After an anemic recovery from the Great Recession and sequestration, Virginia’s economy picked up the pace in 2018 and is likely to improve in 2019. We should not, however, grow complacent. There are storm clouds on the horizon. The challenge now is to enact wise policies to foster and sustain economic growth while preparing for the next eventual downturn.

In 1986, Virginia passed into law a requirement that public schools cannot open until after Labor Day unless they met specific conditions for a waiver. In 2017, over 50 percent of Virginia elementary, middle and high school students attended schools that opened prior to Labor Day. We ask whether there is evidence to support the commonly offered arguments for and against the Virginia “Kings Dominion law.”

How does the Commonwealth tax alcohol? We look at the taxation of beer, wine and distilled spirits and the role of Virginia’s Alcoholic Beverage Control Authority. We investigate whether levying taxes on alcohol is an appropriate method of raising revenue.

2017 was the first year since 2006 that each of Virginia’s metropolitan areas exhibited positive economic growth from the preceding year. The uneven economic performance of Virginia’s metros cannot easily be attributed to one specific factor. The challenge is how to stimulate development in all areas of the Commonwealth.

Medicaid expansion will reduce the number of uninsured, allow Medicaid recipients to work more and offer health care providers a measure of relief with regard to uncompensated care costs. This report examines regional measures of environmental risk perceptions from the 2018 Life In Hampton Roads survey (LIHR 2018) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region. Evaluation is inherent in academic discourse and fundamental to shaping college students’ critical thinking and ability to assess the status of discipline-specific information. The current study focused on the use of evaluative adjectives in native English speaking (L1) and English as a second language (L2) college student academic presentations (N = 40). The goal was to find out how the two groups of presenters compared on their frequency, referential choices, variability of evaluative adjectives, patterns of adjectival structures, and level of sophistication of the adjectives they used and also to identify common trends for both groups along the categories. European Spaces And The Roma: Denaturalizing The Naturalized In Online Reader Comments, Theresa Catalano, Grace E. Fielder

With the entry of several Eastern European nations into the European Union (EU), a “third” space has developed in the discourse for nations perceived as not fully integrated “inside” the EU system. This article investigates the construction of this “third space” in the resultant “moral panic” about undesired immigration from other EU countries and its potential drain on the social services of the United Kingdom and links it to Euroskeptic discourse in British media. The article uses construal operations from cognitive linguistics combined with critical discourse studies as a way of denaturalizing the discourse in online comments that focus on …

Although Margaret Mead (Hughes, 1952; Mead, 1961), Manuel Gamio (1916), and other leaders of 20th-century anthropology often made pronouncements regarding what schooling should and shouldn't do-in essence proposing to be educational policymakers of a sort-the turn of anthropology to the study of policy and particularly education policy is relatively new (Shore & Wright, 1997). It follows that what an anthropologist of educational policy implementation should do is therefore not yet depicted all that clearly or in detail. Over a decade since the passage of a revised family status code (mudawana)in Morocco, the literature varies in its assessment of the code's impact on women's rights and opportunities. While some studies point to the formal support for gender equality reflected in the revised code, others note that Moroccan women continue to face challenges in the social and symbolic spheres. Drawing on interviews conducted by the authors with women leaders in Morocco in 2016, this paper investigates the opportunities and obstacles these women have encountered in their personal journeys. This project report describes a collaborative effort between librarians, staff, local journalists and students at Old Dominion University (Norfolk, VA) to provide a venue for a discussion about ‘fake news’. Post-event questionnaire results are analysed to explore what students learned as a result of attending the event as well as student perceptions of their own understanding and ownership of the roles that they can play in the information cycle.

(First paragraph) A strong case can be made for academic library involvement in Open Educational Resources (OERs) and Affordable Course Content (ACC). Academic libraries typically employ librarians who are experts in topics aligned with OERs and ACC, including copyright, fair use, and Creative Commons (CC) licensing, as well as in finding resources to support and to map out academic curricula. Libraries are also in the unique position of having distinct and defined connections with members of all three stakeholder groups: students, faculty, and administrators.
