The Modesty Campaigns Of Rabbi Amram Blau And The Neturei Karta Movement, 1938–1974, Motti Inbari Dr.
Motti Inbari Dr.
The article examines the modesty campaigns led by Neturei Karta circles in the period 1938–1974 under the leadership of Rabbi Amram Blau (1896–1974). This study was made possible following the discovery of Blau’s personal archive. It explores the defensive stage of the modesty campaign that was aimed mostly to strengthen the Haredi enclave and to separate it from secular Jerusalem with the establishment of the modesty patrols. It discusses the offensive campaign with the examination of the struggle against mixed swimming pools and against a club operated by Working Mothers’ organization. The second stage was intended mainly to reinforce Neturei …

Visualizing Nanotechnology Research In Canada: Evidence From Publication Activities, 1990-2009, Guangyuan Hu, Stephen Carley, Li Tang*

Over the last two decades the scientific community has witnessed unprecedented growth of nanotechnology research in Canada. Although recent studies have shown that Canada consistently maintains a position in the first tier of productive countries in terms of its share of the world’s nano-publications, a number of key questions remain unanswered. Using a unique nano-related publication dataset, this paper combines bibliometric analysis and science overlay mapping to visualize the ‘invisible college’ of Canadian nano research. The present analysis finds that the rapid growth of nanotechnology research in Canada is, for the most part, externally driven. In recent years, research content …

Book Review: The New Jim Crow: Mass Incarceration In The Age Of Colorblindness, Nick J. Sciullo
Nick J. Sciullo
Many in the legal academy have heard of Michelle Alexander’s new book, The New Jim Crow: Mass Incarceration in an Age of Colorblindness. It has been making waves. One need only attend any number of legal conferences in the past year or so, or read through the footnotes in recent law review articles. Furthermore, this book has been reviewed in journals from a number of academic fields, suggesting Alexander has provided a text with profound insights across the university and public spheres. While I will briefly talk about the book as a book, I will spend the majority of this …

On The Language Of (Counter)Terrorism And The Legal Geography Of Terror, Nick J. Sciullo
Nick J. Sciullo
In this paper, I will discuss the difficulties in defining a place for the global war on terror and the implications this lack of terrestrial bounds has for the law. I will then discuss the way language impacts not only the idea of terrorism, but also the politics of place. On our journey will be philosophers Martin Heidegger and Jacques Derrida, discussed extensively below, who help flesh out the important politics of language and place. Ultimately, I will urge for a deconstructive approach to the global war on terror, which I hope will encourage a more thoughtful consideration of the …

Cyberconflict And The Future Of Warfare, Athina Karatzogianni Dr
Athina Karatzogianni
Writing a brief history of cyberconflict of the last decade and speculating on the future of warfare is by no means an easy task. The reasons are plenty and it is worth mentioning a few here, as they do tend to get lost in colleagues’ specialised debates in the fields of international relations and global politics, global and national security, internet security, new media political communication, international governance, internet governance, information warfare, critical security and the geopolitics of new technologies. Information communication technologies (ICTs) have unsettled in an unprecedented way the majority of academic fields, all of which are currently …

Ch 21. 'Future Perspectives On Solar Fuels', Thomas A. Faunce
Thomas A Faunce
This chapter opens by examining whether the research and development of molecular solar fuels will be characterized in future by its promotion of fundamental societal virtues such as equality and environmental sustainability. As a thought experiment, it presents a vision of some important elements of such a future world—one where energy is primarily not only a matter of global artificial photosynthesis (GAP), but of such virtues. Central to the future perspective presented here is nanotechnological construction with enhanced efficiency of each aspect of the natural photosynthetic process into units capable of inexpensive mass production for domestic use. This involves a …
Governing Planetary Nanomedicine: Environmental Sustainability And A Unesco Universal Declaration On The Bioethics And Human Rights Of Natural And Artificial Photosynthesis (Global Solar Fuels And Foods)., Thomas A. Faunce
Thomas A Faunce
Environmental and public health-focused sciences are increasingly characterised as constituting an emerging discipline—planetary medicine. From a governance perspective, the ethical components of that discipline may usefully be viewed as bestowing upon our ailing natural environment the symbolic moral status of a patient. Such components emphasise, for example, the origins and content of professional and social virtues and related ethical principles needed to promote global governance systems and policies that reduce ecological stresses and pathologies derived from human overpopulation, selfishness and greed— such as pollution, loss of biodiversity, deforestation and greenhouse gas emissions, as well as provide necessary energy, water and …

Momcilovic v The Queen (2011) 85 ALJR 957 [PDF] ; [2011] HCA 34 arose from a prosecution for drug trafficking brought under the Drugs, Poisons and Controlled Substances Act 1981 (Vic) . The Australian High Court held that the Charter of Human Rights and Responsibilities Act 2006 (Vic) (the Charter) validly conferred a power on the Victorian Supreme Court and Court of Appeal to interpret legislation in a manner consistent with a defined list of human rights. By a slim majority it also held that the Charter validly created a judicial power to "declare" a law inconsistent with one or …

Challenges To Australia’S National Health Policy From Trade And Investment Agreements, Thomas A. Faunce
Thomas A Faunce

The Proposed Ban On Certain Nanomaterials For Electrical And Electronic Equipment In Europe: Global Security Implications, Thomas A. Faunce, Hitoshi Nasu

International collaboration on nanotechnology governance has so far paid little attention to security implications of regulating the use of nanotechnology. For example, the Coalition of Non-Governmental Organizations (initiated by the International Centre for Technological Assessment) developed 'Principles for the Oversight of Nanotechnologies and Nanomaterials' to provide a set of ethical standards for nanotechnology research and development (Kimbrell, 2009). Similar initiatives are observed at the national level, as has been seen in the Swiss Retailers Association Code of Conduct and the UK's Responsible NanoCode (Bowman and Hodge, 2009, pp.149-152). The Organization for Economic Co-operation and Development (OECD) has also been active …

Parents, Peers And Pornography: The Influence Of Formative Sexual Scripts On Adult Hiv Sexual Risk Behaviour Among Black Men In The Usa, Sophia A. Hussen, Lisa Bowleg, Thurka Sangaramoorthy, David J. Malebranche
David J Malebranche
Black men in the USA experience disproportionately high rates of HIV infection, particularly in the Southeastern part of the country. We conducted 90 qualitative in-depth interviews with Black men living in the state of Georgia and analysed the transcripts using Sexual Script Theory to: (1) characterise the sources and content of sexual scripts that Black men were exposed to during their childhood and adolescence and (2) describe the potential influence of formative scripts on adult HIV sexual risk behaviour. Our analyses highlighted salient sources of cultural scenarios (parents, peers, pornography, sexual education and television), interpersonal scripts (early sexplay, older female …

Bureaucratic Advocacy And Ethics: A State-Level Case Of Public Agency Rulemaking And Tobacco Control Policy, Michael S. Givel

Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.

Proposing Adoption Of Entrepreneurial Skills For Enhanced Library Practice In Nigeria, Helen Nneka Okpala (Nee Eke) Mrs, Kingsley Tochukwu Ihejirika Mr.
Helen Nneka Eke-Okpala
The paper arises from the need to adopt entrepreneurial skills in library practice so as to enhance the traditional library practice in Nigeria. It has been observed that previous studies emphasize librarians becoming entrepreneurs with the knowledge of information skills thereby becoming infopreneurs or knowledge entrepreneurs as the case may be, but the current paper addresses library practice and how skills that make entrepreneurs thrive could be adopted in order to lift the image of the library and for librarians to see their work as their own business. The concept of entrepreneurship is discussed and issues regarding the matching of …

Leisure Divide: Can The Third World Come Out To Play?, Payal Arora
Leisure Divide: Can The Third World Come Out To Play?, Payal Arora
Payal Arora
As billions of dollars are invested in mitigating the digital divide, stakes are raised to gain validity for these cost-intensive endeavors, focusing more on online activities that have clear socio-economic outcomes. Hence, farmers in rural India are watched closely to see how they access crop prices online, while their Orkuting gets sidelined as anecdotal. This paper argues that this is a fundamental problem as it treats users in emerging markets as somehow inherently different from those in the West. After all, it is now commonly accepted that much of what users do online in developed nations is leisure-oriented. This perspective …

Disruption And Disintermediation: A Review Of The Collection Development And Management Literature, 2009 And 2010, Marcia L. Thomas
Marcia L Thomas
This paper reviews the literature of collection development and management from 2009 and 2010. Themes and trends reflect the profound effect of environmental forces on libraries, including the economic recession, changes in scholarly communication, and an increasingly networked environment. Libraries reduced print collections and moved them to storage or shared repositories and assessed collections to find efficiencies and demonstrate value. Research libraries moved away from collecting everything to mission-focused collecting, with an emphasis on unique collections. Collaboration across libraries, within institutions, and with non-library partners continued as a key management strategy. Nascent plans emerged to develop a national strategy for …
