We have 1) hosted the Licensing Workshop and 2) drafted a white paper report from that meeting as stated in the original proposal. Last year we asked for a no cost extension identifying additional outcomes given the political climate and need for organizing discussions among influential policymakers. We have convened a Working Group of these policymakers twice in the past 6 months and have still determined that while we have moved the licensing conversation to the fore, among these groups, licensing as an issue has not yet matured enough to support the release of a Licensing white paper.

Most fisheries stock assessments assume that the spatial distribution of fish and/or fishing effort is random (Hilborn and Walters 1992), even though this is rarely the case (Paloheimo and Dickie 1964, Caddy 1975, Hilborn and Walters 1992, Tilzey 1994, Hutchings 1996, Chen et al. 1998, Hart 2001). The target stock is often aggregated and the distribution of fishing effort reflects this spatial pattern, along with other factors such as management restrictions, distance to port, vessel size, and the experience and habits of individual fishers. This often results in high spatial variation in fishing effort and mortality.

In 2005, Cuyahoga County became one of the first places in the nation to respond to the rapid increase in the number of residential foreclosure filings. In response to concerns raised by suburban mayors, the County developed a comprehensive foreclosure prevention initiative. The County’s response was multi-faceted and included modifications to the judicial foreclosure process to make foreclosures faster and fairer, greater coordination across County agencies involved in foreclosures such as the sheriff, the prosecutor, the treasurer and the recorder. Distributional Effects Of Welfare Reform Experiments: A Panel Quantile Regression Examination, Carlos Lamarche, Robert Paul Hartley

In an influential article, Bitler, Gelbach and Hoynes (American Economic Re- view, 2006; 96, 988-1012) illustrate the importance of estimating heterogeneous impacts of welfare reform experiments. They find that the mean treatment effect offers an uninfor- mative summary of opposing effects, while the treatment effects are significantly different across quantiles. We replicate their results and evaluate the robustness of their findings to accounting for individual-specific heterogeneity possibly associated with welfare program participation. We find results that are in general similar to Bitler’s et al. findings, although the interpretation of labor supply effects in the upper tail is revised. We find …

Since 2008, more than 50% of the world's population has lived in cities and it is projected that by 2050 around 87% will do so. Designing infrastructure in urban spaces has become increasingly critical for achieving human well-being. This dissertation examines socio-spatial transformation processes related to urbanization, economic development and the marginalization of utilitarian cycling in Cali, Colombia, as a particular expression of the struggle for transportation space occurring in urban areas. Living With Cancer Aged 75 And Older: A Biographical Narrative Case-Study, Nicholas David Hughes

Aging is associated with greater incidence of disease and illness, including cancers. Extensive literature reports incidence, prevalence, and treatment of cancers in older individuals. The subjective perceptions of older individuals undergoing the experience of cancer remain largely unknown. The case-study reported in this article is derived from a larger study whose aim was to investigate the experiences of older people of living with cancer. Data were generated using narrative interviews with 20 individuals aged 76-87 diagnosed with one of four common cancers. Interview data were analysed using the concept of the “illness trajectory” (Corbin & Strauss, 1988). In this article …

The purpose of this research is to better understand how residents of communities located on the flanks of Kilauea, Hawai'i view the hazards associated with volcanic events taking into account hazard proximity, cultural beliefs, municipal trust, and evacuation planning. The study was conducted in the lower Puna district, an area with a rapidly growing population but limited infrastructure.

Data were collected though a questionnaire survey undertaken at venues throughout the district, including grocery markets, bakeries, farmers markets, the public pool, and other gathering places. Currently, there are three forces creating a more favourable background for western multinational companies to do new business in China by transferring new technology. First, growing overcapacity means China requires not traditional turnkey factories, but instead, technology which leads to innovation and improvement. Second, a changing attitude by all levels of Chinese government to demanding state-of-the-art technology including software instead of previous generation technology, and to technology management and commercial implementation more.
