This paper draws attention to fundamental deficiencies in studies that have been relied upon as authoritative sources on patent grant rate comparisons among national patent offices. The two prominent studies analyzed here had employed erroneous methods to compare patent grant rates, resulting in false high indications of such rates at the U.S. patent office compared to foreign patent offices. The three identified categories of analysis errors found in these studies were (i) the misapplication of conditional probability; (ii) miscounting invention applications; and (iii) failure to account for patent obsolescence and application attrition due to the widely differing delays among national …

A Decomposition Algorithm For N-Player Games, Robert B. Wilson, Srihari Govindan

An N-player game can be decomposed by adding a coordinator who interacts bilaterally with each player. The coordinator proposes profiles of strategies to the players, and his payoff is maximized when players' optimal replies agree with his proposal. When the feasible set of proposals is finite, a solution of an associated linear complementarity problem yields an equilibrium of the approximate game and thus an approximate equilibrium of the original game. Computational efficiency is improved by using vertices of a triangulation of the players' strategy space for the coordinator's pure strategies. Computational experience is reported.

League competition is investigated using random processes and scaling techniques. In our model, a weak team can upset a strong team with a fixed probability. Teams play an equal number of head-to-head matches and the team with the largest number of wins is declared to be the champion. The total number of games needed for the best team to win the championship with high certainty, T, grows as the cube of the number of teams, N, i.e., T ~ N^3. Researchers in clinical science and bioinformatics frequently aim to learn which of a set of candidate biomarkers is important in determining a given outcome, and to rank the contributions of the candidates accordingly. This article introduces a new approach to research questions of this type, based on targeted maximum likelihood estimation of variable importance measures. The methodology is illustrated using an example drawn from the treatment of HIV infection. Specifically, given a list of candidate mutations in the protease enzyme of HIV, we aim to discover mutations that reduce clinical virologic response to antiretroviral regimens containing the protease inhibitor lopinavir. …

A novel technique has been developed to build vessels for liquid xenon ionization detectors entirely out of an ultra-clean fluoropolymer. One such detector was operated inside a welded, He leak tight, all-fluoropolymer chamber. The measured energy resolution for 570 keV gamma rays is σ/E=5.1% at a drift field of 1.5 kV/cm, in line with the best values obtained for ionization only detectors run in LXe using conventional, metal vessels.

Crosses between laboratory strains of mice provide a powerful way of detecting quantitative trait loci for complex traits related to human disease. Hundreds of these loci have been detected, but only a small number of the underlying causative genes have been identified. The main difficulty is the extensive linkage disequilibrium (LD) in intercross progeny and the slow process of fine-scale mapping by traditional methods. Recently, new approaches have been introduced, such as association studies with inbred lines and multigenerational crosses. Spectral decomposition, by which a time series is transformed from the 1D time/amplitude domain to the 2D time/spectrum domain, has become a popular and useful tool in seismic exploration for hydrocarbons. The windowed, or short-time Fourier transform (STFT) was one early approach to computing the time-frequency (t-f) distribution. This method relies on the user selecting a fixed time window, then computing the Fourier spectrum within the time window while sliding the window along the length of the trace. Cyclopropanation of [2-(alkenyl)pentenediyl]Fe(CO)3 complexes (4) proceeds in a diastereoselective fashion to afford [2-(cyclopropyl)pentenediyl]Fe(CO)3. The relative stereochemistry of the products was established by X-ray crystallography. The diastereoselectivity is rationalized on approach of the cyclopropanation reagent on the sterically more exposed face of 4. Oxidatively induced reductive elimination afforded stereodefined bi(cyclopropyl)s.

Yucca Mountain has been proposed by the U.S. Department of Energy as the nation’s long-term, permanent geologic repository for spent nuclear fuel or high-level radioactive waste. The potential repository would be located in Yucca Mountain’s unsaturated zone (UZ), which acts as a critical natural barrier delaying arrival of radionuclides to the water table. Since radionuclide transport in groundwater can pose serious threats to human health and the environment, it is important to understand how much and how fast water and radionuclides travel through the UZ to groundwater. Metal coordination is used to alter the oligomerization state of a designed peptide structure. The 30-residue polypeptide AQ-Pal21 4Pal21 contains two metal-binding 4-pyridylalanine (Pal) residues on its solvent-exposed surface and exists as a very stable two-stranded a-helical coiled-coil. Upon the addition of Pt(en)(NO3)(2), a significant conformational change to a metal-bridged, four-helix bundle is seen.

[1] Simulations from eleven coupled chemistry-climate models (CCMs) employing nearly identical forcings have been used to project the evolution of stratospheric ozone throughout the 21st century. The model-to-model agreement in projected temperature trends is good, and all CCMs predict continued, global mean cooling of the stratosphere over the next 5 decades, increasing from around 0.25 K/decade at 50 hPa to around 1 K/decade at 1 hPa under the Intergovernmental Panel on Climate Change (IPCC) Special Report on Emissions Scenarios (SRES) A1B scenario. Grading is one of the least liked, least understood and least considered aspects of teaching. After years of work, we have developed a grading system that is quite different from traditional and reformed approaches to grading and which meaningfully incorporates and integrates the collection of evidence, the evaluation of evidence, and the reporting of judgments about that evidence. We study the three-body problem in one dimension for both zero- and finite-range interactions using the adiabatic hyperspherical approach. Particular emphasis is placed on the threshold laws for recombination, which are derived for all combinations of the parity and exchange symmetries. For bosons, we provide a numerical demonstration of several universal features that appear in the three-body system, and discuss how certain universal features in three dimensions are different in one dimension. We show that the probability for inelastic processes vanishes as the range of the pairwise interaction is taken to zero and demonstrate numerically that the recombination threshold law …

In the 1940s the brown treesnake (Boiga irregularis) was accidentally transported to Guam and became established. Brown treesnakes have caused and continue to cause major problems for the ecology, economy, and quality of life on Guam. As Guam’s snake densities increased in the late 1970s, extralimital encounters began to be reported on islands with transportation links to Guam. In 1993, a major effort was initiated to reduce the potential for brown treesnakes to accidentally enter Guam’s transportation system. In this paper a new result on the existence and uniqueness of the adapted solution to a backward stochastic evolution equation in Hilbert spaces under non Lipschitz condition is established. The applicability of this result is then illustrated in a discussion of some concrete backward stochastic partial differential equation. Furthermore, stochastic maximum principle for optimal control problems of stochastic systems governed by backward stochastic evolution equations in Hilbert spaces is obtained.

Florida has a mild climate, diverse natural habitats, and a growing, mobile human population. Florida also hosts thousands of species of introduced plants, fish, and wildlife. A recent compilation lists 196 non-native bird species, comprising 15 orders, which have occurred in Florida. The list includes 72 species of parrots and parakeets (psittaciformes), 51 passerines, and 22 species of waterfowl (anseriformes). First sightings of newly introduced bird species in Florida increased rapidly through the 1980s, but numbers of new species detected appear to have subsided since then. New Zealand is an archipelago with many islands of conservation significance, none of which has the full suite of invasive vertebrate pests found on mainland New Zealand. Managing invasive species on New Zealand islands involves prevention of pests establishing and controlling or extirpating those already there. Prevention measures, referred to as island biosecurity, focuses on the three major pathways for pests to arrive: deliberate release, accidental release and swimming. The management of the invasive feral pig (Sus scrofa) has been the subject of intense study in recent years. Feral pigs are also susceptible to diseases (e.g., brucellosis, pseudorabies) that can be transmitted to livestock, humans, and wildlife. Feral pigs clearly represent a threat to the sustainability of multiple agriculture products. Population reduction (trapping or shooting) is the best current alternative for controlling pig damage. However, reduction is crude and inefficient in terms of manpower and resources because pigs from neighboring areas quickly recolonize managed areas. The introduction of rodents on an island as a new predator usually interferes with natural island biodiversity, particularly on islands without any native mammalian predators. Many Alaskan islands, and most islands in the Aleutian Island region of the Alaska Maritime National Wildlife Refuge (AMNWR), are free of mammalian predators and are vulnerable to invasion by rodents. Rat introduction to islands can put ground-nesting birds, such as seabirds and endemic landbirds, at risk of extirpation. The refuge is also concerned about additional introductions of house mice. A thriving population of Gambian giant pouched rats became established on Grassy Key, a 550-ha island in Florida, following escape(s) from an exotic pet breeder. After existence of the population was verified, computer models indicated that Gambian giant pouched rats could successfully invade a large portion of North America if they reached the mainland. This largest of rat species is highly prolific, and its dispersal to the mainland could result in substantial negative impacts to agriculture, environment, and wildlife. Managing Vertebrate Invasive Species

Major introductions of roof rats (Rattus rattus) likely occurred in the ports of East Africa during the Third Plague Pandemic in the late 1800’s. Transport via trains, boats, and trucking likely introduced this species to inland areas of East Africa, ultimately including Northwest Uganda. Historic plague outbreaks occurred during the early part of the 20th century and continue to cause a human disease burden in the West Nile region of NW Uganda via the bubonic, septicemic, and pneumonic forms. The effects of invasive vertebrate species on agriculture, human health and safety, and the environment are a growing concern around the world. The number of incidents of invasive species causing harm continues to climb with increased worldwide travel and transportation of goods. The focus for many decades was on invasive pathogens, plants, and invertebrates because they can greatly affect human and animal health and food supplies.
