Current planning and development of collections in the social sciences and humanities for German-speaking Europe, the Netherlands, and Scandinavia reflect the changing needs of research, strict budgetary limits, the prevailing publishing market in those countries, and certain innovations in library automation. Librarians responsible for supporting an area study of Northern Europe may shape the trends to their advantage by careful policy planning, by informed financial choices, by the use of data bases and resource sharing, by privately-nurtured channels of acquisition and support and by a continuing self-education program that might include participation in the activities of the CES and WESS.

Presidential Popularity And Macroeconomic Performance: Are Voters Really So Naive?, Henry W. Chappell Jr.

The article focuses on the relationships between the macroeconomic performance of political administration and their popularity or vote getting ability. All of the studies that has been performed to analyze the relationships agree that votes and popularity can be explained well by models which suppose that voters judge policy makers on the basis of retrospective evaluation of past macroeconomic outcomes. While conventional popularity functions assume that voters simply punish inflation and reward output or low unemployment, voters who understand the long and short run relationships noted above would evaluate policymakers differently. An apparent paradox of the Iranian Revolution has been the tremendous participation of Iranian women in the revolution, in terms of the numbers of women who were active in demonstrations, contrasted to the subsequent setbacks in the position of women in Iran and their decreasing participation in public life. In this chapter, I argue that the great majority of women participating in the revolution did not consider their actions to be outside of traditional social, cultural and religious parameters. Variability Of Sediment Removal In A Semi-Arid Watershed, William L. Graf

Field and documentary data from Walnut Gulch Watershed, an instrumented semiarid drainage basin of approximately 150 km2 (57 mi2) in southeastern Arizona, show that 83% of the alluvium removed from the basin during a 15‐year erosion episode beginning about 1930 was excavated from the highest‐order stream. The amount of alluvium removed in the erosion episode would have been equal to a covering of about 4 cm (1.6 in) over the entire basin. The rate of sediment removal during the erosion episode was 18 times greater than the rate of present channel sediment transport. Production of sediment from slopes and channel …

Trends in higher education are toward part-time students and majors in professional fields which are associated with low library use. Research findings at San Jose State University, California and other academic libraries, demonstrate that declining library use may be a future trend. Declining use will further erode administrative support for library budgets. Libraries must become effective in identifying and meeting the information needs of new nontraditional students. User surveys establishing service priorities can be an effective tool in planning library service for future student and faculty populations.

Irrigation water supplied by federal reclamation projects has often been priced below its supply cost (Bureau of Reclamation, 1980, p. F-4). Pricing water below cost has been deliberate policy to stimulate irrigation development in the west. One effect of this underpricing is to add to the economic rents captured by federal water users.

The broadbean is one of the most important food items in Egypt and is both heavily subsidized and rationed, although the per family entitlement depends on quantities available. It is the basic staple for breakfast for most Egyptians in both rural and urban areas. The governmental policies that determine the production, marketing, and distribution of broadbeans affect consumers and producers. The government budget is also affected by the subsidy and trade policies. Thus, virtually every Egyptian is touched by policies affecting this crop and consumption commodity.

The development of water is practically synonymous with the development of the Western United States, and much of the region's wealth is tied up in the rights to utilize water. It is this relationship between water development and allocation and the creation and distribution of existing wealth that makes water policy so controversial and is the principal focus of this paper.

This article employs the concept of military professionalism and its attributes to explain the Greek praetorian regime's handling of the Cyrprus problem. Upon examining the relevant data it was found that for strategic considerations the U.S. and NATO sought to achieve a negotiated solution to the cyprus problem which would have amounted to double Enosis. It was also found that professional needs created a dependency of the Greek. military on NA TO for arms, sophisticated training, and support which let them view participation in NATO as indespensable. This presentation points to socialists’ mistaken assumptions of a malleable and perfectible human nature as an insuperable reason for the inevitable failure of socialist systems. It also points to socialist and liberal dependence on declarations of human rights as ineffective protections for human freedom—protections which can only be maintained in constitutionalist systems with deeper structural safeguards against tyranny.

Nearly everyone concedes that Egypt is faced with a serious food problem. The Egyptian agricultural sector is unable to feed the increasing and more affluent population. In 1980, agricultural output was estimated to be increasing by about 2.0 percent annually, whereas the country's annual population growth rate was estimated at about 2.3 percent. If the difference in these growth rates continues, Egypt must increase imports each year just to maintain per capita consumption at the present level [3].

Economic Implications Of The Policy For Pricing And Allocating Rice In Egypt, Sonia Mohamed Ali, B. Gardner Delworth

Rice is both heavily subsidized and rationed in Egypt. This policy has significant distributive effects and especially benefits low income consumers in both urban and rural areas of the country. In addition, the policy has important allocative effects in shifting scarce resources to inefficient uses. This paper attempts to measure the economic inefficiency associated with this policy in order that the policy makers may judge better whether or not the distributive benefits are worth the efficiency costs.

Campaign Contributions And Congressional Voting: A Simultaneous Probit-Tobit Model, Henry W. Chappell Jr.

Full-information maximum likelihood (FIML) estimates of the simultaneous probit-Tobit (SPT) model suggest that effects of campaign contributions on voting are smaller than single equation probit estimates would indicate. The author has generally unable to conclude that contributions have a significant impact on voting decisions, apparently votes are most often decided on the basis of personal ideology or preferences of constituents. These findings differ markedly from earlier results of economists Gary C. Durden and Jonathan J. Silberman, whose single equation models showed a substantial impact of contributions on voting decisions. Despite the lack of significance according to model SPT, it would …

The article presents a study related to the newspaper errors. Deep probe of disagreements suggests errors are really differences of opinion between sources and reporters. Research on newspaper accuracy has shown that news sources contend that about half the newspaper articles citing them contain at least one mistake, usually a misquote, omission or distorted emphasis. But, most of the half dozen studies which examined errors in newspapers excluded the reporter from the analysis, concentrating almost entirely on the perceptions of news sources. One study which did look at reporter response found that a reporter's focusing on a particular element of …

Economic analysis has a vital, if not indispensable, role to play in the management decisions of the Bureau of Land Management (BLM} if the national welfare is to be served effectively. This rather sweeping conclusion is justified by the nature of the management problems faced by the BLM and by the unique view of the world provided by the field of economics.

Anthropological concepts, which have been taken out of context and applied without full understanding, have been misused by historians of colonial North America. Part of the difficulty is due to the normal hazards of incorporating the work of another field in one's own; and part is due to the reluctance of historians to employ monothematic explanations. This latter difficulty has led historians to favor those concepts of anthropology which are not easily measured.
