The Role Of Social Capital And Local Institutions In Coping With Climate Stresses: The Case Of Krapum Chhouk Commune In Rural Cambodia, Dany Va, Michael Regan, Ros Taplin, Bhishna Bajracharya

Social capital is a central requirement for a successful climate change adaptation, especially in Cambodia where formal institutions are still poorly developed. Collective action and not-for-profit bonding are important for climate change adaptation; however, these are not easily developed. This study examined the local institutions vital for the livelihoods of citizens who live in flood-prone Krapum Chhouk commune in rural Cambodia. Through observations and in-depth interviews with the local community, it investigated social capital in terms of the dynamics of relationships, relations of trust, and social norms and practices. Poor forestry outcomes are continuing to occur as global, national and local authorities struggle with key governance issues through poorly enforced regulation, asymmetrical authority and control, and embedded corruption. However the last decade has seen widespread reforms and shifts in authority. These shifts are characterised by the move in authority away from gov~ment towards governance. This new form of governance, often termed 'new modes of governance' represents a shift towards greater participation, information sharing, and stakeholder currency amongst all actors. Within this context egovernance emerges as an obvious vehicle towards the achievement of improved forestry management outcomes.

Paradoxes Of Democratisation: Environmental Politics In East Asia, Mary Alice Haddad

This chapter examines environmental politics in four polities that run the full spectrum of political regimes: mainland China (authoritarian), South Korea and Taiwan (newly democratic), and Japan (mature democracy). The chapter argues that variation in environmental politics in each place resulted primarily from the timing of their environmental movements, with subsequent movements learning from predecessors and gaining increasing access to global NGO networks. Paradoxically, when environmental movements became linked to democratization movements (in South Korea and Taiwan), they also became linked to political parties, which hindered access to government policymaking when non-allied parties were in power.
