Increased availability of low-cost water level sensors communicating through the Internet of Things (IoT) has expanded the horizons of publicly-ingestible data streams available to modern smart cities. StormSense is an IoT-enabled inundation forecasting research initiative and an active participant in the Global City Teams Challenge seeking to enhance flood preparedness in the smart cities of Hampton Roads, VA for flooding resulting from storm surge, rain, and tides. The aim of this thesis is to advance the theory behind quantum information processing tasks, by deriving fundamental limits on bipartite quantum interactions and dynamics. A bipartite quantum interaction corresponds to an underlying Hamiltonian that governs the physical transformation of a two-body open quantum system. Under such an interaction, the physical transformation of a bipartite quantum system is considered in the presence of a bath, which may be inaccessible to an observer. The goal is to determine entangling abilities of such arbitrary bipartite quantum interactions. Doing so provides fundamental limitations on information processing tasks, including entanglement distillation and secret key …

The set of equations known today as Maxwell's equations along with a few constitutive equations lie at the heart of classical electromagnetism. A common misconception held by many is that Maxwell's equations are essential, and that classical electromagnetic theory is settled science and is no longer an active field of investigations. We will review the four Maxwell's equations and related equations, their supporting experimental evidence, the field concept, and the Lorentz and Ritz force laws. Cosmological observations are used to test for imprints of an ultralight axionlike field (ULA), with a range of potentials V(ϕ)∝[1−cos(ϕ/f)]ⁿ set by the axion-field value ϕ and decay constant f. Scalar field dynamics dictate that the field is initially frozen and then begins to oscillate around its minimum when the Hubble parameter drops below some critical value. For n=1, once dynamical, the axion energy density dilutes as matter; for n=2 it dilutes as radiation and for n=3 it dilutes faster than radiation. The interaction of atoms and molecules with strong laser pulses is of fundamental interest in physics and chemistry. Notably, the process known as high-order harmonic generation (HHG) refers to the production of extreme-ultraviolet (XUV) light, which occurs when an ensemble of atoms or molecules is subjected to a strong infrared laser field. Characterized by an attosecond time scale (1 as = 10-18 s), the HHG process provides the capability for experimental measurements to capture the ultrafast motion of electrons in these target atoms and molecules. An equiangular tight frame (ETF) is a type of optimal packing of lines in Euclidean space. A regular simplex is a special type of ETF in which the number of vectors is one more than the dimension of the space they span. In this paper, we consider ETFs that contain a regular simplex, that is, have the property that a subset of its vectors forms a regular simplex. As we explain, such ETFs are characterized as those that achieve equality in a certain well-known bound from the theory of compressed sensing. We then consider the so-called binder of such an …

As society continues to emit greenhouse gases, the likelihood of dangerous climate change occurring increases. Indeed, most analyses project that we must utilize negative emission technologies (“NETs”) to avoid dangerous warming. Even the Paris Agreement anticipates the implementation of such carbon dioxide (“CO2”) removal technologies. Unfortunately, NETs are not ready for large-scale deployment. In many instances, their technologies remain uncertain; in others, their ability to operate at the scale required is unknown. Other uncertainties, including their costs, effectiveness, and environmental impacts have yet to be determined.

Major issues and complexities arise when one is looking at the international puzzle that is Antarctica. Despite being uninhabited year round and lacking substantial long-term international law rules for sovereignty, states still try to claim their sovereignty over various parts of Antarctica. Over the last several decades, efforts to regulate the environment through traditional public law at national and international levels have stalled. In contrast, private environmental governance has flourished as nongovernmental entities have engaged in standard setting and assessment practices traditionally left to public government. This Article observes that while private governance of producers’ environmental product claims has grown tremendously in recent years, the vast majority of the governance originates in the global North and thrusts the global North’s economic and environmental agenda into the global South. Extraction of oil and gas from unconventional resources, recently enabled by technological innovations, revolutionized national and global markets. However, exploration and production still proceed under legacy regulations, mostly promulgated at the state level. The mismatch of modern production realities and historic regulatory structures creates opportunities for reducing conflicts that diminish economic value. This Article identifies regulations that originated under conventional extraction, and often enhance productivity in that setting, but create waste when applied to unconventional resources. The National Environmental Policy Act (“NEPA”) was an important environmental law for several decades before climate change became an issue of concern. In the 1990s, efforts began to include in NEPA’s environmental assessments and environmental impact statements both the impact of federal government actions on climate change and the impact of climate change on proposed federal actions. These efforts were encouraged by the Council on Environmental Quality (“CEQ”). However, implementation at the agency level has since been uneven. It may seem surprising to see such concern over groundwater usage in a state like Wisconsin. While known for its dairy and cheese production, Wisconsin is first in the nation for producing snap beans and cranberries. Agriculture contributes $88.3 billion annually to Wisconsin’s economy alone. In addition to bordering two of the Great Lakes, Lake Michigan and Lake Superior, Wisconsin boasts that it is home to about 15,000 lakes. The rapid retreat of the Baltic Ice Stream and the development of the Baltic Ice Lake is assessed using data from sediment cores retrieved from three sub-basins in the southern Baltic Sea. Hydraulic piston coring by the International Ocean Discovery Program (IODP) recovered for the first time intact glacial lake sequences overlying diamictons and other ice-contact deposits at Sites M0063, M0064 and M0065. Based on the particle size and bulk sediment chemical composition the glacial lake sediments were subdivided into a proximal and a distal varve sequence. On 17 August 2017, the LIGO and Virgo observatories made the first direct detection of gravitational waves from the coalescence of a neutron star binary system. The detection of this gravitational-wave signal, GW170817, offers a novel opportunity to directly probe the properties of matter at the extreme conditions found in the interior of these stars. The initial, minimal-assumption analysis of the LIGO and Virgo data placed constraints on the tidal effects of the coalescing bodies, which were then translated to constraints on neutron star radii. Infrastructure as a service (IaaS) is an enormously beneficial model for centralized data computation and storage. Yet, existing network-layer and hardware-layer security protections do not address a broad category of vulnerabilities known as side-channel attacks. Over the past several years, numerous techniques have been proposed at all layers of the software/hardware stack to prevent the inadvertent leakage of sensitive data. This report discusses a new technique which integrates seamlessly with C++ programs. We introduce a library, libOblivious, which provides thin wrappers around existing C++ standard template library classes, endowing them with the property of memory-trace obliviousness.

The axioms ZFC of first order set theory are one of the best and most widely accepted, if not perfect, foundations used in mathematics. Just as the axioms of first order Peano Arithmetic, ZFC axioms form a recursively enumerable list of axioms, and are, then, subject to Gödel’s Incompleteness Theorems. Hence, if they are assumed to be consistent, they are necessarily incomplete. This can be witnessed by various concrete statements, including the celebrated Continuum Hypothesis CH. The independence results about the infinite cardinals are so abundant that it often appears that ZFC can basically prove very little about such cardinals. …

Subtidal flows driven by density gradients affect the tide‐averaged sediment transport in estuaries and, therefore, can influence their long‐term morphodynamic evolution. The three‐dimensional Coupled Ocean‐Atmosphere‐Wave‐Sediment Transport modeling system is applied to numerically analyze the effects of baroclinicity and Earth's rotation on the long‐term morphodynamic evolution of idealized funnel‐shaped estuaries. The morphodynamic evolution in all the analyzed cases reproduced structures identified in many tide‐dominated estuaries: a meandering region in the fluvial‐tidal transition zone, a tidal maximum area close to the head, and a turbidity maxima region in the brackish zone. Using algebraic methods, and motivated by the one variable case, we study a multipoint interpolation problem in the setting of several complex variables. The duality realized by the residue generator associated with an underlying Gorenstein algebra, using the Lagrange interpolation polynomial, plays a key role in the arguments.

Gentrification is a growing concern in many urban areas, due to the potential for displacement of lower-income and other vulnerable populations. This process can be accelerated when neighborhood “greening” projects are undertaken via governmental or private investor efforts, resulting in a phenomenon termed environmental or “green” gentrification. Vacant land in lower-income areas is often improved by the existing community through the creation of community gardens, but this contributes to these greening efforts and paradoxically may spur gentrification and subsequent displacement of the gardens’ stewards and neighbors. “Is proximity to community gardens in less affluent neighborhoods associated with an increased likelihood …

Planimetric change was measured on daily hydrographs over two meltwater seasons using time-lapse images of the proglacial, gravel, braided, Sunwapta River, Canada. Significant planimetric change occurred on 10-15 days per year. Area of planimetric change correlated with peak and total daily meltwater hydrograph discharge. A clear threshold discharge can be identified below which no planform activity occurs, an intermediate range over which change occurs conditionally, and a peak flow range at which significant change always occurs. We present the first nonperturbatively renormalized determination of the glue momentum fraction ⟨x⟩g in the nucleon, based on lattice-QCD simulations at the physical pion mass using the cluster-decomposition error reduction technique. We provide the first practical strategy to renormalize the gauge energy-momentum tensor nonperturbatively in the regularization-independent momentum-subtraction (RI/MOM) scheme and convert the results to the MS¯ scheme with one-loop matching. The simulation results show that the cluster-decomposition error reduction technique can reduce the statistical uncertainty of its renormalization constant by a factor of O(300) in calculations using a typical state-of-the-art lattice volume, and the nonperturbatively …

Combustion of biomass, garbage, and fossil fuels in South Asia has led to poor air quality in the region and has uncertain climate forcing impacts. Online measurements of submicron aerosol (PM1) emissions were conducted as part of the Nepal Ambient Monitoring and Source Testing Experiment (NAMaSTE) to investigate and report emission factors (EFs) and vacuum aerodynamic diameter (dva) size distributions from prevalent but poorly characterized combustion sources. The online aerosol instrumentation included a qmini aerosol mass spectrometer (mAMS) and a dual-spot eight-channel aethalometer (AE33). Our previous work presented the Evolving Intentions framework, which specified how evolving qualitative goal models can be modeled and analyzed. Recent improvements to the framework allow for precise semantics of goal relationships with propagation of both evidence for and evidence against a goal's satisfaction (as in Tropos), and enables evaluation of evolution with absolute time (in addition to relative time). The reasoning is expressed as a constraint satisfaction problem. In this paper, we present BloomingLeaf, a new web-based tool that implements the new semantics. We showcase how the implementation and architecture of BloomingLeaf can be used to answer time-based questions.

Gentrification is a growing concern in many urban areas, due to the potential for displacement of lower-income and other vulnerable populations. This process can be accelerated when neighborhood “greening” projects are undertaken via governmental or private investor efforts, resulting in a phenomenon termed environmental or “green” gentrification.
