This article uses the lens of development discourse to shed light on subaltern politics of
citizenship and rights claims in contemporary India. It argues that battles for
development entitlements allow subaltern subjects to meaningfully inhabit and
simultaneously alter the contours of legal citizenship, which they have been formally
granted by the Indian constitution, but, in effect, denied. Subaltern claims on
citizenship, articulated from a position of subordination and difference, not equality,
and through specific idioms, contest and radically transform the generic and universal
slot of personhood that liberalism provides – one that is rational, secular, sovereign and

The Study Group was constituted in March 2012 and charged with examining both library public services and library public spaces with the goals of developing a new service model and adapting existing library space to better serve library clientele’s needs. To those ends, the group has reviewed library use statistics, surveyed articles from the professional literature that review the experiences of other libraries, and made site visits to Florida State University and the University of Central Florida, both of which have recently developed knowledge or learning commons and reexamined their own service models.

The increasing labor supply of single mothers in the US labor market in the 1990s is well documented, but due to data deficiencies it generally has been difficult to track the progress in the labor market of this group. In this study we integrate household characteristics data from the Current Population Survey with administrative longitudinal employment and earnings records from the US Census Bureau’s Longitudinal Employer-Household Dynamics (LEHD) program, enabling us to construct employment and earnings histories covering the six years prior to and five years following the survey year (either 1997 or 1998) of each respondent. A consensus on income inequality as a social determinant of health has yet to be reached. In particular, we know little about the cross-sectional versus lagged effect of inequality, and the robustness of the relationship to indicators that are sensitive to varying parts of the income spectrum. We test these issues with data from Argentina’s 2005 and 2009 National Risk Factor Surveys. Inequality was operationalised at the provincial level with the Gini coefficient and the Generalized Entropy (GE) index. BACKGROUND: Chagas disease affects mainly poor populations in Latin America. This review assesses the evidence on the independent risk of cardiovascular events associated with positive Chagas serology. METHODS: We searched for studies using the following outcomes: death, stroke, new onset heart failure, heart failure hospitalization or evidence of left ventricular dysfunction. Studies comparing patients with positive serology for Chagas with a control group with a follow-up longer than 1 year were selected. The Medline, Lilacs and Embase databases were searched on 21 January 2011 without restrictions. RESULTS: From 5236 potentially relevant studies, 25 fulfilled the inclusion criteria. Understanding changes in the health of immigrants has been an important area of research in Canadian public health. Recent years have seen important developments, with studies moving away from what might be called ‘sick immigrant’ versus ‘healthy immigrant’ debates towards analyzing transitions and how they are influenced by a diverse set of social determinants. The release of data from all three waves of the Longitudinal Survey of Immigrants to Canada has also spurred new theoretical understandings of why immigrants’ initial health advantage is lost over time, with the experience of discrimination becoming an increasingly important predictor. Objectives: To identify changes in the social gradients for Pap smears and mammograms in Argentina. Study Design: Secondary analysis of the 2005 and 2009 Argentine National Risk Factor Surveys. Methods: Logistic regression analysis was used to examine social gradients by income and education, adjusting for age and health insurance. Results: The proportion of women who received a Pap smear in the previous two years increased from 51.6% in 2005 to 60.5% in 2009 (χ2 = 344.8, p < 0.001). This $265,000 grant was awarded  by the National Endowment for the Humanities (NEH). The grant, led by project director Thomas Caswell, established a specialized computer digitization lab at the Government House in St. Augustine, Florida to build an online collection of hidden and fragile resources related to colonial St. Augustine. This two-year project created an interactive digital collection consisting of over 19,000 maps, drawings, photographs and documents available freely online. Gender Disparities In Sentencing Departures: An Examination Of U.S. Federal Courts, Jill K. Doerner

Using data from the United States Sentencing Commission, the present study examines the role of guideline departures in the sentencing of male and female defendants in federal courts. Findings indicate that female defendants continue to have lower odds of incarceration and to receive shorter sentence length terms, even after legal, extralegal, and contextual factors are controlled. The largest gender difference in the odds of incarceration was found for defendants who received substantial assistance departures, while male and female defendants in this same category were given the most similar sentence lengths. Using data from the United States Sentencing Commission (2001-2003), we examine the role of gender in the sentencing of defendants in federal courts. We address two questions: First, can we explain the gender gap in sentencing by taking into account differences in legal and extralegal factors? And second, do legal and extralegal factors have the same impact for male and female defendants? Overall, we find that female defendants receive more lenient sentence outcomes than their male counterparts. Collective memory is a general category that includes various kinds of memories such as popular, official, autobiographical, cultural, and histori- cal (that produced by scholars). The impact of the passing of time on the collective memory of conflicts, despite its importance, is narrowly addressed in the literature. This article addresses that lack. Empirically, the article is based primarily on a study that examined Israeli collective memory from 1949 to 2004 regarding the causes for the 1948 Palestinian exodus. The Collective Self-Healing Process In Intractable Conflicts – The Israeli-Palestinians’ Case, Rafi Nets-Zehngut

This article proposes the existence of a collective self-healing process, in which parties to intractable conflicts treat their conflicts’ wounds inde- pendent of their opponents. This process is different from the reconcilia- tion process, in which parties heal past offenses collaboratively. Various theoretical aspects of the proposed process are discussed, including the different domains of parties that take part in this process (i.e., the social, economic, political and psychological), the conflict situations in which this process is relevant, and the factors that influence it. The process is exemplified as it has been conducted by the Israeli Palestinians.

"Instant runoff voting" (IRV) is a system that allows voters to rank their choices in a multicandidate election. Thus, the second-choice voters of less successful candidates are redistributed to the front-runners. The purpose of this system is to prevent candidates opposed by a majority of voters from winning. Brief Report: Need For Autonomy And Other Perceived Barriers Relating To Adolescents’ Intentions To Seek Professional Mental Health Care., Coralie J. Wilson, Frank P. Deane

The current study examined the relationship between belief-based barriers to seeking professional mental health care and help-seeking intentions in a sample of 1037 adolescents. From early adolescence to adulthood, for males and females, the need for autonomy was a strong barrier to seeking professional mental health care. Help-seeking fears were weaker in the older age groups. Having lower perceived need for autonomy and believing that prior mental health care was helpful was significantly associated with higher intentions to seek future professional mental health care. Implications for prevention and overcoming barriers to seeking mental health care are suggested.

There is a duality at the heart of the migration phenomenon, as the very same people who are immigrants are also emigrants, making a living and possibly setting down roots in the receiving society, but still connected to and oriented toward the home society where their significant others still often reside. While research has shown that home country political conditions and experiences affect immigrant political behaviour in the receiving society, scholarship has yet to ask how those same factors affect the ways in which emigrants relate to the body politic left behind. A Search-Theoretic Model Of The Retail Market For Illicit Drugs, Manolis Galenianos, Rosalie Liccardo Pacula, Nicola Persico

A search-theoretic model of the retail market for illegal drugs is developed. Trade occurs in bilateral, potentially long-lived matches between sellers and buyers. Buyers incur search costs when experimenting with a new seller. Moral hazard is present because buyers learn purity only after a trade is made. This model is consistent with some new stylized facts about the drugs market, and it is informative for policy design. The effectiveness of different enforcement strategies is evaluated, including some novel ones which leverage the moral hazard present in the market.
