The Penobscot language has been obsolescent for over twenty-five years or more. A rather large body of rnaterial has been gathered at irregular periods, but the labor and cost of assemblage, organization, and presentation have been awesome. A recent grant through the Penobscot Nation to Frank Siebert from the U.S. National Endowment for the Humanities is duly acknowledged to provide the funds to complete the task and to furnish the required secretarial aid.

Management of marine fisheries by "limited entry legislation" promises not only to protect the breeding stock and increase catches,but also to improve economic efficiency and increase returns to fishermen. It will also undoubtedly disrupt existing social and economic relationships. While no limited entry legislation is in effect in New England, fishermen know about the limited entry management option and have strong opinions that are certain to influence politicial support. Some of the 190 Maine and New Hampshire fishermen interviewed favor or oppose such legislation because their own "economic selfinterest" would be positively or negatively affected. Dominance interactions among individuals undoubtedly have both a biological basis and evolutionary significance. Literature on these topics has been copiously cited elsewhere in this book and will not be repeated here. Sex differences in behaviors which separately and together culminate in the ability of an individual to win agonistic encounters are also documented both for human and nonhuman primates. Less attention has been paid, however, to the process by which sex differences in the propensity to behave in a given way interact with socialization experiences of children to produce the familiar usual pattern of male dominance. Yesner's paper reiterates a major concern of the symposium "Man the Hunter" (Lee and DeVore 1968a)-the need to develop generalizations which accommodate the behavioral variability exhibited by hunter-gatherers, past and present. Much of the literature, Yesner reemphasizes, fails to deal adequately with groups characterized by "atypical" variations in energy flow, technological complexity, population density, sociopolitical organization, and so forth. He focuses on a subset of foragers and collectors (Binford 1980) that appears to be among the most aberrant- "maritime" hunter-gatherers.

In recent years, Congress has passed a number of laws that direct various government agencies to safeguard animal welfare. Our own agency has been involved principally in enforcing the Animal Welfare Act and the Horse Protection Act, and therefore we will limit this discussion to these two laws.

The Animal Welfare Act was passed in 1966 and amended in 1970 and 1976. The Act uses a system of licensing and registration to regulate a number of nonfarm businesses and organizations. During the Age of Environmental Awareness, which dawned in the late 1960's, Americans turned to using wild animals more benignly (or in ways harmless both to individuals and populations) and less exploitatively. The evidence includes: new federal legislation reflecting a public shift toward benign uses, growth of interest in 'nongame' wildlife, growth of interest in wildlife watching (rate of increase in number of camera safaris estimated at 32% per annum in 7 recent years), growth in membership of animal-interest organizations (rate of increase estimated at 7.7% per annum in 15 recent years), and growth of interest in animal rights. On June 9, 1980, archaeologists from the Center for Archaeological Research, The University of Texas at San Antonio, investigated a reported discovery of human bones where construction is underway at the Victoria Regional Wastewater Treatment Plant, Victoria, Texas.

The Center was informed of the discovery by David Welsh of the Guadalupe-Blanco River Authority, who requested that an investigation be made by qualified persons to assess the bone material and immediate surrounding for the purpose of determining the potential importance of the cultural resource.

In May 1980, the Center for Archaeological Research, The University of Texas at San Antonio, carried out an archaeological survey of the proposed route of an eight-inch pipeline to be installed by the Tennessee Gas Pipeline Company. The pipeline will extend from the Scurlock Oil Company tank farm about one kilometer southwest of Sabine Pass to a landfall on the Gulf Coast at a point about six kilometers west of Texas Point (Fig. 1).

During September 1980, archaeological sites 41TG114, 41TG115, and 41TG116 were tested for prehistoric cultural debris to determine their size, depth, cultural affiliations, and archaeological significance. Testing was conducted by the Archaeology Section of the State Department of Highways and Public Transportation under the Procedures for the Protection of Cultural and Historic Properties (36 C.F.R., Part 800).

Testing results indicate that these sites contain very little cultural debris or intact stratigraphic deposits. Sites 41TG114 and 41TG116 appear to represent very minor surface campsites. In March 1977, excavations were conducted in front of Alamo Shrine where flagstone paving was being replaced by the City of San Antonio. The subsurface investigations sampled and described the soil stratigraphy which has accumulated through 2.5 centuries of occupation. The distinctive soil levels contained datable cultural materials which relate to some of the major events which took place from the earliest settlement of Mission San Antonio de Valero through subsequent periods of Spanish, Mexican, and Anglo-Texan occupations. Kadzban, Moore and Bruggink, Inc., Grand Rapids, Michigan, authorizing an archaeological survey of a proposed sewer system corridor around Green Lake in Leighton Township, Allegan County, Michigan, a team of archaeologists from the Department of Anthropology, Western Michigan University undertook on-site assessment of the project area in order to ascertain whether the construction activities would impact cultural resources. This project was undertaken in response to a request for an archaeological survey of the area to be impacted from Mr. Paul J. Kaiser, Van Buren County Highway Engineer. A letter to this effect was received by Dr. R. J. Smith, Chairman of the Department of Anthropology at Western Michigan University, dated May 6, 1980. A Plan of Site map was also forwarded to Dr. Smith by R. S. Scott Associates, Inc. of Alpena, Michigan.
