Learning, Preemption, And The Degree Of Rivalry, C Spatt, F Sterbenz Dec 1984

Learning, Preemption, And The Degree Of Rivalry, C Spatt, F Sterbenz

Fred P Sterbenz

We examine a model in which all firms receive common signals as to the uncertain profitability of an investment whose actual payoffs are split only among those who develop the project earliest. The benefit from preempting rivals yields an equilibrium reduction in the amount of learning and earlier development as the number of rivals increases. The set of equilibria shrinks as the number of rivals gets large, and in the limit only the competitive outcome occurs.

Fnma Mortgage Commitments As Put Options: An Empirical Examination, Thomas Berry, Adam Gehr Dec 1984

Fnma Mortgage Commitments As Put Options: An Empirical Examination, Thomas Berry, Adam Gehr

Thomas D Berry

The Federal National Mortgage Association (FNMA) auctions commitments to purchase mortgages. An examination of the terms of the commitment contract shows that these commitments are actually put options on mortgages. The contract is unusual, however, in that the price of the commitment is a fixed percentage of the value of the mortgages. In the auction, the dealers effectively bid the exercise price at which they would be willing to pay the fixed commitment price. In this paper, we study the economics of the FNMA auction. We use a two-state approximation to the American put pricing model for interest-dependent securities to …

Investigations Of The Potential Effects Of Underwater Noise From Petroleum Industry Activities On Feeding Humpback Whale Behavior, Charles Malme, Paul Miles, Peter Tyack, Christopher Clark, James Bird Dec 1984

Investigations Of The Potential Effects Of Underwater Noise From Petroleum Industry Activities On Feeding Humpback Whale Behavior, Charles Malme, Paul Miles, Peter Tyack, Christopher Clark, James Bird

James E Bird

This report presents the results of an investigation of the potential effects of underwater noise from petroleum industry activities on the behavior of feeding humpback whales (Megaptera novaeangliae). The objective of the study was to determine the nature and degree of any observed behavioral response to controlled sound exposure levels from industrial noise sources. The noise sources used were a single 100 cu. in. air gun and playback of sounds from selected petroleum industry activities. The playback sounds were obtained from tape recordings of drillship, drilling platform, production platform, semi-submersible drilling rig, and helicopter overflight noise. The work was performed …

Assessing Political Risk In Less Developed Countries, Asayehgn Desta Dec 1984

Assessing Political Risk In Less Developed Countries, Asayehgn Desta

Asayehgn Desta

Corporate investment in less developed countries can be a lucrative source of resources and earnings. But how does one minimize the risks—particularly the political risks? The current trend in risk‐assessment methodology is to use “hard data” rather than subjective analysis. But this can be a drawback because the quantitative methodologies used are often determined by the data available. Presented here is a framework for political risk assessment that does more than simply look at the numbers.

The Doctrine Of The Rule Of Law In The Twentieth Century., Noel B. Reynolds, Dennis Jensen

Noel B Reynolds

The concept of rule of law has been recognized repeatedly in twentieth century political and philosophical discussion, but with a constantly shifting meaning. In this paper we document most of the serious contributions to thought about rule of law before 1985 as a background to further work on the topic.

Some Parameters Of Behavioral Contrast And Allocation Of Interim Behavior In Rats, James Dougan, Frances Mcsweeney, Valeri Farmer Dec 1984

Some Parameters Of Behavioral Contrast And Allocation Of Interim Behavior In Rats, James Dougan, Frances Mcsweeney, Valeri Farmer

James Dougan

Two experiments examined the effects of baseline reinforcement rate and component duration on behavioral contrast and on re-allocation of interim behavior in rats. Positive behavioral contrast occurred during multiple variable-interval 10-second extinction (VI 10 EXT) after a multiple VI 10 VI 10 baseline condition, but not during multiple VI 60 EXT following multiple VI 60 VI 60 baseline. Component duration had no significant effect on contrast. These results differed from those found in studies of pigeons' key pecking. Contrast was accompanied by an increased rate of drinking in the changed component, but drinking in the constant component did not decrease. …

Variation In Herrnsein’S R0 As A Function Of Alternative Reinforcement Rate, James Dougan, Frances K. Mcsweeney Dec 1984

Variation In Herrnsein’S R0 As A Function Of Alternative Reinforcement Rate, James Dougan, Frances K. Mcsweeney

James Dougan

In a test of Herrnstein's (1970, 1974) equation for simple schedules, 15 pigeons pecked a key that produced food delivered according to variable-interval schedules. One group of birds was water deprived, and food-reinforced key pecking occurred in the presence of free water. Two other groups were not water deprived; water was present for one and absent for the other. As predicted by Herrnstein, the parameter ro was significantly higher in the water-deprived group than in the two nondeprived groups. Contrary to Herrnstein's interpretation of ro, the rate of drinking varied across schedules. Herrnstein's interpretation can be salvaged …

Capture And Ideology In American Farm Policy, Peter Navarro Nov 1984

Capture And Ideology In American Farm Policy, Peter Navarro

PETER NAVARRO

This paper applies a synthesis of the private interest "capture" and public interest ideological models of public policy to explain the formulation of agricultural incomes policies as embodied in the Agricultural and Food Act of 1981. An econometric analysis of the Senate voting pattern indicates that both narrow private interest motives and broad, altruistic ideological motives help to explain farm policy; the latter variable appears to show more explanatory power.
