ความสัมพันธ์ของการปฏิบัติงานระหว่างราชการส่วนภูมิภาคและราชการส่วนท้องถิ่นในการจัดการภาวะฉุกเฉินเหตุอุทกภัย ปี พ.ศ.2563 กรณีศึกษา อําเภอกบินทร์บุรี จังหวัดปราจีนบุรี, อภิวุฒิ ชาวเมือง

การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาการจัดการเหตุอุทกภัยในภาวะฉุกเฉิน 2) เพื่อศึกษาความสัมพันธ์ระหว่างกลไกการจัดการเหตุอุทกภัยระดับพื้นที่ และ 3) นำไปสู่การเสนอแนะกลไกการบริหารจัดการเหตุอุทกภัยเพื่อให้สอดรับกับพื้นที่ ผู้วิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลจาก 1) กรณีศึกษาหลัก อำเภอกบินทร์บุรี จังหวัดปราจีนบุรีและกำหนดหน่วยวิเคราะห์ย่อย จำนวน 3 กรณี สัมภาษณ์ผู้ปฏิบัติงาน จำนวน 24 คน 2) ใช้การวิจัยเอกสาร ทบทวนแนวคิดทฤษฎี โดยมีข้อค้นพบ ดังนี้ 1) ความสัมพันธ์แบบเป็นทางการ (Formal Relation) ในการจัดการเหตุอุทกภัยในภาวะฉุกเฉิน พบว่า การจัดตั้งศูนย์บัญชาการเหตุการณ์ระดับอำเภอ ไม่เป็นไปตามมาตรฐานการจัดการในภาวะฉุกเฉินภายใต้ระบบบัญชาการเหตุการณ์ (Incident Command System :ICS) เนื่องจาก ผู้บัญชาการเหตุการณ์อำเภอขาดความเข้าใจกลไกและระบบการทำงานภายใต้มาตรการการจัดการในภาวะฉุกเฉิน และโครงสร้างระบบบัญาชาการที่ถูกกำหนดไว้ในแผนป้องกันและบรรเทาสาธารณภัยของจังหวัด จึงเป็นปัญหาสำคัญ แม้จะมีการกำหนดโครงสร้าง การทำงานอย่างเป็นระบบ แต่ไม่ได้นำระบบบัญชาการเดี่ยว (Single command) และการกำหนดกติกา (Code of Conduct) มาใช้ในการปฏิบัติงาน ทำให้ตัวแสดงภายใต้มาตรฐานการจัดการในภาวะฉุกเฉินไม่เป็นไปตามแผน 2) ความสัมพันธ์ในการทำงานที่ไม่เป็นทางการ (Working Relation) ในการจัดการเหตุอุทกภัยในภาวะฉุกเฉินพบว่า เมื่อผู้บัญชาการเหตุการณ์ไม่เข้าใจระบบของการบริหารจัดการภายใต้โครงสร้างของระบบบัญชาการเหตุการณ์ (Incident Command System :ICS) และไม่ใช้ระบบบัญชาการเดี่ยว (Single Command) อย่างที่ควรจะเป็น จึงทำให้รูปแบบการทำงานในความสัมพันธ์ที่ไม่เป็นทางการ (Working Relation) ไม่เกิดการทำงานอย่างเป็นระบบ หน่วยงานการปฏิบัติในพื้นที่ต่างทำงานตามความสามารถและศักยภาพของกลไกตนเองที่มีอยู่ ความสัมพันธ์ในการทำงาน (Working Relation) จึงไม่เกิดขึ้นและไม่สามารถประสานขอทรัพยากร เพราะไม่รู้ว่าใครมีศักยภาพในเรื่องใด และมีทรัพยากรใดบ้าง สุดท้ายนำไปสู่ความล่าช้าในการทำงานและให้ความช่วยเหลือ ผลการศึกษาพบว่า ในแง่ความสัมพันธ์แบบเป็นทางการตามแผนป้องกันและบรรเทาสาธารณภัยจังหวัด พบว่าในการนำไปใช้หน้างานตามโครงสร้างมาตรฐานการทำงานที่ถูกกำหนดในแผนดังกล่าว ไม่ถูกนำมาใช้ปฏิบัติอย่างเป็นระบบ จึงไม่เป็นไปตามมาตรฐานของการจัดการในภาวะฉุกเฉิน ส่งผลให้การปฏิบัติงานระหว่างหน่วยงานที่เกี่ยวข้องขาดความเชื่อใจในการทำงาน และขาดการแลกเปลี่ยนข้อมูล ทรัพยากรต่างๆ ด้วยความล่าช้า จนนำไปสู่การปฏิบัติงานตามสถานการณ์ที่เกิดขึ้น สำหรับข้อเสนอแนะ ผู้วิจัยพิจารณาจากผลการศึกษา โดยเสนอให้ดำเนินการตามแนวคิดเครือข่ายที่บริหารโดยองค์การหลัก (Network Administrative Organization : NAO) เนื่องจาก เป็นเครือข่ายที่มีรูปแบบการกำกับดูแลร่วมกัน …

การพัฒนาสมรรถนะการทำงาน เป็นการเพิ่มประสิทธิภาพและประสิทธิผลในการปฏิบัติงาน ให้บุคคลากรพร้อมต่อการเข้าสู่ตำแหน่งในอนาคต และปฏิบัติงานได้บรรลุผลตามเป้าประสงค์ขององค์การ การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาแนวทางในการพัฒนากรอบสมรรถนะพยาบาลหัวหน้าหอผู้ป่วย โรงพยาบาลจุฬาภรณ์ ราชวิทยาลัยจุฬาภรณ์ (2) เพื่อศึกษาการพัฒนาบุคลากรเข้าสู่ตำแหน่ง และช่องว่างขีดความสามารถ (Competency gap) ที่พยาบาลหัวหน้าเวร และพยาบาลวิชาชีพควรพัฒนาเพื่อขึ้นสู่ตำแหน่งพยาบาลหัวหน้าหอผู้ป่วยวิกฤต ในบริบทของงานวิจัยนี้ ผู้ให้ข้อมูลคือพยายาบาลหอผู้ป่วยวิกฤต โรงพยาบาลจุฬาภรณ์ ราชวิทยาลัยจุฬาภรณ์ จำนวน 9 คน ได้แก่ หัวหน้าหอผู้ป่วยวิกฤต จำนวน 1 ราย หัวหน้าเวร จำนวน 6 ราย และพยาบาลวิชาชีพ จำนวน 2 ราย โดยเป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลจากการค้นคว้าเอกสาร และการสัมภาษณ์เชิงลึกโดยการเลือกกลุ่มผู้ให้ข้อมูลแบบเจาะจง ผลการศึกษาพบว่า โดยภาพรวมแล้วพยาบาลหัวหน้าเวรและพยาบาลวิชาชีพทั้ง 9 คน มีความพร้อมที่จะขึ้นสู่ตำแหน่งหัวหน้าหอผู้ป่วยวิกฤต โดยได้รับสมรรถนะทั้ง 5 หมวด อยู่ในระดับผู้เชี่ยวชาญ (Expert) แต่ยังมีรายละเอียดบางประการที่ต้องมีการพัฒนาเพิ่มเติม ได้แก่ สมรรถนะด้านการวิจัยและการสื่อสารกับผู้ร่วมงานและสหวิชาชีพในการปฏิบัติงานร่วมกันให้เป็นไปตามหลักการเพื่อการให้บริการทางการพยาบาลเป็นไปตามหลักวิธีที่ถูกต้อง นอกจากนี้ยังพบข้อเสนอแนะ การพัฒนาระดับบุคลากรควรมีการพัฒนาเกณฑ์ด้านสมรรถนะในการเข้าสู่ตำแหน่งเพิ่มขึ้น อาทิ ด้านการบริหารจัดการ และการพัฒนาระดับโรงพยาบาลให้มีความสามารถของหอผู้ป่วยวิกฤตที่สอดคล้องต่อบริบทความต้องการของพื้นที่ เป็นต้น

บทความวิจัยฉบับนี้มีวัตถุประสงค์ที่จะศึกษาและวิเคราะห์ถึงผลประโยชน์ของอียิปต์ผ่านโครงการหนึ่งแถบหนึ่งเส้นทางของจีน (The Belt and Road Initiative: BRI) โดยใช้แนวคิดภูมิรัฐศาสตร์แบบดั้งเดิม จากการศึกษาพบว่า อียิปต์ตระหนักดีว่า ลักษณะภูมิประเทศของอียิปต์เป็นพื้นที่ยุทธศาสตร์สำคัญที่จะช่วยผลักดันโครงการ BRI ให้สำเร็จ รวมถึงได้ปฏิรูปมาตรการทางเศรษฐกิจเพื่อดึงดูดการลงทุนจากจีนและต่างประเทศเพิ่มมากขึ้น นอกจากนี้ จีนและอียิปต์เห็นพ้องต้องกันว่า โครงการ BRI กับการพัฒนาตามวิสัยทัศน์อียิปต์ ค.ศ. 2030 (Egypt Vision 2030) เป็นไปในทิศทางเดียวกัน ซึ่งจีนได้เข้ามาลงทุนในเศรษฐกิจอียิปต์ โดยเฉพาะการพัฒนาโครงสร้างพื้นฐานในโครงการสำคัญของ BRI และวิสัยทัศน์อียิปต์ ค.ศ. 2030 เช่น เขตความร่วมมือทางเศรษฐกิจและการค้าคลองสุเอซ เขตพัฒนาอุตสาหกรรมคลองสุเอซ และโครงการเมืองหลวงแห่งใหม่ ทำให้ได้รับผลประโยชน์ทางด้านเศรษฐกิจและการเมือง สามารถสร้างงานให้กับประชาชน แต่อียิปต์ไม่ได้รับผลประโยชน์ทางด้านเศรษฐกิจและการเมืองจากโครงการ BRI มากเท่าที่ควร เพราะตลอดระยะเวลา 8 ปีที่อียิปต์เข้าร่วมโครงการ BRI จีนลงทุน ในอียิปต์ภายใต้โครงการ BRI เพียง 4 โครงการ และไม่ได้เป็นประเทศผู้ลงทุนหลักในอียิปต์ รวมถึงอียิปต์ยังคง มีข้อท้าทายความสัมพันธ์กับจีนในเรื่องเขื่อนแกรนด์เอธิโอเปียเรเนซองส์ ในเอธิโอเปีย นอกจากนี้ อียิปต์ยังต้องรักษาความสัมพันธ์กับสหรัฐอเมริกา เพราะหากพึ่งพาจีนมากเกินไป สหรัฐอเมริกาอาจจะพิจารณาลดหรือระงับงบประมาณความช่วยเหลือทางการทหาร

บทความวิจัยนี้ศึกษาถึงแนวทางหรือกลยุทธ์ในการผลักดันนโยบายกับการพัฒนาสิทธิของกลุ่มบุคคลที่มีความหลากหลายทางเพศ (LGBTQI+) ในญี่ปุ่น โดยใช้กรอบการวิเคราะห์แนวคิดเรื่องแนวทางการผลักดันนโยบาย (policy entrepreneurship) เพื่อมุ่งตอบคำถามว่า ในช่วงปี 2015 – 2021 ญี่ปุ่นมีแนวทางในการผลักดันเรื่องการยอมรับกลุ่ม LGBTQI+ กับการพัฒนาสิทธิของกลุ่ม LGBTQI+ อย่างไร บทความวิจัยนี้เสนอว่าญี่ปุ่นมีแนวทางในการผลักดันการยอมรับกลุ่ม LGBTQI+ กับการพัฒนาสิทธิของกลุ่ม LGBTQI+ โดยแบ่งออกเป็นสองแนวทาง คือ 1) ผู้ผลักดันนโยบาย (policy entrepreneurs) ซึ่งประกอบไปด้วยหน่วยงานทั้งภาครัฐและภาคเอกชนของญี่ปุ่นต่างรณรงค์ รวมกลุ่มจัดกิจกรรมเพื่อผลักดันให้มีการยอมรับกลุ่ม LGBTQI+ โดยอาศัย “ช่องโอกาส” (windows of opportunity) เป็นเครื่องมือที่กระตุ้นให้เกิดการผลักดันการยอมรับกลุ่ม LGBTQI+ 2) การใช้แรงกดดันจากการที่องค์กรระหว่างประเทศ หรือนานาชาติต่างยอมรับกลุ่ม LGBTQI+ เป็นเหตุผลข้ออ้างผลักดันให้ญี่ปุ่นดำเนินการเพื่อเป็นที่ยอมรับตามบรรทัดฐานสากล ในเรื่องนโยบายการยอมรับกลุ่ม LGBTQI+ ในประเทศ โดยใช้กระบวนการทบทวนสถานการณ์สิทธิมนุษยชนของประเทศ (Universal Periodic Review หรือ UPR) เป็นเครื่องมือกดดันเพื่อให้ญี่ปุ่นมีการเปลี่ยนแปลงนโยบายด้านสิทธิต่อกลุ่ม LGBTQI+ มากขึ้นจนเป็นบรรทัดฐานใหม่ในสังคมญี่ปุ่น

The peer-to-peer economy has been rapidly growing over the past decade, providing new opportunities for individuals to offer goods and services to other individuals through corporate platforms. Specifically, the Airbnb platform has rapidly grown, becoming the largest online platform for peer-to-peer property rentals, and one of the largest companies in the peer-to-peer sector of the economy. With the elimination of commission fees of retail brokers, zero-commission trading became the new normal after October 2019. This study employs DTAQ data to calculate ten different market liquidity measures and finds that the implementation of zero-commission trading significantly improves market liquidity. This effect is also significant after related factors including trading volume, price volatility, market performance, opening effect, and closing effect are controlled. By explicitly modeling the simultaneity nature among market liquidity measures, trading volume, and price volatility, this study finds that there is a positive relationship between spread and price volatility. The Expanded Food and Nutrition Education Program (EFNEP) is among the major nutrition education programs funded by the United States Department of Agriculture (USDA) with the aim of reducing food insecurity among low-income families. The program reaches about 70,000 adults and youth of low-income families in the US, District of Columbia, and six U.S. territories. Prior studies have used self-reported data, which possesses measurement errors, to estimate the benefits of the program. This can lead to underestimation or overestimation of results. These are the preliminary results of an ongoing project.

Stories from the Outside centers the voices of people experiencing homelessness during the 2020 Oregon wildfire season. PSU’s Homelessness Research & Action Collaborative, in partnership with the Street Roots Ambassadors program, surveyed 73 people in the Portland area in June 2021. Ambassadors sought out Black, Indigenous, and Other People of Color to ensure their voices were represented as BIPOC residents are disproportionately impacted by homelessness.

Many respondents felt disconnected and left out of emergency relief efforts. These are their stories.

Past studies have demonstrated that Asian Americans typically report lower levels of subjective well-being. However, there is no single cited reason across the literature for this supposed trend of lower well-being for Asian Americans, resulting in mixed findings of Asian American happiness. The present study reviewed 36 studies that utilized the Satisfaction with Life Scale to measure life satisfaction in Asian Americans, and 18 studies that utilized the Satisfaction with Life Scale to assess Asian American and European American life satisfaction. While previous research focused on pilots’ fatigue, rosters, potential performance-impairment and aviation-safety, this research investigates, how pilots’ work-related and psychosocial stress and rosters can affect their sleep and fatigue. A cross-sectional online survey was completed by 192 pilots flying for European operators, 180 Australian pilots and 34 pilots from UAE, Turkey and Asia Pacific. Pilots reported their actual duty- and flight-hours, flown sectors, standby, rest, vacation days, number of early starts, night-flights and sports-hours for the last two months.
