In 1961, when the Peace Corps was established, Colombia was the first country chosen to receive volunteers. The program ran for 20 years, with volunteers working all over the country in various sectors. Then in 1981, due to the increasing violence from the guerilla civil war, the US government decided to withdraw the volunteers and suspend the Colombia program. After a 29-year hiatus, at the request of the Colombian government, the Peace Corps was invited back to Colombia in 2010.

Uk Governance: From Overloading To Freeloading, Richard Woodward

The UK's ongoing political turbulence has prompted a reprise of debates from the 1970s when many concluded the country was ungovernable. Then, the most influential diagnosis conceptualised the UK's governance problem as one of ‘overloading’ caused by the electorate's excessive expectations. This article argues that these accounts overlooked another phenomenon besieging UK governance during this period. This phenomenon was freeloading: the withering of government capacity deriving from the ability of actors to enjoy the benefits of citizenship without altogether contributing to the cost. This article reports the findings from a national survey of self-transcendent (or inspiring) media audience members in the United States. Exposure to self-transcendent content is socially significant because, theoretically, it can orient users towards matters beyond themselves, ultimately promoting connections with others and altruistic behaviors. However, to date, little is known about the daily audiences for such fare. Four primary questions guided the investigation: (1) What are the media sources and contents identified as “inspiring” by the audience?, (2) Who makes up the current U.S. audience for self-transcendent media content?, (3) What personality traits and viewer characteristics are associated with …

A sample of 234 professional counselors were surveyed to investigate factors that affect professional counselors’ levels of death anxiety and death acceptance were investigated. Factors included personal experiences of mortality (personal threat), experiences of bereavement (grief), hours working with clients presenting death, dying, and bereavement (DDB) issues (client hours), numbers of clients who have died (client death), age, and hours of formal death education (death education). The measures of death anxiety and death acceptance were participants’ scores on the Death Attitudes Profile—Revised.

Analysis of the results found a significant negative relationship between client hours and death anxiety measures and a …

When Does Sexuality-Based Discrimination Motivate Political Participation?, Douglas D. Page

The established consensus in political behavior research is that discrimination by political institutions motivates marginalized groups to vote and protest their conditions. However, existing studies miss a comparison between states with high and low levels of political discrimination, and they miss a comparison between states before and after the development of opportunities for groups to mobilize. In particular, a growing body of research shows that sexual-minority groups face discrimination to varying degrees across Europe. Sexual minorities in states with high levels of discrimination lack the support of other minority-group members, which encourages political participation. The analysis is based on surveys …

Objective: Hazardous drinking in the armed forces is a signifi cant problem. Alcohol use motivations, known risk factors for problem drinking, have been underexplored in this population. Our study extends knowledge about drinking motives among current and former U.S. service members and provides recommendations on their utility in identifying alcohol-related problems by examining the factor structure of multidimensional drinking motives and their association to alcohol use.

Method: Post-9/11 separated service members and current reservists were recruited from 35 Oregon employers to participate in a workplace study of supervisor support. The resulting sample (N = 509; 84% male; mean age = …

School adjustment and achievement are important indicators of adolescents’ wellbeing; however, few studies have examined the risk and protective factors predicting students’ school adjustment and achievement at the individual, familial, and cultural level. The present study examined the influences of individual and familial factors and cultural values on Chinese adolescents’ school functioning (e.g., school adjustment and grades). It also tested whether cultural values moderated the relationship between parenting and adolescents’ school functioning. Self-report data were collected from a stratified random sample of 2,864 adolescents (51.5% female, mean age = 15.52 years, grade 6th–12th) from 55 classrooms, in 13 schools in …

In both its historical Progressive Era roots and its contemporary manifestations, U.S. urban progressivism has evinced a contradictory tendency toward promoting the interests of capital and property while ostensibly protecting labor and tenants, thus producing policies that undermine its central claims. This article interrogates past and present appeals to urban progressive politics, particularly around housing and planning, and offers an in-depth case study of one of the most highly touted examples of the new urban progressivism: New York City’s recently adopted Mandatory Inclusionary Housing program. This case serves to identify the ways in which progressive rhetoric can disguise neoliberal policies. …

Understanding the current level of language knowledge in English Language Learners (ELLs) can present a challenge. The standardized language tests that are commonly used to assess language tap prior knowledge and experience. ELLs may score poorly on such ‘knowledge-based’ measures because of the low levels of exposure to each of their languages. Considerable overlap has been found on several knowledge-based measures (Paradis, 2010) between ELLs and monolingual children with an unexpected delay in language development known as Developmental Language Disorder (DLD). Background: Housing and social support are related social determinants, but studies often focus on independent effects on health. Objectives: Evaluate social support measures and the relationship between housing and support in individuals with mental illness. Methods: Data was obtained from adults in Ontario who had a mental illness history. The Personal Resource Questionnaire, a perceived social support measure, was evaluated using factor analysis. Multiple linear regression and non-parametric tests assessed the relationship between housing and support. Results: Two factors emerged – Perceived General Support and Perceived Intimate Support. Compared to homeless individuals, significantly higher support scores were found for individuals …

In this article, I examine the documentation of culture (DoC). This is the practice of gathering and producing the information and data relevant to intangible cultural phenomena. DoC is generally practiced by teams of documentalists generally outside GLAM institutions (i.e., galleries, libraries, archives and museums). As such, it differs from the preservation and description of concrete objects of cultural heritage done within those institutions. We describe as artistic documents the different documents that circulate during the creation of a play. There is an initial documentary collection comprised of the documentation for the performance on which the company relies to stage the play itself. Though the system will not permit it, our abstract is an out-of-focus photograph of ducks at 1900 pixels wide and black and white, which is approximately 20% the size of the original color photograph we use for our title. By most technical standards, it is a bad picture. Straightening the horizon, cropping the image to emphasize the two foremost ducks, brightening the image to highlight the feet, and adding a caption that indicates activity might yield a “better” picture for some viewers. In 1951 Suzanne Briet wrote, with minimal explanation, that an antelope could become a document. In 1948 Robert Pagès (1919-2007) published an explanation of the same and related ideas. Textual and other graphic documents are about something, hence descriptive and derived. Animals and other objects are informative because they are illustrative of themselves either as specimens of a class (tokens of a type) or simply as particular individuals (“autodocuments”). Pagès’ career and ideas are briefly discussed.

We use the idea of a palimpsest to probe and illuminate Hayse's model of communication as a dance - not simply the erasure of a single manuscript but the scraping away of the communication system of an entire people.

Among Navajo (Dine’), oral tradition and oral language still operates within mediated print and digital technologies as a complementarity. There is still a commitment to honoring whose voice is telling the stories in American Indian literature, for colonialist attitudes may still be coded with unchallenged stereotypes, cultural inaccuracies for readers.

The Materiality Of Documents And The Genocidal Continuum, Martin I. Nord, D. Grant Campbell

This paper uses Nancy Scheper-Hughes’s concept of the “genocidal continuum” to examine the materiality of documents in the context of Canada’s historical treatment of indigenous peoples. We discuss Canada’s Report of the Truth and Reconciliation Commission, using a hermeneutic perspective inspired by Hans-Georg Gadamer, and argue that the Report’s status as a material document plays a complex role in Canada’s acknowledgement of its past treatment of indigenous cultures and its current efforts at reconciliation. Virtually all societies contain philosophical, religious, and social norms that implore us to be responsible, ethical, or loving to everyone, even the stranger. But in cases …
