Upjohn Institute Policy Papers

This paper estimates the benefits and costs of the incentive package provided to the proposed Ford battery plant in Marshall, Michigan. This project, announced in February 2023, involves a state and local business incentive package whose undiscounted value is $1.7 billion, and which is awarded to a plant that will eventually create 2,500 permanent jobs. The incentive package is analyzed using the Bartik Benefit-Cost Model of Incentives. The model’s estimates suggest that the incentive package has economic benefits whose present value is over 1.8 times the project’s incentive costs. Most of these benefits are higher earnings per capita for Michigan …

The Waiting Period Of Death Row Inmates, Ashlee Patino Nov 2023

The Waiting Period Of Death Row Inmates, Ashlee Patino

Masters Theses

The death penalty is the highest form of capital sentencing and punishment in the United States. Since 1973, a little less than half of U.S. states are responsible for passing death sentences and executions. Nevertheless, the growing number of death row inmates is at an all-time high since the late 70s (DPIC, 2022). Although academia and scholarly research has advanced the general understanding of death penalty sentencing, racial disparities resulting in a death sentence and execution has not been studied as comprehensively. Despite the strides in progress made by academia and scholarly research on the death penalty, there are areas …

Initial Development Of Tools To Identify Child Abuse And Neglect In Pediatric Primary Care, Rochelle F Hanson, Vivienne Zhu, Funlola Are, Hannah Espeleta, Elizabeth Wallis, Paul Heider, Marin Kautz, Leslie Lenert

Student and Faculty Publications

BACKGROUND: Child abuse and neglect (CAN) is prevalent, associated with long-term adversities, and often undetected. Primary care settings offer a unique opportunity to identify CAN and facilitate referrals, when warranted. Electronic health records (EHR) contain extensive information to support healthcare decisions, yet time constraints preclude most providers from thorough EHR reviews that could indicate CAN. Strategies that summarize EHR data to identify CAN and convey this to providers has potential to mitigate CAN-related sequelae. This study used expert review/consensus and Natural Language Processing (NLP) to develop and test a lexicon to characterize children who have experienced or are at risk …

Introducing Just Competition Theory: Christian Realist Strategic Risk Management In Great Power Competition, Jason A. Byrd

Doctoral Dissertations and Projects

How can a Christian Realist approach shape United States security policy to manage strategic risk during Great Power Competition? This work finds that Just War Theory, in particular jus in bello (behavior in war), is a common method used by Christian Realists to determine actions and manage consequences in war; however, it is not optimal for the challenges posed in Competition. A complementary structure uniquely applicable to actions below the threshold of armed conflict is needed. This argument is manifested through Just Competition Theory or jus in contentione. In a complex environment of Great Power Competition, principles of jus in …

Advancing Research Visibility Through Collections: A Case Study From Nursing, Travis Nace

Medical Institutional Repositories in Libraries (MIRL)

Temple University Libraries' scholarly repository, TUScholarShare, began in 2020 and is a relatively young scholarly repository with growth potential in many subject areas. No specific community or sub-community (collections) were focused on nursing research and scholarly publications despite much being produced at Temple University.

In the spring of 2022 discussion began to create a nursing specific community. Talks were scheduled with Temple University Hospital nurse educators to obtain posters presented between 2015 and 2020. These were seen as a good …

Medical Institutional Repositories in Libraries (MIRL)

Developing an efficient and cost-effective method for providing access to legacy print theses and dissertations is a challenge faced by many libraries that serve medical schools and other academic health science programs. The significant staff time and financial cost associated with systematically digitizing and providing complete online access to print theses and dissertations can be problematic given the potentially limited return on that investment as reflected in patron use statistics and other metrics. This presentation will describe how a medical school library improved the discoverability and accessibility of its legacy print theses and dissertations by implementing a cost-effective, selective digitization …
