Foreigner! The word says it all. Verging on the politically incorrect, the expression is full of connotation and implication. A foreigner will face bias. By such a thought process, many people believe that litigants have much to fear in courts foreign to them. In particular, non-Americans fare badly in American courts. Foreigners believe this. Even Americans believe this.
Such views about American courts are understandable. After all, the grant of alienage jurisdiction to the federal courts, both original and removal, constitutes an official assumption that xenophobic bias is present in state courts. As James Madison said of state courts: “We …

Spectroscopy Of Atoms Confined To The Single Node Of A Standing Wave In A Parallel-Plate Cavity, V. Sandoghar, C. I. Sukenik, S. Haroche, E. A. Hinds

We have performed spectroscopy on sodium atoms that are optically channeled in the single node of a laser standing wave set up across a parallel-plate cavity. Using this technique we have extended our previous measurement of the Lennard-Jones van der Waals energy-level shift [Sandoghdar et al., Phys. Rev. Lett. 68, 3432 (1992)] down to a cavity width of ~500 nm. We discuss the applications of this technique to the precise measurement of atom-surface distances.

Classification of time series has wide Air Force, DoD and commercial interest, from automatic target recognition systems on munitions to recognition of speakers in diverse environments. The ability to effectively model the temporal information contained in a sequence is of paramount importance. Toward this goal, this research develops theoretical extensions to a class of stochastic models and demonstrates their effectiveness on the problem of text-independent (language constrained) speaker recognition. Specifically within the hidden Markov model architecture, additional constraints are implemented which better incorporate observation correlations and context, where standard approaches fail. New methods for preprocessing wavefront sensor (WFS) slope measurements are presented. Methods are developed to improve the accuracy of WFS slope measurements, as well as estimating key atmospheric and system parameters from the slope signals. Both statistical and artificial neural network solutions are investigated. Also, new atmospheric models for generating slope and phase data with the proper spatial and temporal statistics are developed. The experiments in improving the accuracy of WFS slope measurements include reducing the WFS slope measurement error and compensating for adaptive optics system time delay through temporal slope prediction. A Statistical Study Of Transient Events In The Outer Dayside Magnetosphere, Jeff Sanny, D. G. Sibeck, C. C. Venturini, C. T. Russell

The AMPTE CCE satellite frequently observed transient (1 ≤ τ ≤ 8 min) events marked by magnetic field strength increases and bipolar magnetic field signatures (peak-to-peak amplitudes ≥ 4 nT) while in the outer dayside magnetosphere. We report a survey of 59 prominant events observed from August to November 1984. The bipolar signatures and minimum variance analysis reveal that most events move poleward and antisunward, except in the immediate vicinity of local noon. Here the motion of the events appears to be better governed by the spiral/orthospiral interplanetary magnetic field (IMF) orientation than magnetic curvature forces associated with IMF By. …

By adapting a pre-existing model to include the effects of vascularization within a tumor or multicell spheroid, a predator-prey system describing the cell populations of a solid tumor and reactive lymphocytes is formulated. The paper serves as a review of the minimal deterministic approach to tumor-host immune system interactions while examining, in a qualitative manner, the modifications to the dynamics induced by a simple representation of the vascularized tumor. In addition, the possibility of limit-cycle behavior is studied by regarding each of six parameters present in the model as a bifurcation parameter. Most of the work to support the advancement of WWW technology has focused on servers used in storing and retrieving information, browsers for viewing this information, and editors or filters for creating the information.

Pade approximants are able to sum effectively the Rayleigh-Schrodinger perturbation series for the ground state energy of the quartic anharmonic oscillator, as well as the corresponding renormalized perturbation expansion [E.J. Weniger, J. Cizek, and F. Vinette, J. Math. Phys. 34, 571 (1993)]. In the sextic case, Pade approximants are still able to sum these perturbation series, but convergence is so slow that they are computationally useless. In the octic case, Pade approximants are not powerful enough and fail. On the other hand, the inclusion of only a few additional data from the strong coupling domain [E.J. Weniger, Ann. Phys. By adapting a scanning force microscope to operate at frequencies above the highest tip–sample resonance, the sensitivity of the microscope to materials’ properties is greatly enhanced. The cantilever’s behavior in response to high‐frequency excitation from a transducer underneath the sample is fundamentally different than to its low‐frequency response. In this article, the motivations, instrumentation, theory, and first results for this technique are described.

Materials’ Properties Measurements: Choosing The Optimal Scanning Probe Microscope Configuration, Nancy Burnham, G Gremaud, A Kulik, P Gallo, F Oulevey

Rheological models are used to represent different scanning probe microscope configurations. The solutions for their static and dynamic behavior are found and used to analyze which scanning probe microscope configuration is best for a given application. We find that modulating the sample at high frequencies results in the best microscope behavior for measuring the stiffness of rigid materials, and that by modulating the tip at low frequencies and detecting the motion of the tip itself (not its position relative to the tip holder) should be best for studying compliant materials in liquids.

Alfalfa is the highest quality forage legume crop grown in Kentucky and is the number one cash hay crop. Hay raised by Kentucky farmers has been recognized for its quality at local, state (state fair and Kentucky Alfalfa Conference), and national (American Forage and Grassland Council) hay contests. The testing records of the Kentucky Department of Agriculture also document the high quality alfalfa hay of Kentucky. Our farming operation consists of 214 acres. We raise 14,000 pounds of tobacco, have a purebred beef cattle herd, and sell hay. Alfalfa is the only one of the three sources of income that we can project an increase for 1996.
Our alfalfa cash hay sales have increased for several years due to the increase of suburban horse owners in the Louisville area.
I think it is important to have a written plan for 1996. We wouldn't think of making a long trip without a map, especially into strange territory - we farmers are in strange territory. If you don't …
