Crowding Out And Crowding In Of Private Donations And Government Grants, Garth Heutel

A large literature examines the interaction of private and public funding of charities, much of it testing if public funding crowds out private funding. In this paper I look for two alternative phenomena using a large panel data set gathered from nonprofit organizations' tax returns. First, I look for crowding out in the opposite direction: increased private funding may cause reduced public funding. Second, I test whether one type of funding acts as a signal of charity quality and thus crowds in other funding. I find evidence that government grants crowd in private donations. Clocks And Trees: Isomorphic Dutch Auctions And Centipede Games, James C. Cox, Duncan James

We report an experiment on effects of varying institutional format and dynamic structure of centipede games and Dutch auctions. Centipede games with a clock format unravel, as predicted by theory but not reported in previous literature on two-player tree-format centipede games. Dutch auctions with a tree format produce bids close to risk neutral Nash equilibrium bids, unlike previous literature on clock-format Dutch auctions. Our data provide a new, expanded set of stylized facts which may provide a foundation for unified modeling of play in a class of games that includes centipede games and Dutch auctions.

In Fall 2009, the Leonard Lief Library of Lehman College developed a pilot e-reader and e-book lending program, making Lehman the first campus within the City University of New York (CUNY) to introduce these new services. The following article describes the project from a practical viewpoint, discussing e-reader and e-book vendor selection, user guides, training, lending logistics, and marketing, as well as other unanticipated challenges.

On A Condition Or A Mission?: Examining The Political Histories Of Anti-Poverty Policies In Brazil, Venezuela And Colombia, Diego A. Melo

Political culture, fiscal constraints and institutional incentives have shaped the making and implementation of Conditional Cash Transfers (CCT) in Latin America. However, why have CCTs consolidated in Brazil, been secondary in Colombia and remained absent in Venezuela? Brazilian authoritarian legacy and neoliberal rationality combined with strong federalism during economic downturn and provided room for experimentation in social policy, eventually leading to the incorporation and future universalization of CCTs (Bolsa Família). In contrast, less rationalized bureaucracies in Colombia and Venezuela have operated under strong presidentialism, allowing economic recessions and executive electoral incentives to shape weak CCT implementation (Familias …

Medvedev Vs. Putin In Kremlin-Sponsored Advertorials In The U.S. And India, Evhenia Viatchaninova

This essay explores the image making of Vladimir Putin vs. Dmitri Medvedev in the Kremlin-sponsored advertorials the "Russia Now" and the "Russia India Report" circulated as free supplements to The Washington Post, and The Times of India, India, in 2011. Advertorial content mentioning each politician was analyzed using basic qualitative and quantitative techniques, and several image making messages highlighting Putin's vs. Medvedev's leadership were deduced. Both advertorials served as a platform for mediated public diplomacy aimed at influencing foreign publics' perceptions of Russia's leadership in the wake of a major presidential election.

The countries of the Arab Spring have taken differing approaches and have experienced conflicting outcomes. Egyptian and Tunisian protestors utilized public diplomacy as a political weapon while other states failed to realize its potential. In particular, social media were used to communicate with local actors, the military, and the international community, allowing protesters to disseminate their messages of non-violence. As a result, the revolutionary movement was not alienating to the citizenry or to the security forces. Over thirty years of war and centuries of tribal and ethnic marginalization and centralization have left Afghanistan a nation both war-torn and in search of an identity. During the ten years of Operation Enduring Freedom, Coalition Forces and the Afghan government have tried to find ways to keep the nation's immense youth population away from insurgent influence. To date, the most effective method appears to be the implementation of sports diplomacy initiatives targeted at both the youth and female populations. During the chaos of the Arab Spring, Western diplomacy was facilitated through the State of Qatar. The small country's rise into the apex of international relations did not occur immediately after the first sparks of the revolution. Rather, Qatar's leadership within the Middle East resulted from years of effort put in by their leaders into devising a foreign policy that emphasized building relationships and cooperation with Western countries and their Arab counterparts. This research article compares how the public images of Venezuela and Mexico have been shaped by the presidential election cycle of 2012 in each country. The results show that political leaders in both countries seem much more concerned about domestic issues rather than projecting a more positive public diplomacy image. The purpose of this study was to determine factors that influenced student satisfaction with a new learning management system and to identify which of these factors were most important. The data was collected using an an online survey tool that was administered to students enrolled in courses designed and taught by faculty who participated in a pilot group testing a new learning management system (LMS). The findings support previous research in this area, indicating that usability of the LMS and availability of technical assistance is strongly correlated with student satisfaction.
