One of the goals of the Fishery Conservation and Management Act of 1976 was the rebuilding of the American fishing industry. Present Trends In The Development Of Marine Fisheries By Coastal States Of The East Central Atlantic, Ethman T. A. Golley-Morgan

In order to create an incentive for a rapid development of the rural-based artisanal fisheries of coastal states, that can actively compete with large scale industrial fisheries of non-coastal states as well as coastal states of the region, some states are now moving towards an integrated approach in their development efforts. Such integrated projects will take into consideration rural development, provision of infrastructural facilities for fish handling and processing, vessel servicing, repairs and boat building. Socio-economic factors such as organization of fishermen's cooperatives, financing and marketing institutions are also vital inputs.

The objective of this thesis is to develop a theory for defining optimal conservation and applying definition to the prevailing rate of domestic petroleum production. Optimal conservation is defined as action designed to achieve or to maintain, from the point of view of society as a whole, the maximum present value of natural resources (or of a natural resource). The proper "action" is defined according to the pure theory of exhaustible resources. The literature survey is a chronological series of articles concerning this theory.

Detailed knowledge of the advection of sensible heat is necessary to understand the energy balance of the evaporating surface in many parts of the world. Sensible hear advection can result from regional and/or local sources. The local and regional components of sensible heat advection (Aloc and Areg, respectively) are identified and their magnitudes in a semi-arid to sub-humid zone are established in the work reported here. Measurements of dry- and wet-bulb air temperature, wind speed and net radiation were made above an irrigated alfalfa field with relatively dry surrounding upwind at Mead, NE. The U.S. Departments of the Interior and Energy have conducted system planning, location, and environmental studies for the trans-mission facilities required for the Dickey-Lincoln School Hydroelectric project. These studies of many alternate routes have resulted in iden-tification of a proposed transmission line route and an environmental impact statement, as required by the National Environmental Policy Act of 1969. Results are presented of micrometeorological measurements made over alfalfa and soybeans under conditions of sensible heat advection at Mead, Neb. The sensible heat advection phenomenon reported here is of a regional rather than a local nature. The exchange coefficient for sensible heat (Kh) is found to be generally greater than the exchange coefficient for water vapor (Kw). This result contradicts the usaul assumption of equality of Kh and Kw under nonadvection (lapse or unstable) conditions when the net transfer of both sensible heat and water vapor are away from the earth's surface. Extreme Evapotranspiration By Irrigated Alfalfa: A Consequence Of The 1976 Midwestern Drought, Norman J. Rosenberg, Shashi Verma

The rate of evapotranspiration by irrigated alfalfa at Mead, NE (41°09'N; 96°30'W, elevation 354 m) reached record levels in 1976. Evapotranspiration was measured with precision weighing lysimeters in a field 1.9 ha in size. Evapotranspiration ranged during the growing season from 4.75 to 14.22 mm day–1 and exceeded 10 mm day­–1 on one-third of the days studied. On each day of study the ratio of latent heat flux density (LE) to the sum of the net radiation and soil heat flux densities (Rn+S) was such that LE/ (Rn+S) > 1, indicating the occurrence of significant sensible heat advection. After years of constant negotiations at the Third United Nations Conference of the Law of the Sea (UNCLOS III), no new codified law for the seas has been produced. It appears certain, though, that countries throughout the world will exercise some form of sovereignty or national jurisdiction over an Exclusive Economic Zone (EEZ) extending 188 miles into the ocean beyond a twelve mile territorial sea. Included in this jurisdiction will be the control of marine scientific research (MSR). Influence Of Endomycorrhizae On Growth Of Sweetgum Seedlings From Eight Mother Trees, Richard C. Schultz, Paul P. Kormanik, William C. Bryan

Sweetgum seedlings from eight mother trees were grown in fumigated soil with or without the endomycorrhizal fungus Glomus mosseae at four levels of soil fertility for one growing season in nursery microplots. Nonmycorrhizal seedlings of all families died or failed to exceed 5 cm in height regardless of soil fertility. Endomycorrhizal seedlings suffered little mortality, averaged about 36 cm in height, and fertility level did not significantly influence their biomass. These results demonstrate that to increase the percentage of plantable seedlings in nurseries sweetgum seedlings must be endomycorrhizal. The data further suggests that adequate endomycorrhizal inoculum in nursery beds can …
