Fake news, which includes both disinformation and misinformation, has been a challenge for many countries in the last few years. Disinformation has been present in modern history as part of the tool kit of PSYOPS for the military. Likewise, misinformation has been part of human history for a long time. Hoaxes, rumors, and urban legends—all of which can be classified as differing types of misinformation, although they are not commonly addressed as such—have been exploited by adversarial organizations for their own benefit. The outbreak of the COVID-19 coronavirus pandemic provides an opportunity to investigate several aspects of the work of local newspapers in the United States, including their ability to create original reporting, gatekeeping, the influence of chain ownership, and the possible effect of political polarization on hard news coverage. This study examines the early coverage of COVID-19 in a selection of American local newspapers in 28 states—15 Republican-dominated (“red”) and 13 Democrat-dominated (“blue”) —during January and February 2020. The Himalaya-Hindu Kush mountain range and the Tibetan Plateau birth ten of Asia’s most prominent rivers providing irrigation, energy, and drinking water to over two billion people across several countries today. Therefore, transboundary water sharing is a constant source of conflict for several South Asian countries that rely on rivers to support their primarily agrarian economies.

In recent years, climate change has drastically increased global temperatures. As a result, the Indian subcontinent has been plagued with extreme riverine flood and drought events.

This dissertation investigates policy-relevant topics in public economics and law and economics. The first chapter applies the transitional gains trap to legal land title enfranchisement in developing countries. The second chapter examines the role of US Forest Service avalanche forecasting operations in preventing human-involved backcountry avalanche accidents. The final chapter explores what extent local newspaper coverage has on traffic stop behavior by local law enforcement.
