The Critical Areas Planning Program was established by Minnesota legislation in 1973. Its primary work is with local units of government, regional or state agencies located within areas possessing significant natural, scientific, cultural or historical resources to develop consistent plans and regulations for area use and management. Local units of government prepare the plans and regulations according to guidelines approved by the governor for each critical area'. with technical and financial assistance from the Environmental Quality Board (EQB). The enabling act directed the EQB to develop an inventory of potential critical areas in the state. Inventory methods were evaluated. The …

The Niobrara River heads in the table lands of eastern Wyoming and flows 786 kilometers (km) eastward across Nebraska joining the Missouri River near the town of Niobrara, Nebraska. The Niobrara is the largest Missouri River tributary between the last two mainstem impoundments (Lake Francis Case and Lewis and Clark Lake). Fish movement up the Niobrara is prevented by Nebraska Public Power District's (NPPD's) Spencer Hydroelectric Dam, 63.3 km upstream from the river mouth. The lower reach of the river is turbid and carries a considerable load of sand, silt, and organic debris into the Missouri River. The mean annual …

The Chesapeake Bay, one of the largest and most productive estuaries in the world, represents a vast natural, economic, and social resource for the citizens of the surrounding land area. The Bay is many things to many people. Much of the economic development of the entire region has been based upon the natural transportation network and the fisheries industry provided by the Bay and its tributaries. The Bay system also offers a wide variety of water-oriented recreational opportunities, a source of water for both residential and industrial users, and a site for the final disposal of many waste products. This study pertains to the problem of international activity in an area of political and ecological sensitivity, the Southern Ocean. Of specific concern is the question of which group of states should have a voice in management of Antarctic krill. The niche filled by krill within the ecosystem and its potential as a fishery is discussed. Past international practice has been affected for the most part by the Antarctic Treaty of 1959 which has maintained a somewhat exclusive "club" of nations as the overseers of Antarctic activity. An Energy Research and Development Administration report indicates that the United States is increasing its dependence on oil from the countries that participated in the 1973 oil embargo. Given the volatile situation in the Middle East at this writing, the Carter Administration's peace initiatives notwithstanding, this seems an imprudent policy. And, at a time when "Project Independence" is a recent memory, there is a great deal of irony in increased importation. It seems in the Nation's best interest to reverse that trend. Potential Use Of Hydroelectric Facilities For Manipulating The Fertility Of Lake Mead, Larry J. Paulson, John R. Baker, James E. Deacon

Analysis of historical nutrient data for Lake Mead indicates that the fertility of the reservoir has decreased which may be the cause for a corresponding decline in the largemouth bass population. However, it appears that fertility can be manipulated by altering the operation of the dam. The depletion of nutrients in the euphotic zone by phytoplankton and subsequent accumulation in the hypolimnion during summer and fall provide a natural nutrient gradient from which water of varying fertility can be drawn for discharge. This combined with alterations in the depth or seasonal pattern of discharge can possibly be used to enhance …

Olympic National Park (ONP), a natural area 15% larger than Rhode Island, located on the Olympic Peninsula in northwestern Washington State, is a land of diverse contrasts and impressive beauty. It is also a land rich in natural resources (e.g. timber, water power, and recreational potential) that are strongly coveted by man. This dichotomy has led to a number of conflicts during the past hundred years over the policies directing the control, management, and use of this area. The Virginia Institute of Marine Science (VIMS) conducts weekly surveys from June through·early October to obtain oyster spatfall information. Spat counts are made from oyster shells strung on wire and suspended from stakes on public and private beds. The number of spat on shells are counted each week of the spawning season to determine the potential of a particular area for receiving a strike and to predict the most likely period the strikes will occur. Shells planted just before the period of maximum set have the best chance of getting a good strike.

The term “sensitive area” is a product of planning initiatives which have developed within the province of Ontario since the early nineteen seventies. As there are a number of closely related terms utilized the sensitive areas concept generally is defined as the creation of a reserve or the removal of land from unfettered commercial development or intense human use. The concept has been associated with a broad range of environmental concerns such as, the protection of wildlife habitat, maintenance of ecological function, retention of scenic areas and preservation of historic sites. Kentucky's present system of water law consists of a statutory water withdrawal permit system superimposed upon a body of common-law water rights doctrine. The rights of water users are often uncertain under this system, particularly in periods of water shortage. The proposed revision of Kentucky's existing water rights legislation, would greatly reduce the significance of common-law water rights and would remedy some of the weaknesses in the present statute.

This is a case study of a group organized to resist the construction of an Army Corps of Engineers reservoir project located in Eastern Kentucky, More specifically the account describes how a group of landowners organized themselves and enacted an increasingly complex strategy of resistance. Within this framework perceived costs, leadership and authority and group organization are considered.
The primary method employed in this research was that of repeated interviews with members of the resistance organization who were identified as key informants. These interviews were carried out on both structured and unstructured bases.

One-half million acres of U.S. coastal wetlands have been destroyed by dredging and filling operations since 1956. They are being destroyed at the rate of 0.5-1.0% each year. In one ten year period, Rhode Island lost 5% of its 2000 acres of wetlands to urban development, and Connecticut lost 12% of its marsh lands. Less than 1500 acres of marsh remain in Connecticut. During the course of this research project, I examined one aspect of wetland destruction - the dredging and disposal of spoil materials onto wetlands and into the coastal waters of Southern New England.
