and linguistic realms …

Utilizing the basic tenets of critical race theory, the authors draw upon the expertise of multicultural scholars to raise consciousness and facilitate BSW classroom dialogue about microagressions perpetrated in Disney animations. Microaggressions pervade our media partly because they typically operate outside the thresh-old of the dominant culture’s conscious awareness. Our main consciousness-raising method is to expose social work students to microagressions depicted in Disney animations and then use the classroom as a counterspace to process the experience. We note that utilizing critical race theory to become conscious of microaggressions within Disney animations is the first step toward eradicating them.

This work broadens the narrative of the Mexican Revolution (1910-1920) by incorporating the perspective of the supporters of dictators Porfirio Dí­az and Victoriano Huerta. I focus specifically on urban professional "Porfiristas," examining the changes and continuities in their identity over the course of the revolution. Identity formation is the central theme of this study, and I rely on memoirs, newspapers, government documents, and oral history interviews in order to analyze the motivations of Porfiristas as they fought to sustain their worldview during a decade of global conflict.

This is done by examining both Hobbes and Locke and how they helped influence America's ideals and, more specifically, how equality became a natural right. During the Cold War the foreign policy of the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), was heavily criticized by scholars and activists for following the lead of the U.S. state in its overseas operations. In a wide range of states, the AFL-CIO worked to destabilize governments selected by the U.S. state for regime change, while in others the Federation helped stabilize client regimes of the U.S. state. This research was carried out in order to investigate the adsorption efficiency of lead removal using sodalite and Na-A zeolite synthesized from spent silica - alumina. The starting material composition used in this experiment was: Al2O3: 1.926 SiO2: 3.165 Na2O: 128 H2O. The optimum condition used to synthesize zeolite was at 90 oC for 4 hr. The experiment was carried out by using sodalite and Na-A zeolite as an adsorbent for removing lead from aqueous solution. The adsorption was carried out in batch experiment. Fish excretory products from cage culture farms combine with nutrients released from the breakdown of excess feed to raise nutrient levels well above normal, creating an ideal environment for phytoplankton blooms. This study was carried out in the Andaman Coast of Thailand to elucidate (a) the impact of cage farms on phytoplankton production, and (b) how water quality affects the phytoplankton community in the area. Accurate data and information about life cycle environmental impacts of building materials are critical for environmental-friendly building design. This paper reports the findings of environmental impacts assessment of marble tiles produced in Thailand. The life cycle assessment (LCA) approach was employed and the ecoindicator 95 methodology was used in the assessment. Six impact categories were assessed; global warming, acidification, ozone depletion, eutrophication, winter smog, and summer smog. The results show that manufacturing phase contributes the highest impacts compared with other phases of the marble tile life cycle, and the block cutting process is the greatest contributor. This brief examines Early Childhood Care and Education (ECCE) in Egypt. Findings suggest that expansion of ECCE is a good investment. Providing kindergarten to all Egyptian children, and particularly those from disadvantaged backgrounds, could be an important step toward greater equality, efficiency, and attainment in the education system.

This paper analyses equity in health and healthcare utilization in Afghanistan based on a representative national household survey. Equitable access is a cornerstone of the Afghan health policy. We measured socioeconomic-related equity in access to public health care, using disability– because people with disabilities are poorer and more likely to use health care – and a concentration index (CI) and its decomposition. The socioeconomicrelated equity in healthcare utilization was measured using a probit model and compared with an OLS model providing the horizontal inequity index (HI). Poverty, Gender, and Youth

Young people in Burkina Faso, especially adolescent girls, have few economic opportunities, particularly in rural areas. This drives migration to urban areas in search of employment. In 2010, the Population council conducted formative research on migrant adolescent girls in domestic service in urban Burkina Faso. Findings revealed that girls typically live with their employers and spend long days performing arduous work, leaving little time for schooling, building social networks, and developing skills necessary for adulthood. An increasingly popular strategy for addressing sexual gender based violence (SGBV) is through the establishment of one-stop centers‘ (OSCs), which provide integrated, multi-disciplinary services in a single physical location. The goals of this assessment were two-fold: first, to assess the effectiveness of different OSC models in terms of health and legal outcomes for survivors, and the cost-effectiveness of these models; and second, to identify lessons learned in OSC implementation with recommendations for both start-up and scale-up. The FALAH project, launched in 2007, funded by USAID and implemented by a consortium of partners led by The Population Council, sought to shift family planning (FP) perception. This report details the findings of an assessment of FALAH’s FP and birth spacing impact. The study assessed public health facility readiness for offering FP and birth spacing services by interviewing in-charges and providers, as well as assessing the types of services provided and service providers’ characteristics.
