Endogenous R&D And Intellectual Property Laws In Developed And Emerging Economies, Aniruddha Bagchi, Abhra Roy Dec 2011

Endogenous R&D And Intellectual Property Laws In Developed And Emerging Economies, Aniruddha Bagchi, Abhra Roy

Aniruddha Bagchi

The incentive of providing protection of intellectual property has been analyzed, both for an emerging economy as well as for a developed economy. The optimal patent length and the optimal patent breadth within a country are found to be positively related to each other for a fixed structure of laws abroad. Moreover, a country can respond to stronger patent protection abroad by weakening its patent protection under certain circumstances and by strengthening its patent protection under other circumstances. These results depend upon the curvature of the R&D production function. Finally, we investigate the impact of an increase in the willingness-to-pay …

In Defense Of Public Languages, Robert J. Stainton Dec 2011

In Defense Of Public Languages, Robert J. Stainton

Robert J. Stainton

My modest aim in this note is to sketch three interrelated critiques of public languages, and to respond to them. All allegedly support the same conclusion: that, insofar as they even exist, the study of public languages is not a viable scientific project. (Related critiques of semantics, understood as involving word-world relations, will be touched on as well.)

La (Des)Confianza Ciudadana Hacia Las Elecciones. México Y América Latina En Perspectiva Comparada, Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

The Miner’S Canary: A Critical Race Perspective On The Representation Of Black Women Full Professors, Natasha N. Croom, Lori D. Patton Davis Dec 2011

The Miner’S Canary: A Critical Race Perspective On The Representation Of Black Women Full Professors, Natasha N. Croom, Lori D. Patton Davis

Lori Patton Davis

This article examines experiences of a Black woman full professor, and the benefits and privileges associated with reaching this rank. Its purpose is to leave little room for conjecture about the rank and those who have earned it. Using critical race theory and a critical race feminism framework coupled with the concept of the miner’s canary, we suggest that by examining the experiences of Black women full professors we can gain an understanding of the role of full professors in academe and the systemic issues prohibiting their promotion to the highest rank of the professoriate. We call for disciplined scholarship …

Multidirectional Diplomacy And The Privatization Of Settlement, Costas M. Constantinou Dec 2011

Multidirectional Diplomacy And The Privatization Of Settlement, Costas M. Constantinou

Costas M. Constantinou

What constitutes a “solution” to a political problem? How far is the solution
complicated by rival perceptions on what exactly is the problem? How does
the insolubility of a protracted conflict acquire social capital and morph into
a form of settlement? And what does it mean to have settlements that escape
government control and undermine the monopoly of state or communal
authority to settle conflict?

Conflicts And Uses Of Cultural Heritage In Cyprus, Costas M. Constantinou, Olga Demetriou, Mete Hatay Dec 2011

Conflicts And Uses Of Cultural Heritage In Cyprus, Costas M. Constantinou, Olga Demetriou, Mete Hatay

Costas M. Constantinou

This paper examines the conflicts and politics of heritage within communities and across
the ethnic divide in Cyprus. By looking at three case studies of religious, antiquarian and
modern heritage, it underscores the selective appropriations and restorations of heritage
as well as problems of heritage identification and protection. Specifically it is concerned
with the status of churches and building of mosques in the northern part of the island, the
symbolic uses of the Kyrenia shipwreck and its replicas, and the difficulty in politically
appropriating the ruined Nicosia airport that is located in the UN Buffer Zone.

La Forma Urbana De Quito: Una Historia De Centros Y Periferias, Jaime F. Erazo Espinosa Arq., Fernando Carrión

Jaime Erazo

Open Source Israeli Capabilities To Strike Iran, Carter Matherly Dec 2011

Open Source Israeli Capabilities To Strike Iran, Carter Matherly

Carter Matherly PhD

Lately there has been a considerable amount of debate surrounding Israel striking Iran in a preemptive strike against their nuclear facilities. One very important question not being asked; CAN Israel successfully strike and destroy all of the critical nuclear facilities within Iran? Thus far it is almost viewed as a given fact that Israel can do this. But can Israel pull off such a daring raid?

China’S Tax Policy Response To The Global Financial Crisis, Wei Cui Dec 2011

China’S Tax Policy Response To The Global Financial Crisis, Wei Cui

Wei Cui

VAT reform constituted the most important tax policy action China took during the global financial crisis in 2008-9. If China had had a more typical tax structure, this specific policy instrument (as well as certain others) would not have been available. Conversely, because of the idiosyncrasies of China’s current tax structure, some of the policy measures commonly deployed in other countries also cannot be used. In comparing China and Europe in the tax policies adopted since 2008, therefore, major differences in prior tax structures must be taken into account. There are also two other potential determinants of China’s tax policy. …

Maestros To Multipliers: Exploring The Evolution Of Public Sector Innovation Intermediation And Governance (A Case Study Of Greater Manchester, 2003-2011), Martin Wain

Martin Wain

There has been a trend within the last decade, observable to economic development practitioners, for innovation becoming increasingly integrated into and central to mainstream economic development. To date it can be seen across all areas of economic development, including factors of competitiveness and competitive advantage, to the attraction and retention of talent. Arguably, this extends the policy recommendations and implications of innovation from competitiveness and growth to the perceived dynamicity and attractiveness of a locale to potential inward investors and upwardly mobile entrepreneurs.

This dissertation explores the evolution of innovation policy, through design and implementation, over a nine-year period. The …

26. “How Did You Feel?”: Increasing Child Sexual Abuse Witnesses’ Production Of Evaluative Information., Thomas D. Lyon, Nicholas Scurich, Karen Choi, Sally Handmaker, Rebecca Blank Dec 2011

26. “How Did You Feel?”: Increasing Child Sexual Abuse Witnesses’ Production Of Evaluative Information., Thomas D. Lyon, Nicholas Scurich, Karen Choi, Sally Handmaker, Rebecca Blank

Thomas D. Lyon

In child sexual abuse cases, the victim’s testimony is essential, because the victim and the perpetrator tend to be the only eyewitnesses to the crime. A potentially important component of an abuse report is the child’s subjective reactions to the abuse. Attorneys may ask suggestive questions or avoid questioning children about their reactions, assuming that children, given their immaturity and reluctance, are incapable of articulation. We hypothesized that How questions referencing reactions to abuse (e.g., “howdid you feel”) would increase the productivity of children’s descriptions of abuse reactions. Two studiescompared the extent to which children provided evaluative content, defined as …

Information Projection: Model And Applications, Kristof Madarasz Dec 2011

Information Projection: Model And Applications, Kristof Madarasz

Kristof Madarasz

People exaggerate the extent to which their information is shared with others. This paper introduces the concept of such information projection and provides a simple but widely applicable model. The key application describes a novel agency conflict in a frictionless learning environment. When monitoring with ex post information, biased evaluators exaggerate how much experts could have known ex ante and underestimate experts on average. Experts, to defend their reputations, are too eager to base predictions on ex ante information that substitutes for the information jurors independently learn ex post and too reluctant to base predictions on ex ante information that …

Posts, Places, Ancestors, And Worlds: Dividual Personhood In The American Bottom Region, Jacob Skousen Dec 2011

Posts, Places, Ancestors, And Worlds: Dividual Personhood In The American Bottom Region, Jacob Skousen

Jacob Skousen

This paper considers the importance of relationships in the constitution of personhood in the pre-Columbian American Bottom Region. Specifically, I argue that upright posts, common during the Late Woodland, Terminal Late Woodland, and Mississippian periods, were key components in a web of relationships that included plazas, mounds, structures, bodies, dimensions, and otherworldly beings, and it was the relationships between these entities that constituted personhood. Additionally, the various contexts in which these upright posts were placed through time imply that notions of personhood were constantly changing. The most radical change occurred during the Mississippian period and the sudden rise of Cahokia …

Technical Services Assessment: Help For Navigating The Wilderness, Leslie Engelson

Leslie Engelson

New programs are essential for ensuring that colleges and universities remain viable and growing institutions. New information resources are necessary for new programs, but the impact of these new programs on the technical services department in the library is often forgotten. This article attempts to quantify that impact on the technical services department at a small liberal arts university.

Data, Data Use, And Inquiry: A New Point Of View On Data Curation, Jillian C. Wallis, Laura A. Wynholds, Christine L. Borgman, Ashley E. Sands, Sharon Traweek

Christine L. Borgman

Data are proliferating far faster than they can be captured, managed, or stored. What types of data are most likely to be used and reused, by whom, and for what purposes? Answers to these questions will inform information policy and the design of digital libraries.

We report findings from semi-structured interviews and field observations to investigate characteristics of data use and reuse and how those characteristics vary within and between scientific communities. The two communities studied are the researchers at the Center for Embedded Network Sensing (CENS) and users of the Sloan Digital Sky Survey (SDSS) data. We found that …

Mechanisms Of An Occupation-Based Approach For Persons With Chronic Pain And Work Loss., J. Scott, R. Hills, A. Schmidt, J. Stroud, C. Kerr, Lynn Shaw Dr., A. Bossers

Lynn Shaw

Current literature demonstrates a significant investigation of chronic pain. The actual mechanisms that promote adaptation, accommodation, and change, however, are not explicated in the current literature on chronic pain. Our goal was to conduct a mini realist synthesis approach in current literature to identify mechanisms critical to promote return to work (RTW) for persons with chronic pain. Specifically, we sought to identify if the mechanisms of these programs are consistent with an occupation-based approach used in Occupational Therapy (OT).

The Emergence Of A Small World In A Network Of Research Joint Ventures, Stuart Mcdonald Dec 2011

The Emergence Of A Small World In A Network Of Research Joint Ventures, Stuart Mcdonald

Stuart McDonald

Using a data set spanning the period 1899-2000, we construct a network of RJVs and track the pattern of growth of this network over time. The resulting R&D network is emergent in the sense that RJVs are contained within it, connected to other RJVs by the existence of firms sharing membership with multiple RJVs. This paper shows that the largest growth in the R&D networks occurred during the last three decades of the Twentieth Century. During this growth period, the R&D network has a pattern of collaboration that can be characterised as having the “small world” property. This has implications …
