Purpose: To identify gender differences in prehospital delay time (PDT) and its associated factors among acute coronary syndrome (ACS) patients. Design: Descriptive cross-sectional comparative study. Methods: This study was conducted among 249 ACS patients at two tertiary care hospitals of a large metropolitan city of Pakistan. Data were collected through the modified Response to Symptoms Questionnaire. Results: The median PDT of women was found to be 7 hours, compared to 3.5 hours among men (p = .001). The purpose of the present policy brief is to compare and contrast the organization and the activity but also the working practices and the functioning of the Tanzanian PAC with that of the Public Accounts Committees (PACs) from the East African region. The evidence presented here shows that Tanzania’s PAC is line with best practices at the global level. Specifically, the PAC is well above the regional average in terms of several organizational features, and that, most importantly is the most active PAC in the region.

Consumer Response To Cigarette Excise Tax Changes, Lesley Chiou, Erich Muehlegger

We use a rich dataset of weekly cigarette sales to examine how consumers adapt their behavior before and after excise tax increases --- whether by stockpiling or substituting between quality tiers of a product. We find that stockpiling primarily occurs for low-tier cigarettes. In the short-term, consumers shift from high- to low-tier cigarettes, presumably to maintain current consumption. However, in the long-term, tax increases are associated with substitution towards high-tier cigarettes. In the long-term, average levels of tar, nicotine, and carbon monoxide consumed per pack rises, as consumer substitute across tiers and brands, suggesting a long-term negative impact on health …

Indaga en las acciones y actitudes que adoptan las élites mexicanas hacia los actores principales de la violencia organizada criminal: los perpetradores, las víctimas, el Estado y la sociedad civil. The primary difference between social impact bonds and prior attempts to link outcomes to payments is the inclusion of investors. According to proponents, social impact bonds and the inclusion of investors can increase the extent of evidence-based policy, encourage innovation in service programming, produce costs savings to governments, and invoke government expenditures only after success is demonstrated. For governments facing revenue constraints for political or economic reasons, social impact bonds may appear to be the silver bullet for social services. Using newly collected on informal firms in 11 countries in Africa, we explore whether firm-size matters at all for the structure, conduct and performance of the firms. While firm-size is known to be an important attribute of the firms in the formal sector, it is not obvious what the relevance of firm-size is for the informal sector. Informal firms are small, many of them run alone by the owner, and have limited variation in size. Theory suggests a number of channels through which use of foreign inputs could contribute to overall economic development and firm performance. However, empirical work on the use of foreign inputs, its determinants and effects is lacking. Using firm-level data from Enterprise Surveys on developing countries, this note highlights the extent to which firms rely on foreign inputs, how the reliance varies with country and firm characteristics and the impact of foreign inputs on firm productivity. Mixed-member electoral systems became a popular choice for “electoral engineers” in the 1990s. Countries as diverse as Venezuela, Hungary, Lesotho, and Italy adopted the system. The assumption was that introducing single-member districts (SMDs) in countries that used list proportional representation electoral systems would introduce “constituency” oriented legislators who could be more easily held accountable to voters. The conservation field has articulated the importance of publishing our research to disseminate information and further the aims of conservation. Article X of AIC’s Code of Ethics states that conservators should “contribute to the evolution and growth of the profession, a field of study that encompasses the liberal arts and the natural sciences” in part by “sharing of information and experience with colleagues, adding to the profession’s written body of knowledge.” Our Guidelines for Practice state “the conservation professional should recognize the importance of published information that has undergone formal peer review,” because, as Commentary 2.1 indicates, “publication in peer-reviewed …
