To this day, mainstream economists favor free trade policies as the best way to generate economic development. They do so at the expense of their unjustified romanticization of reductionist classical trade theories. This thesis seeks to comprehend the constraints of traditional trade theories and their inability to be applied to practical contemporary problems. Further, contrary to the fundamental assumption of free trade theory, there is ample evidence of government intervention in free trade agreements. The Political Consequences Of Racialized Ethnic Identities, Kimberly Cardenas, Heather Silber Mohamed, Melissa R. Michelson

Racial classifications are a social construct with no basis in biology; yet, race is an omnipresent and powerful factor in U.S. politics, shaping electoral boundaries, disbursement of resources, and political alliances (Omi and Winant 1994, Haney López 1994). Race, then, is a malleable construct wielded by varying interests, with racial definitions changing in response to social and political battles. Some new immigrant groups initially classified as not white have been reclassified as white over time, thereby benefitting from associated legal, economic, and sociopolitical privileges. More recently, however, some Latinos have sought recognition as a distinct non-white racial group, in acknowledgment …

Social Welfare Policy In Post-Transition Chile: Social Democratic Or Neoliberal?, Paul W. Posner

Political Science

Chile’s massive 2019 protests indicate a pronounced discrepancy between the country’s alleged establishment of social democracy and the public’s perception of pervasive inequity. To understand this discrepancy, this analysis evaluates the extent to which Chilean social welfare policy conforms to social democratic norms of promoting solidarity, equity, and universalism. Analysis of poverty reduction, pension, health care, and education policy demonstrates that Chile’s center-left governments succeeded in mitigating some of the more extreme elements of the social welfare policies inherited from the Pinochet regime. However, they failed to reverse their underlying logic, which reinforces stratification and inequity and undermines incentives for …

This article presents a framework for systematically evaluating the performance of regulations and regulatory processes. Offering an accessible account of the fundamentals of evaluation, the article explains the need for indicators to measure relevant outcomes of concern and research designs to support inferences about the extent to which a regulation or regulatory process under evaluation has actually caused any change in measured outcomes. Indicators will depend on the specific problems of concern to policymakers as well as on data availability, but the best indicators will almost always be those that measure the ultimate problem the regulation or process was intended …

Zambia’S Missing Narrative Of Structural Adjustment, Michael Gubser

In 1991, Zambia launched one of the most orthodox structural adjustments programs (SAPs) in Africa. The last and longest chapter of its fitful history with the IMF and World Bank, Zambia’s SAP commenced during the euphoria following the ouster of long-time President Kenneth Kaunda, when it was presented as the only strategy for dealing with the country’s economic collapse. What followed was one of Africa’s most striking experiments with rapid liberalisation, leading to budgetary stabilisation and increased investment but also sudden unemployment and impoverishment. This is an editorial commentary on the Research Topic entitled: Editorial: Positive youth development, mental health, and psychological well-being in diverse youth. One impetus behind this Research Topic was to examine the ways in which positive development intersects with problematic aspects of development and behavior, with an emphasis on connections to indicators of mental health problems. The second impetus was to take an international approach, including youth from diverse countries and settings who were studied using a variety of etic and emic methods that correspondingly consider cross-culturally common features and features that vary across cultures.

Education reform in the United States has unwisely focused attention on standards and accountability to the state as determined by standardized testing (Berliner & Biddle, 1995; Mehta, 2013). Stemming from the emphasis on standards-based accountability are the ideas of rapid school turnaround and the state’s role in this process (Peck & Reitzug, 2014; VanGronigen & Meyers, 2019). The current study employed critical policy discourse analysis to examine the media’s portrayal of the 2019 determination to continue or terminate state control of the Little Rock School District. Within the social media community, influencers engage in a variety of collaborative practices such as tagging, reposting content from, or forming partnerships with other influencers and brands. While such collaborative efforts are a known practice, less is understood about how influencer collaborations affect consumers' perceptions of the partnering influencers, specifically when a status differential exists within the collaboration. We suggest that such collaborative practices, specifically those where the focal influencer has a higher status than the collaborating partner, may help to weaken consumers' perceptions that the influencer's actions are purely self‐focused. The COVID-19 pandemic led to acute supply shortages across the country as well as concerns over price increases amid surging demand. In the process, it reawakened a debate about whether and how to regulate “price gouging”—a controversy that continues as inflation has accelerated even as the pandemic abates. Animating this debate is a longstanding conflict between laissez-faire economics, which champions price fluctuations as a means to allocate scarce goods, and perceived norms of consumer fairness, which are thought to cut strongly against sharp price hikes amid shortages.

This paper examines the strategic evolution of Europe’s security framework in the context of the Russo-Ukrainian War and the concluded Vilnius Summit — a critical juncture, with the possibility of selecting a new Secretary General. Among the nominees was Kaja Kallas, Estonia’s Prime Minister, whose innovative vision advocated a departure from traditional models. Kallas promoted a more inclusive and flexible NATO membership structure, more active and robust support for Ukraine against Russian aggression, increased roles for women in security architecture and policymaking, and the utilisation of public diplomacy and strategic communication in novel ways. This paper extends a developing analytic framework for political discourse that takes place over digital social media. Earlier presentations of the framework have furnished a rationale for applying the conceptual framework of epistemic frame theory and the tools of quantitative ethnography for political discourse analysis. They have provided early existence proofs of the viability of epistemic network analysis (ENA) for rudimentary models of social media threads that involve political content. The current theoretical paper moves significantly beyond this foundation. The “folk” theory of democracy that typically justifies the administrative state cannot help but lead to a discourse of constraint. If agency action is only legitimate when it mechanically applies the will of the voters as transposed by Congress through statutes, then the norms guiding that action will inevitably restrain agency discretion. As a result, attempts to establish the democratic credentials of the administrative state ironically obstruct the application of collective power. But this “folk” theory of democracy is bad theory. Cervical cancer mortality burden is carried disproportionately by African American women. Early indicators of cervical cancer are identified through prevention screening, a procedure typically performed by a gynecologist. Ideally, the patient group with the most severe mortality would likewise be the group with the most robust communication exchange with their physician to prevent cervical cancer incidence. However, a slew of factors contributes to continued mortalities among Black women. This study uses semi-structured interviews (n=10) and the health belief model to examine one barrier to Black women’s prosocial behaviors regarding routine gynecologic care—awkwardness, which here is conceptualized as social anxiety. The PPP scholarly work has effectively explored the material values attached to PPPs such as efficiency of services, value for money and productivity, but little attention has been paid to procedural public values. This paper aims to address this gap by exploring how Enfidha Airport in Tunisia failed to achieve both financial and procedural values that were expected from delivering the airport via the PPP route, and what coping strategies the public and private sectors deployed to ameliorate any resultant value conflicts. This study investigated the differential effects of using non-contingent reinforcement in the form of attention as an antecedent intervention in comparison to using non-contingent reinforcement in addition to self-monitoring as a treatment package. A multi treatment single case research design was utilized in this study. Levels of student’s on-task behavior were measured to evaluate the differential effects of an antecedent intervention in comparison to the combination of an antecedent and consequent intervention. This study also only used treatments that were technologically delivered to the participants.

In the United States of America, students of color (SOCs) encounter significant barriers when they seek higher education. As a result, many institutions of higher learning pursue diversity, equity, and inclusion (DEI) initiatives to enhance these students’ chances at social and academic attainment. For community colleges across the nation, because they enroll a disproportionately large number of SOCs due to their combination of open enrollment policies, low tuition and geographic proximity, targeted DEI initiatives are a strategy of choice in dealing with their abysmal retention and graduation rates among this student demographic.
