2002 - North Monterey County Comprehensive Water Resources Management Plan

Monterey County Water Resources Agency Water Reports

North Monterey County experiences severe water supply and quality problems including falling water levels, seawater intrusion, and nitrate contamination. The region is in a significant state of overdraft where current demands greatly exceed the annual level of recharge. Without increased supplies, dramatic changes need to occur to the North County land use pattern to reduce demand. The Comprehensive Water Resources Management Plan combines water conservation, water supply, water quality, and land use actions into comprehensive policy alternatives. It is clear, however, that capital facilities are necessary if the problem is to be solved.

This report evaluated the then current state or potential for seawater intrusion in the city of Marina and the former Fort Order area. Groundwater from this area primarily supplied drinking water wells as opposed to agricultural wells. Aquifers evaluated in this study area include the perched zone or A-aquifer, the Pressure 180-Foot Aquifer (180-Foot Aquifer), the Pressure 400-Foot Aquifer ( 400-Foot Aquifer), the Deep Aquifer, and aquifers within the Purisima and Santa Margarita Formations. The I80-Foot and 400-Foot Aquifers are the focus of this study because both aquifers outcrop along the canyon walls of Monterey Bay where they interface with …

Landowners at Carr Lake reported increasing issues with proper drainage of the agricultural fields that made up the vast majority of the former lake bed. The primary driver of the study was the recognition that a more complete understanding of the site topography and hydrology is necessary, both to frame the pertinent issues and to identify any measures that may be appropriate to enhance drainage in the ditch system. Therefore the project work plan included two main fieldwork components, topographic survey and hydrologic monitoring. The fieldwork was followed up by data post processing, mapping, and associated supporting analyses.

Even though the United States (U.S.) spends, on average, more money per student than most Organisation for Economic Co-operation and Development (OECD) countries, it continues to lag behind its international peers in mathematics achievement. This study, which responded to the call for educational reforms that improve the mathematics achievement of U.S. students, aimed to examine the issue of student help-seeking behaviors and teacher instructional practices as they interact to affect student mathematics achievement. How to allocate scarce resources for an optimal outcome is of keen interest to those who set the budgets in public education. Simply throwing money at schools is not enough; it is important that money is spent where it will do the most good. This study considers Washington State public school districts and examines how the share of per-student expenditures in seven budget categories relates to on-time high school graduation rates. Teachers’ daily instructional practices are a critical component in creating a rich and meaningful educational experience for students. Thus, factors that inform instructional practices are of particular importance and interest to education researchers and other stakeholders. Beliefs about teaching and learning are a known factor influencing teachers’ instructional practices (Ernest, 1989). Situated learning theory argues that learning is embedded within an activity, context, and culture. It posits that students are more likely to learn if they have an exposure to the authentic context of the learning environment. Based loosely on this theory, Shape Shape Hooray is an adaptive educational game that aims to teach basic 3D geometric shapes by allowing basic education students associate 3D shapes to daily objects. Learning design competency frameworks published by professional organizations, exist for typical instructional design efforts. However, a review of literature revealed a lack of frameworks available for the creation of complex learning designs (CLDs). The goal of this research was to develop a competency framework for the creation of CLDs. This paper examines impressive new applications of legal text analytics in automated contract review, litigation support, conceptual legal information retrieval, and legal question answering against the backdrop of some pressing technological constraints. First, artificial intelligence (Al) programs cannot read legal texts like lawyers can. Using statistical methods, Al can only extract some semantic information from legal texts. For example, it can use the extracted meanings to improve retrieval and ranking, but it cannot yet extract legal rules in logical form from statutory texts. This applied dissertation was designed to implement and examine the impact of a classroom performance system (CPS) on student achievement for Grade 9 mathematics students. Seventy-five students in 4 Coordinate Algebra classes were observed during the regular school day for 9 weeks. The treatment group received CPS-based instruction, and the control group received traditional mathematics instruction without the use of a CPS. The teacher was the same for all classes.

Data from benchmark assessments as well as quarterly grade reports were compared for both groups. The findings of this study showed mixed results in relation to the impact of CPS-based …

This research is based on the Journey through Space and Time (JTST) educational astronomy project for primary and junior high school science curricula in Australia, which seeks to improve students' astronomy content knowledge through science inquiry. The focus of the current project is on the learning needs of students for whom the language of instruction is a foreign or second language (EFL/ESL).
