Never, perhaps, in the history of local communities has the educational system been recognized openly as being interwoven with the community as it is now. In individuals' aspiration, for better lives and as a primary component of the equation of education and community, education is viewed as an avenue of promise. There can be no doubt of its universal acceptance as the key to the most fervently desired goals, security for the future and an understanding of self and others.

As we studied these programs, it became clear to us that most of these programs have some intrinsic values and that it would not be practical or advisable for us to evaluate the programs, Instead of rating programs, we selected programs that met at least one of our ten critical factors for program selection, and many of them met several. Our decisions were also based on a desire to present a variety of programs, especially those that seemed to be appropriate for program planners in Nebraska.

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

This is a monograph about new careers for individuals that society has labeled disabled. It is not, however, about disabilities. Instead, it describes how society can effectively use the unique capabilities of each individual in the work place.
The principles outlined in this monograph could apply to any individual, not just those who have mental, physical, or emotional impairments. We believe that in the future successful career development will be the same for all individuals. Career planning which meets the needs of individuals with severe disabilities is presented as an alternative to the segregated workshop model of· the past.

Throughout the nation, most individuals with severe disabilities are unemployed and reside with their parents, or they are in institutions, segregated work activity centers, or sheltered workshops. Today, many youths leave public schools and find that vocational training or employment opportunities are not available.

One part of determining the feasibility of a Housing Trust Fund in Nebraska is to estimate the resources available for such a fund. This analysis of available resources focused on four separate sources of potential funding--earnings on sales escrow deposits, earnings on mortgage escrow accounts, earnings on rental security deposits, and earnings from transfer taxes. All figures are based on prevailing practices in Nebraska, and ranges of potential funding are offered because of the use of varying rates of return (interest rates).

My purpose in this descriptive study was to view infants' readiness to learn and their performance on a simple discrete task from the perspective of Piaget's theory of infant intelligence. Such a readiness to learn has been described by Watson (1966, 1971, 1972) as contingency awareness. This study attempted to investigate the relationship between assessed Piagetian sensorimotor level and performance on a contingency awareness task. Performance measures included efficiency rate and latency to first hit on a second test session. Infant performance was viewed within the framework of sensorimotor development. Targets related to ambiguous primes were projected to the left and right visual fields in a lexical priming experiment with stimulus onset asynchronies (SOA) of 35ms and 750ms. Left hemisphere results were similar to earlier results with central projection (Simpson & Burgess, JEP:HPP, 1985). Facilitation across both SOAs for the more frequent meaning and a decrease in facilitation for the less frequent meaning at the longer SOA. In contrast, right hemisphere results indicated a decay of facilitation for the more frequent meaning at the longer SOA, while activation for the subordinate meaning increased. This study of the future labor supply and demand in the Omaha area was conducted for the Economic Development Council of the Greater Omaha Chamber of Commerce by the Center for Applied Urban Research, University of Nebraska at Omaha, with Dr. Murray Frost as the principal investigator. This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

The Center for Applied Urban Research presents this report to the Nebraska City Chamber of Commerce and Business Improvement District Board as the product of the market area analysis conducted for Nebraska City. The analysis took the form of a survey of residents in the Nebraska City market area to determine residents' shopping patterns, motives for and perceptions of shopping, and market area configuration and leakage. The survey was administered to a random-stratified sample of 500 residents living within a 45 mile radius of Nebraska City.

This study investigated life satisfaction correlates of elderly persons living in two residential centers. Based on the theoretical and empirical literature, it was hypothesized that all elderly subjects tested would report high levels of life satisfaction. In addition, it was hypothesized that factors such as health perception, developmental task resolution, locus of control, and satisfaction with one's social network would be related to life satisfaction.
Subjects were recruited from two residential centers for the elderly. The measures were administered to 42 subjects. There were 34 female subjects and 8 male subjects. The elderly subjects were interviewed individually at their place …

This study addressed the controversy surrounding the locus of the inferential process (encoding vs. retrieval) in story comprehension by adopting a developmental perspective. Second, fifth, and eighth grade children, and college undergraduates, read eight stories from which two types of inferences could be drawn. Bridging inferences are inferences critical to the comprehension of a story while forward inferences are not. Eight questions (four inference and four filler) were answered to each story, and the dependent variables of reaction time and error rate were measured. The purpose of these introductory comments is to set a framework for the examination of SID-related problems. In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.

The role of goal acceptance in goal setting theory was investigated through the application of Reiman's theory of social influence and multilevel models of goal acceptance. Subjects were 144 undergraduate students. A 2X2X2 factorial design was employed. The three factors were: (a) antecedents of compliance (reward versus no reward), (b) antecedents of internalization (high value relevance versus low value relevance), and (c) goal specificity (specified goals versus non-specified goals). Three measures of goal acceptance were differentially affected by the manipulations: (a) A measure of intention to complete was uniformly high and not affected by the manipulations. In the summer of 1984, representatives of the Council Bluffs Senior Citizens Center requested assistance from the Center for Applied Urban Research to analyze their program offerings and attendance. The request resulted in two types of assistance. First, working with volunteers and staff, two students from the University of Nebraska at Omaha compiled existing information on Senior Center usage. These efforts resulted in a computerized list of about 700 users by the types of activities in which they participated. This list is to be used when sending program information to participants. In February, 1984, the city of Seward released a request for proposal (RFP) for an electronic data processing system to automate certain city functions. The RFP was based on an information management requirements analysis undertaken in the fall of 1983. The RFP produced a response by eleven (11) data processing system vendors. These proposals ranged in price from nearly $62,000.00 to over $158,000.00 in five-year costs. Many of these proposals were incomplete.

This society's adolescent and elderly populations share many needs and characteristics. Both often have little access to meaningful social roles. For example, neither is likely to be fully integrated into the work force and, consequently, both groups tend to have high rates of unemployment (Pearl, 1978; Sheppard, 1976). Moreover, their family roles tend to be in transition. Teenagers are ·in the process of gaining independence from their parents while many older adults face changes such as the loss of a spouse or decreased family power relative to their middle-aged children.
