A computer network serves distributed applications by communicating messages between their remote ends. Many such applications desire minimal delay for their messages. Beside this efficiency objective, allocation of the network capacity is also subject to the fairness constraint of not shutting off communication for any individual message. Processor Sharing (PS) is a de facto standard of fairness but provides significantly higher average delay than Shortest Remaining Processing Time (SRPT), which is an optimally efficient but unfair algorithm. In this paper, we explore efficient fair algorithms for message communication where fairness means that no message is delivered later than under PS. …

This study examines cultural differences between the United States and the Arab world regarding low/high context, collectivism/individualism, time orientation and man's relationship with nature in print advertising. Study reveals that the main differences between the United States and the Arab world include cultural values that are embedded in religious values and beliefs.

This study examines cultural values as reflected in U.S. And the Arab world television advertising. A total of 866 television commercials from Egypt, Kuwait, Lebanon, Saudi Arabia, United Arab Emirates and the United States were analyzed. Contrary to the common notion that the U.S. culture and the Arabic culture are vastly different, we found many similarities between the two cultures regarding TV advertising content and appeal. The findings contribute to the debate of standardization versus adaptation of international advertising.

There are many good articles on various forecasting models. There is consensus that no single diffusion model is best for every situation. Experts in the field have asked for studies to provide empirical-based guidelines for recommending when various models should be used. The shoaling rate in Blind Pass entrance channel approximately equals the net southward longshore sediment transport rate. Most of the shoaling occurs along the northern side of the channel. Flow measurements and numerical modeling reveal that the ebb current is approximately twice as strong in the thalweg along the south side as compared to the rest of the channel. In contrast, the flood current is mainly uniform across the inlet and is stronger than the ebb flow over the northern portion. This flow-velocity distribution induced by a nearly 90-deg bend of the channel contributes to the shoaling pattern. Two years …

De minimis cutoffs are a familiar feature of risk regulation. This includes the quantitative individual risk thresholds for fatality risks employed in many contexts by EPA, FDA, and other agencies, such as the 1-in-1 million lifetime cancer risk cutoff; extreme event cutoffs for addressing natural hazards, such as the 100 - year - flood or 475 - year - earthquake; de minimis failure probabilities for built structures; the exclusion of low - probability causal models; and other policymaking criteria. Kinematics Of The Nicaraguan Forearc From Gps Geodesy, Henry L. Turner, Peter Lafemina, Armando Saballos, Glen S. Mattioli, Pamela E. Jansma, Timothy H. Dixon

Campaign GPS data from a network in the Nicaraguan forearc show a strong component of arc-parallel motion indicating northwest translation of a nearly rigid forearc sliver. Our measured mean velocity for forearc sites of 15.1 mm yr−1 agrees well with the arc-parallel sliver motion predicted previously by DeMets (2001) derived from closure constraints on oblique convergence between the Cocos and Caribbean plates. The lack of a northeasterly oriented arc-normal component of motion in forearc velocities indicates that there are complexities involved beyond a simple interpretation of sliver motion being driven by oblique convergence. Motions of three hundred and sixty Global Positioning System (GPS) sites in Canada and the United States yield a detailed image of the vertical and horizontal velocity fields within the nominally stable interior of the North American plate. By far the strongest signal is the effect of glacial isostatic adjustment (GIA) due to ice mass unloading during deglaciation. Vertical velocities show present-day uplift (∼10 mm/yr) near Hudson Bay, the site of thickest ice at the last glacial maximum. The uplift rates generally decrease with distance from Hudson Bay and change to subsidence (1–2 mm/yr) south of the Great Lakes. The …

This dataset includes geologic stuctural contours of varying datums across Kentucky in shapefile format. These structural contours are compiled from structural contour layers published as a part of the individual Digitally Vectorized Geologic Quadrangles (DVGQ) datasets (by the Kentucky Geologic Survey: https://kgs.uky.edu/kygeode/services/pubs/?pubtype=DVGQ&searchtype=pubcategory). The original structural contours were mapped on the 7.5-minute (1:24,000 scale) series geologic maps published during the Kentucky geologic mapping program (Kentucky Geological Survey - U.S. Geological Survey from 1960 to 1989: https://kgs.uky.edu/kygeode/services/pubs/?pubtype=GQ&searchtype=pubcategory). Jonas Kamlet, Ph.D., as a chemist, inventor, and a significant entrepreneur who founded Kamlet Laboratories in New York City that became the model of a successful consulting firm. Among his hundreds of patents and inventions were a tablet that could be used to measure glucose in urine, a treated strip that could detect pregnancy, a fodder for ruminants that used newsprint, and biuret (a self-condensation product of urea) that could be used as a non-protein component of fodder. In the general area of high-performance computing, object-oriented methods have gone largely unnoticed. In contrast, the Computational Neighborhood (CN), a framework for parallel and distributed computing with a focus on cluster computing, was designed from ground up to be object-oriented. This paper describes how we have successfully used UML in the following model-driven, generative approach to job/task composition in CN. We model CN jobs using activity diagrams in any modeling tool with support for XMI, an XML-based external representation of UML models. In this paper a variational study of a tunnelling exciton (Frenkel exciton) coupled to an arbitrary number of phonon modes is presented. The results of our model are presented both for weak non-adiabatic cases and for strong cases; and we come to the conclusion that the tunnelling reduction factor, the ground state energy of the tunnelling exciton-phonons system, and the mean number of ground state phonons, as the functions of the exciton-phonons coupling strength, are continuous, a condition that does not apply in cases of the tunnelling exciton-phonons models presented in the previous studies. Superfluids are characterized by absence of viscosity. When superfluids are rotated, differently from normal fluids, they form more than one vortex in the containers where they are placed. The number of vortices change as the rotation velocity changes, but this change is not linear. M.W. Zwierlein et al. observed the vortices in experiments, observing up to a number of 80. Experiments also showed that the vortex distributions cannot include large spaces. By employing the method of electrostatic potential expansion, the interface optical (IO) and surface optical (SO) phonon modes and the corresponding Fröhlich-like electron-phonon-interaction Hamiltonian in a Q1D wurtzite cylindrical quantum well wire (QWW) embedded in nonpolar dielectric matrix are derived and studied based on the dielectric continuum model and Loudon's uniaxial crystal model. Numerical calculations for a wurtzite GaN/AlN QWW are mainly focused on the size- and dielectric-dependent IO and SO phonon spectra and electron-IO (SO)phonons coupling functions. Results reveal that, in general, there are two branches of IO phonon modes and one branch of SO mode in the system. …

Role Of Sn In The Density Of Defect States In A-Se_{0.75}Te_{0.25} And A-Se_{0.85}Te_{0.15}Thin Films, N. Sharma, Santosh Kumar

In this paper we report the effect of Sn incorporation in the density of defect states of two binary Se-Te glassy systems, comparing the properties of a-Se_{0.75}Te_{0.25}, a-Se_{0.85}Te_{0.15} and a-Se_{0.75}Te_{0.15}Sn_{0.10} glassy alloys. Properties of d.c. conductivity at high electric fields in vacuum were examined; and current-voltage (I-V) characteristics have been measured at various fixed temperatures. Ohmic behavior is observed at low electric fields; while at high electric fields (E \sim 10^4 V/cm), non-ohmic behavior is observed. An analysis of the experimental data confirms the presence of space charge limited conduction (SCLC) in the studied glassy materials. Density of defect states …

Nanostructured thin films have attracted the attention of an increasing number of researchers from several disciplines during the last ten years, due to their outstanding electronic and optical properties and extensively useful applications in various optoelectronic devices. PbS thin films were deposited onto glass substrate by the method of chemical bath deposition (CBD) at 330 K temperature. The structure and surface morphology of the films were characterized by X-ray diffraction and scanning electron microscopy. I present evaluated values of resonance parameters and resonance integral for natural tungsten on the basis of experimental transmissions data obtained at the Pohang Neutron Facility (PNF), Republic of Korea. Resonance parameters were obtained by using the Bayesian code SAMMY. The output values of SAMMY were used to evaluate the resonance integral for the capture cross-section.

The paper presents a new analytical method for extracting the diode ideality factor of a p-n junction device using Lambert W-function model and the dark current-voltage data. The extracted values are found to be in good agreement with those calculated experimentally from dark current-voltage characteristics.

Constraints On The Origin Of The Balıkesir Thermal Waters (Turkey) From Stable Isotope (\Delta^{18}O, \Deltad, \Delta^{13}C, \Delta^{34}S) And Major-Trace Element Compositions, Hali̇m Mutlu

Turkish Journal of Earth Sciences

The Balıkesir thermal waters in northwestern Turkey have discharge temperatures in the range of 31.8-98.5 ºC, near neutral pH values of 6.40 to 8.40 and TDS contents between 327 and 2578 mg/l. Samples display variable chemical compositions changing from high-temperature Na_2SO_4-NaHCO_3 waters to warmer CaHCO_3 waters. Trace element concentrations of the waters show significant variation. Comparison between the concentrations of alkaline earth metals in waters and carbonate deposits reveals mobile behavior for Mg and Ba. The ratio of strontium to calcium concentrations in solid and liquid phases was found to be almost the same. Li/Cs and B/Cl ratios of waters …

The Virginia Game Fish Tagging Program (VGFTP), initiated in 1995, coordinates tagging and a tag-recapture fish database generated through contributed efforts of a dedicated corps of trained marine anglers. Through 2006, the program’s database includes over 103,000 tagged fish records of tag-released fish and approximately over 10,300 recapture records (Table 4).

We define the Sheffer group of all Sheffer-type polynomials and prove the isomorphism between the Sheffer group and the Riordan group. An equivalence of the Riordan array pair and generalized Stirling number pair is also presented. Finally, we discuss a higher dimensional extension of Riordan array pairs.
