From 2005 to 2013, the Cleveland metro ranked 5th in the nation in the growth of percentage of workers with an advanced degree. Greater Cleveland ranks 10th in the nation with 17% of its labor force with a graduate or professional degree, moving up from 22nd place in 2005. Cleveland’s 12-point rank change was third largest, behind Indianapolis and Providence. The brief suggest Greater Cleveland is part of a next generation of second-tier metros entering into the upper echelon of the knowledge economy.

This report includes recommendations that seek to build upon good practice and strengthen systems and processes to ensure mine action efforts not only do no harm, but also bring the maximum possible benefits to beneficiary households and the socio-economic development of Cambodia as a whole. The recommendations, described in detail in the report, include the following:

• improving coordination between mine action and land actors, and their respective prioritisation processes;
• providing land rights training for mine action actors;
• strengthening post clearance monitoring and evaluation; and
• improving the flexibility of current funding modalities.

A Study Of Serious Violent And Sexual Offenders Released On Supervised Licence In Northern Ireland Between 2010 And 2013., Alexandra Delimata

Extended Custodial Sentences for serious offenders were introduced under the Criminal Justice (Northern Ireland) Order 2008. Recall rates for these offenders appear disproportionately high compared with other types of public protection sentenced offenders in Northern Ireland. Guided by life-course theories and using mixed methods of quantitative and qualitative research, the study investigates the outcomes for ECS offenders released into the community between 2010 and 2013. Content analysis developed profiles of all (N=57) ECS offenders released under supervised licence by 31 December 2013 and examined characteristics of recalled (N=31) and non-recalled (N=26) offenders to identify possible contributing factors to recall. An Garda Síochána have rolled out a national programme for managing young offenders. The programme aims to provide a child centred, family inclusive, multi-agency approach to manage young people who are before the Courts. The programme has been in operation since 2007 but to date there has been no published research on it. To address that gap this research examines the perspectives of six Garda case managers to gain an insight into the development and evolution of the specific relationship that exists between a Garda case manager and a young offender. This lesson is designed to teach students that behavior is a trait shaped by both genes and the environment. Students will read a scientific paper, discuss and generate predictions based on the ideas and data therein, and model the relationships between genes, the environment, and behavior. The lesson is targeted to meet the educational goals of undergraduate introductory biology, evolution, and animal behavior courses, but it is also suitable for advanced high school biology students. This lesson meets the criteria for the Next Generation Science Standard HS-LS4, Biological Evolution: Unity and Diversity (NGSS Lead States, 2013).

In 2012 nearly 1,200 federally funded community health centers were providing access to care for a predominantly low-income population in medically underserved areas across the country. As health insurance coverage expands under the Affordable Care Act (ACA) and the demand for primary care increases, the role of health centers is likely to increase, and the ACA’s large investment in the health center program provides new resources to help meet growing needs.

This brief describes the operational differences among six different types of benefits advisors including: 1) Commercial agents and brokers, 2) Medicaid enrollment brokers, 3) navigators, 4) non-navigator assistance personnel (or in-person assisters), 5) certified applications assisters, and 6) health center outreach and enrollment assistance workers. We will address: 1) the role of each benefits advisor 2) the health plans with which benefits advisors are authorized to work 3) training requirements, 4) compensation 5) conflict of interest requirements, and 6) the impact benefits advisors have on consumer enrollment decisions.

Husbands’ Job Loss And Wives’ Labor Force Participation During Economic Downturns: Are All Recessions The Same?, Kristin Smith, Marybeth J. Mattingly

Earlier research showed an added-worker effect for wives when their husbands stopped working during the Great Recession (December 2007–June 2009) but not when husbands stopped working in recent years of prosperity (2004–2005). By including one recession per decade for the 1980s, 1990s, and 2000s, this article builds upon that research by using Current Population Survey data to compare wives’ labor force responses to their husbands stopping work across three recessions to determine whether wives’ employment responses during the Great Recession differed from those during earlier recessions. Additionally, we hypothesize motivations for wives entering the labor force and consider the occupations …

Business ownership is an important employment option for people with disabilities, particularly for those who live in rural areas of the U.S. with fewer employment opportunities (Arnold, Ravesloot, & Seekins, 1995; Arnold & Seekins, 1994). Researchers at RTC:Rural began conducting research on the use of self-employment by VR agencies in 1990. Since then RTC:Rural researchers developed model self-employment policies and procedures for Vocational Rehabilitation (VR) agencies, which several state agencies have adopted in whole or in part (Arnold & Ipsen, 2005); developed self-employment training for VR counselors (Arnold, Seekins, et. al., 1998, 1999, 2001, 2004) in both in-person and web-based …

Feminist legal theorist Martha Fineman has suggested that recognition of universal human “vulnerability” should be the starting point for thinking about the state’s obligations to its citizens. This Article argues that Fineman’s concept of vulnerability is valuable for situating political and legal theory within a concern for the natural world. We live in what some scientists have dubbed the Anthropocene—an age in which our collective behavior has serious implications for the flourishing of all life on earth. Partisan Sorting In The United States, 1972-2012: New Evidence From A Dynamic Analysis, Corey Lang, Shanna Pearson-Merkowitz

Whether Americans have “sorted” into politically like-minded counties and to what extent is hotly debated by academic and journalists. This paper examines whether or not geographic sorting has occurred and why it has occurred using a novel, dynamic analysis. Our findings indicate that geographic sorting is on the rise, but that it is a very recent phenomenon. In the 1970s and 1980s, counties tended to become more competitive, but by 1996 a pattern of partisan sorting had emerged and continued through the present. Results suggest this pattern is driven by Southern re-alignment and voting behavior in partisan stronghold counties. Lastly, …

After the fatal shooting of an African American teenager in Ferguson, Missouri on August 9, 2014, various police departments are exploring the use of body cameras. With tensions high, it is hopeful that body worn camera policies will be based on sound research and that appropriate measures are made to achieve optimum effectiveness. While the new Busch Stadium officially opened on April 10, 2006, and Ballpark Village officially opened on March 27, 2014, nearly eight years later, since the opening of Ballpark Village only included the completion of Phase 1, this interrelated development is actually ongoing and yet to reach fully planned and promised project completion.
