Privatization is one of the most significant emerging issues in public administration. Studies of the phenomenon in the area of criminal justice have concentrated on greater private sector involvement in corrections (e.g., Camp and Camp, 1984; Mullen, Chabotar and Carrow, 1984) and policing (e.g., Shearing and Stenning, 1981).

The Center for Applied Urban Research (CAUR) continued to provide research, technical assistance, and training services to state and local governments, foundations, and nonprofit organizations during fiscal year 1985. The CAUR continued to be involved in international research activity through the Omaha-Manila Applied Projects Program. Nebraska communities that received CAUR assistance include: Omaha, Lincoln, Scottsbluff, Nebraska City, Wayne, Gothenburg, Chadron, Alliance, and LaVista. State agencies served include: the Commission on Law Enforcement and Criminal Justice, the Department of Social Services, and the Department of Health. Previous research has strongly supported Locke's theory of goal-setting: given specific, difficult, accepted goals with proper feedback, individual performance w ill improve relative to others not given a goal. A possible exception to this theory might be the setting of goals that conflict or require widely different strategies for task completion. The present study employed a 2 x 2 factorial design (presence/absence of a quantity and a quality goal) to investigate the impact of conflicting goals on task performance. A Review Of Explicit And Implicit Propositions About Women As Terrorists, Ineke Haan Marshall, Vincent J. Webb, Dennis Hoffman

The purpose of this paper on women as terrorists is threefold. The first aim is to examine a portion of the existing literature in order to identify explicit and implicit propositions and hypotheses about the causal dynamics involved in female terrorism. The second is to make a critical examination of these propositions and hypotheses and to categorize the nature of prevailing explanations of women as terrorists. Finally, the policy implications of the various approaches to explaining female involvement in terrorist activities are examined.

On June 17, 1982, the Center for Applied Urban Research at the University of Nebraska at Omaha received an award of $72,212 from the W.K. Kellogg Foundation to conduct a training and technical assistance program in microcomputers and small and rural local governments. The overall purpose of this project was to enhance the management capabilities of these governments through the use of computers. The following is a brief report on the activities undertaken during the second year of the project.

On April 1, 1984 the Center for Applied Urban Research initiated a study of the requirements for automated word processing for the city of Omaha. The study involved the collection and analysis of information regarding the amount and kind of typing activities in each city department in the civic center. The purpose was to determine whether automated word processing would be feasible and practical in these departments and, if so, how many word processing work stations and printers would be required.

Research on the relationship between the role of stress and blood catecholamine levels began in the early 60's. Studies since that time have shown that both physical and psychological stressors can cause an increase in the circulating levels of catecholamines. Epinephrine and norepinephrine are the catecholamines most implicated as being affected by stress. The results have not been clear as to whether the two catecholamines respond differentially to physical and psychological stress. Epinephrine secretion appears to increase in response to anxiety while norepinephrine may be related to aggression.

Acceptability Of Treatment: The Effects Of Socioeconomic Status And Intellectual Level On Teachers' Ratings Of Interventions, Kathryn L. Welch

The study examined the effects of a child's socioeconomic status and intellectual level on classroom teachers' ratings of positive and negative interventions. Ninety urban kindergarten through sixth grade classroom teachers participated in the study. The teachers varied according to age, sex, race, number of years taught, and years of experience with low socioeconomic children, as well as grade level currently teaching. A vignette was constructed varying the socioeconomic status and intellectual level of an elementary school age boy who was displaying inattention during instructional time. Understanding the contemporary housing market or submarkets requires knowledge of the current supply of and demand for housing stock. The purpose of this study is threefold: 1) to determine the current supply of lots and platting trends, 2) to characterize the occupants of new higher value housing through the use of census data, and 3) to estimate growth and locational preference of managerial personnel through a survey of large employers.
