The purpose of this work is to explore the technology and economics associated with the options which might be used to transport oil from Georges Bank with the least total cost objective in mind. First, we summarize background information on the existing usage of Georges Bank by fishermen and those offshore areas of greatest interest to the oil industry. A consideration of various alternatives of transportation to shore and their relative costs (and benefits) should allow one to get a handle, approximate as it may be, on which might be best for society as a whole in terms of least …

Dickey-Lincoln School Lakes Project
The regional scope of this study (a three state area of approximately 33,000 square miles) necessitated an initial investigation to determine what data was available. Known and potential sources of data were identified through the use of the Environmental Data Reconnaissance Report* prepared by Comitta Frederick Associates for the United States Depart-ment of the Interior in March 1976. The collected data was then analyzed for its accuracy, reliability, mappability and compatibility with the scope of this study.

Dickey-Lincoln School Lakes Project
This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. Recent studies indicated the need for development of surface water supplies in Kentucky. Rising resource costs make economically efficient reservoir designs increasingly important. This study was undertaken to provide methods in water supply reservoir design that increase system benefits.
Two major factors influencing reservoir design were studied: estimated future streamflow into the reservoir and demands placed on the reservoir. Standard reservoir sizing methods rely on historical streamflow data. This data is frequently limited and uncertainty in required storage estimates may result. To assess the reliability of a design, the use of mathematical models in simulation studies was proposed. Existing stochastic …

The Arkansas River originates in the eastern slopes of the Rocky Mountains near Leadville, Colorado, and extends through Kansas, Oklahoma, and Arkansas, where it flows into the Mississippi River. The Arkansas River is approximately 1,450 miles in length and drains a total area of 160,500 square miles. The river and its tributaries have been developed for navigation, flood control, and hydro-electric power, as well as recreational purposes under the River and Harbor Act of July 24, 1946. Oyster Spatfall On Shellstrings In Virginia Rivers: 1975 Annual Summary, Dexter S. Haven, Paul C. Kendall

The Virginia Institute of Marine Science (VIMS) conducts weekly surveys from June through early October to obtain oyster spatfall information. Spat counts are made from oyster shells strung on wire and · suspended from stakes on public and private beds. The number of spat on shells are counted each week of the spawning season to determine the potential of a particular area for receiving a strike and to predict the most likely period the strikes will occur. Shells .planted just before the period of maximum set have the best chance of getting a good strike.

This study proposed that demand management through pricing policies can be used in conjunction with supply management to solve water supply problems in Kentucky. Economic principles were shown to apply to rural residential water use. From the economic model, a hyperbolic demand function was theorized. The mathematical form of this function used quantity of water as a function of price, income, value of residence, evaporation, and persons per residence. This function was estimated using ordinary least squares regression. A log-linear model was found to be a satisfactory representation of the demand function. Lake Herman, a recreational, shallow, warm water prairie lake near Madison, South Dakota drain in extensively cultivated watershed and acts as a siltation basin for a chain of four lakes. The lake is more than half silted in and since 1968 various rehabilitation efforts have been made, including the construction of silt traps and lake dredging.
Continuation of the monitoring of twenty plus chemical levels and biological populations of green algae, blue-green algae and diatoms has revealed two major changes: (1) ortho phosphate and total phosphorus levels (which increased markedly with the beginning of dredging) have decreased since dredging has …

This study evaluates the socioeconomic impacts of the Second Stage of the Southern Nevada Water Project of the United States Bureau of Reclamation, comparing that project with the alternatives of importing water from Nevada areas somewhat removed from the Las Vegas Valley and of leaving the water supply of the Valley basically as it is, the no project alternative.
The study follows, with adaptations and extensions, the general methodology for socioeconomic impact studies as developed and still being evolved in successive socioeconomic analyses of Bureau of Reclamation water projects. This study discusses navigability concepts, consumptive rights to surface and ground waters, the disposal of diffused surface waters and the administration of Kentucky's statutory water allocation system.
Federal regulatory powers are based on navigability as is state ownership of submerged lands. Kentucky uses the ebb-and-flow test of navigability to determine title to submerged lands but uses a navigability-in-fact test to determine the scope of state regulatory authority. Consumptive uses of water in Kentucky are governed by the riparian landowner to use as much water as he needs as long as his use does not interfere with the legitimate uses of …

During the summer of 1974, I sampled sites of vegetation representative of successional trends in plant communities along the Missouri River floodplain from Sioux City, Iowa, to Rulo, Nebraska. Five district community types listed from youngest to oldest are as follows: Salix spp. – dominated, Populus deltoides – dominated, Platanus occidentalis-Ulmus rubra – dominated, Tilia americana-Quercus rubra – dominated, and Quercus macrocarpa-Carya ovata – dominated vegetation.

The 14C light and dark bottle technique for measurement of primary production was utilized as a means of assessing the amount of inorganic carbon being converted Into organic form by the photosynthesis of phytoplankton populations In the Boulder Basin of Lake Mead.
Spatial and time series changes of productivity levels observed at eight sampling locations within Boulder Basin Indicate that the Influence of treated municipal arts' industrial effluent flowing into Les Vegas Bay is contributing high levels of available nutrients at Las Vegas Wash Inlet to cause productivity to approximate those levels associated with polluted waters.

Some maritime activities may be independent of each other but most are in competition and some are supportive in one way or other with most other maritime activities. Fisheries and merchant vessels rarely are at odds over matters of ocean traffic. However, both those activities may object to obstructions related to offshore oil drilling. Both municipalities and fisheries complain of merchant vessel pollution. Companies of different, states compete for offshoreoil lease rights. On the other hand, synergy and sublimation sometimes result from interworkings of maritime activities. Complexes of offshore platforms increase fish congregations. Dr. Lewis Alexander of the University of Rhode Island authored a most informative and incisive paper concerning the relationship of regionalism and the Law of the Sea. In this paper Alexander focused on the special case of the semi-enclosed sea and suggested that the potential for joint action of nations surrounding these seas is worthy of special interest and study. Even a cursory review of a geographic atlas reveals that the 25 seas under consideration constitute rather definitive, logical, potential regions. Nations bordering a particular semi-enclosed sea assume at least one commonality immediately-the bordered sea. Such commonality theoretically infers that …

This report completes phase one of the study. It is intended to fill the need, recognized at the outset, for a broad framework within which subsequent more detailed study at the project level might take place. It is an overview of physical hydropower potential in the context of energy and water resources and demands, energy economics, and federal policy, organization, and practices pertaining to hydropower development and marketing.
