The Southern Nevada Water Project, a water supply system for the Las Vegas area, was authorized by the Acts of October 22, 1965, and July 19, 1966 (Public Laws 89-292 and 89-510). These acts authorized staged development. The first stage, completed in 1971, consists of intake facilities at Lake Mead, eight pumping plants, a main aqueduct 2-1/2-miles long, a 4-mile-long tunnel, and 30 miles of pipelines and laterals. The State of Nevada constructed the Alfred Merritt Smith Water Treatment Facility in conjunction with the first stage. The first stage system has the capacity to deliver 132,200 acre-feet per year.

It is the purpose of this discussion to examine the organizational structure, and the governmental processes selected Rhode Island communities utilize to carry out their particular role as participants in the management of the coastal resources within their political boundaries. Insofar as practicable, the major sources of information for this research are the communities themselves--their elected and appointed officials, and the documentary material the Towns generate and use as they carry out their management functions.

In 1935 construction was completed on the Bureau of Reclamation's Hoover Dam, located near the bend of the historic Colorado River. Rising 726 feet within the rugged walls of Black Canyon, the structure is still recognized today as the highest concrete dam in the western hemisphere. Impoundment of water above Hoover Dam created Lake Mead, some 110 miles long, having a shoreline of 84 miles when the lake is at its maximum elevation of 1229 feet - this country's largest man-made reservoir. The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. More importantly, project plans should be evaluated in a "manner calculated to encourage harmony between man and his environment." In other words, project plans or …

This study is to assess the effects or impacts of construction and operation of the Dickey-Lincoln hydroelectric project upon the people in the St. John Valley, Maine, and New England. Having determined the effects of the project, a second objective is to discuss mitigation of defined adverse impacts. More specifically, this study attempts to identify adverse impacts and deal with how to minimize such impacts if at all possible.

Daily Maximum And Minimum Temperature Forecasts And The Influence Of Snow Cover, Kenneth F. Dewey

Research into the relationship between snow cover and observed maximum and minimum temperatures is reviewed. An example of the importance of snow cover and forecasting max/min temperatures is presented for this past winter (1976-77). It is shown that there was a warm bias in the MOS temperature forecasts for the northern Great Plains following the receipt of a fresh cover of snowfall. it is proposed that snow cover be incorporated as a conditional predictor to be used only during specific synoptic conditions.

Study of springs and cave streams has shown that heavy metal-rich effluent from a wastewater treatment plant can be traced to Hidden River Cave (beneath the city of Horse Cave) and thence 4 to 5 miles north to a group of 39 springs at 14 locations along a 5-mile reach of Green River. Nickel, chromium, copper and zinc in these effluent-bearing springs are in concentrations of as much as 30 times greater than other springs upstream and downstream from this reach, 20 times greater than the Green River, and 60 times greater than in shallow domestic wells between Horse Cave …

The Virginia Institute of M3rine Science (VIMS) conducts weekly surveys from June through early October to obtain oyster spatfall information. Spat counts are made from oyster shells strung on wire and suspended from stakes on public and private beds. The number of spat on shells are counted each week of the spawning season to determine the potential of a particular area for receiving a strike and to predict the most likely period the strikes will occur, Shells planted just before the period of maximum set have the best chance of getting a good strike,

1. The waters of Las Vegas Bay, a heavily utilized recreational resource, receive discharges from a variety of municipal and industrial waste sources. The U.S. Environmental Protection Agency has determined, on the basis of numerous studies, that the present water quality violates state and federal standards and constitutes a public nuisance. Consultants have advised the Sewage and Wastewater Advisory Committee that rapid abatement of the alleged pollution conditions can be achieved by an advanced wastewater treatment (AWT) plant.

Wastewater effluent-laden waters from Las Vegas Wash (LVW) form a density current that may be detected in Boulder Basin of Lake Mead at considerable distances from the wash estuary. This led to the suspicion that water from the inflowing stream [40 mgd (1.5 X 10⁵ cu m/day)] might not be rapidly diluted in the enormous volume of the lake [19 mil acre-ft (2.3 X 10¹⁰ cu m)], but might persist as a recognizable entity to the vicinity of the intake of a major water source for populous Clark County, Nev.

Dan Richardson's study is "an attempt to analyze present regulatory procedures in the New Jersey coastal zone, with an emphasis on the cost of these procedures to residential developers and housing consumers." Specifically, twenty-one residential developments in a coastal township were monitored from acquisition of land to final approval of the development proposal, and the costs of regulatory approvals, consulting engineering, legal, and governmental fees, as well as holding costs incurred by the developer, were itemized.
