The Massachusetts Ocean Partnership (MOP) Planning Frameworks Team, in consultation with the Massachusetts Executive Office of Energy and Environmental Affairs (EEA), and based on collective experience and a review of ocean, coastal and resource management programs from the US and other countries, suggests that nine elements are essential components of the framework for the Massachusetts Ocean Plan and its implementation. While management plans and programs generally have these elements in common, there are a range of options for carrying out each program component. In many situations the diagnostic decision is not limited to a binary choice. Binary statistical tools such as receiver operating characteristic (ROC) curve and area under the ROC curve (AUC) need to be expanded to address three-category classification problem. Previous authors have suggest various ways to model the extension of AUC but not the ROC surface. Only simple parametric approaches are proposed for modeling the ROC measure under the assumption that test results all follow normal distributions. For many medical conditions several treatment options may be available for treating patients. We consider evaluating markers based on a simple treatment selection policy that incorporates information on the patient's marker value exceeding a threshold. For example, colon cancer patients may be treated by surgery alone or surgery plus chemotherapy. The c-myc gene expression level may be used as a biomarker for treatment selection. Although traditional regression methods may assess the effect of the marker and treatment on outcomes, it is appealing to quantify more directly the potential impact on the population of using the marker to select treatment. A concise method for the synthesis of several tetrahydroisoquinocarbazole derivatives is reported, where the core is prepared in six steps from tryptophol in 51% overall yield. The pentacyclic analogs are constructed via a dipolar C-2 alkylation of a 3-substituted indole with a 2-alkoxycyclopropanoate ester and a SmBr(2)-HMPA mediated ketyl-alkene ring closure.

The ability to identify special nuclear material is one of the necessary prevention mechanisms for preventing proliferation of special nuclear materials. Additionally, if a nuclear event were to occur, information about the nuclear material used may be extracted from gamma spectra, provided it is obtained quickly and accurately. This can be made possible with the use of the exceptional resolution of the HPGe detector. This experiment applied the Advanced Synthetically Enhanced Detector Resolution Algorithm (ASEDRA) to a portable HPGe detector's spectra, to investigate whether improvements in specificity and sensitivity can be obtained. Terrorists tend to coordinate multiple raids which, combined with diversionary attacks are designed to divert the attention of the security forces, causing them to take a longer time to respond. This in turn enables the terrorists to cause more casualties at their primary target. It is important to efficiently reallocate the available security forces to meet these terrorist attacks, especially when the available resources are limited. We report an approach to the design of reactive polymer films that can be functionalized post-fabrication to either prevent or promote the attachment and growth of cells. Our approach is based on the reactive layer-bylayer assembly of covalently crosslinked thin films using a synthetic polyamine and a polymer containing reactive azlactone functionality. Our results demonstrate (i) that the residual azlactone functionality in these films can be exploited to immobilize amine-functionalized chemical motifs similar to those that promote or prevent cell and protein adhesion when assembled as self-assembled monolayers on gold-coated surfaces and (ii) that the immobilization of these motifs changes …

Red tides pose a significant economic and environmental threat in the Gulf of Mexico. Detecting red tide is important for understanding this phenomenon. In this thesis, machine learning approaches based on Random Forests, Support Vector Machines and K-Nearest Neighbors have been evaluated for red tide detection from MODIS satellite images. Detection results using machine learning algorithms were compared to ship collected ground truth red tide data. This work has three major contributions. We have searched for gravitational waves from coalescing low mass compact binary systems with a total mass between 2M and 35 and a minimum component mass of 1M using data from the first year of the fifth science run of the three LIGO detectors, operating at design sensitivity. Depending on the mass, we are sensitive to coalescences as far as 150Mpc from the Earth. No gravitational-wave signals were observed above the expected background. Assuming a population of compact binary objects with a Gaussian mass distribution representing binary neutron star systems, black hole-neutron star binary systems, and binary black hole systems, …

[1] In the interest of quantitatively assessing the capabilities of coronal MHD models, we have developed a metric that compares the structures of the white light corona observed with SOHO LASCO C2 to model predictions. The MAS model is compared to C2 observations from two Carrington rotations during solar cycle 23, CR1913 and CR1984, which were near the minimum and maximum of solar activity, respectively, for three radial heights, 2.5 R⊙, 3.0 R⊙, and 4.5 R⊙. Sacred lotus (Nelumbo nucifera) regulates temperature in its floral chamber to 32°C to 35°C across ambient temperatures of 8°C to 40°C with heating achieved through high alternative pathway fluxes. In most alternative oxidase (AOX) isoforms, two cysteine residues, Cys1 and Cys2, are highly conserved and play a role in posttranslational regulation of AOX. Further control occurs via interaction of reduced Cys1 with α-keto acids, such as pyruvate. Here, we report on the in vitro regulation of AOX isolated from thermogenic receptacle tissues of sacred lotus. AOX protein was mostly present in the reduced form, …

We study the impact of disorder on the properties of surface plasmons (SP) in metal nanoparticle arrays and develop analytical expressions enabling us to ascertain the degree of localization and mixing between the SP states. We show that it might be advantageous to intentionally introduce a certain degree of disorder in order to engineer the improved sensors and detectors.

The effect of pore fluids on seismic wave attenuation in carbonate rocks is important for interpreting remote sensing observations of carbonate reservoirs undergoing enhanced oil recovery. Here we measure the elastic moduli and attenuation in the laboratory for five carbonate samples with 20% to 30% porosity and permeability between 0.03 and 58.1 mdarcy. Contrary to most observations in sandstones, bulk compressibility losses dominate over shear wave losses for dry samples and samples fully saturated with either liquid butane or brine. This observation holds for four out of five samples at seismic (10–1000 Hz) and ultrasonic frequencies (0.8 MHz) and reservoir …
