This is the Third Annual Report on the independent evaluation of the California Master Plan for Special Education, which was mandated in Assembly Bill 1250 and Senate Bill 1870. It contains the findings from follow-up studies in six Master Plan (MP) and four non-Master Plan (NMP) areas during 1979-80. The findings are based on responses of administrators, support personnel, and special education and regular classroom teachers to question naires and to questions asked during interviews conducted by SRI staff mem bers during 1-week visits to each of the 10 sites. Channel Instability In A Braided Sand Bed River, William L. Graf

The Gila River of central Arizona is representative of braided, sand bed rivers in alluvial valleys that have inherent unstable behavior and destructive channel migration. The 112-year record of channel conditions along a portion of the Gila River provides data for the construction of locational probability maps for main flow channels. Zones of stability and hazardous instability alternate with each other at 3.2 km (2 mi) intervals. During the past century the overall sinuosity of the main flow channel has remained close to 1.18, despite numerous changes in actual location. Spatial and temporal variation of sinuosity have occurred in subreaches …

Diffusion, Reinforcement, Geopolitics, And The Spread Of War, Benjamin A. Most, Harvey Starr

The discussion reports the results of an examination of the possible diffusion of new war participations during the 1946-65 era. A theoretical argument is developed to yield more precise expectations about when, where, why, and how diffusion processs might operate. Four diffusion-related processes (positive spatial diffusion, positive reinforcement, negative spatial diffusion, and negative reinforcement) are discussed and analyzed. A series of simple turnover tables and a focus on nations' borders are used to go beyond the authors' previous stochastic modeling efforts. The results provide strong evidence that is consistent with both the authors' theoretical argument and the general war diffusion …

This volume of the Second Annual Report on the California Master Plan for Special Education contains supporting technical information for the findings reported in Volume I. In the first section of this appendix, the method used to select the 25 sample areas is described. This two-volume Second Annual Report presents the results of the data collection activities during the first year. The first volume is a nontechnical presentation of the research findings. We have tried to keep it as free of technical jargon as possible and have assumed that readers have some familiarity with the California Master Plan. The force of flowing water and the resistance of the largest boulder provide a means of evaluation of the stability of rapids in canyon rivers. Field measurements and calculations show that the closure of Flaming Gorge Dam, Utah, has had a significant effect on the stability of rapids in the canyons of the Green River in Dinosaur National Monument 68 km (42 mi) downstream from the dam. The reduction in peak flows by the dam has limited the competence of the river to move boulders deposited in the main channel by tributary processes, landslides, and prehistoric floods. Water is the primary limiting factor in agriculture in the United States and the world. The western states have gained importance in agricultural production only through extensive use of irrigation from surface and groundwater sources. With the increase in population, these water supplies are facing new pressures for reallocation. Accurate scientific information concerning water availability, behavior, management, and value is essential in optimizing water allocation on farms, in agriculture, and among agriculture and the various other uses. This is a coaceptual rather than an empirical paper with the primary focus on raising a set of economic issues faced by any authority charged with managing a groundwater aquifer. I will utilize the technique of making simplifying, albeit unrealistic, assumptions in order to establish easily and clearly the relevant economic principles. Some of the assumptions will be relaxed later to achieve greater realism. It is assumed that the hydrologic dimensions of the groundwater system are known and that the management authority has the power to enforce whatever rules it deems appropriate. The project was directed toward planning, developing, and implementing a subregional biomedical information network among the forty-three health care facilities (hospitals) of the four-county area served by Loma Linda University's health sciences library. The project coordinator contacted administrators and health care professionals in the forty-three institutions to present a plan for the network. The health care facilities were encouraged to support the continuation of the network through contract fees. The availability of specific information services was assured through contractual agreements. It was anticipated that the subregional network would be self-supporting after the twelve-month project period (December 1, 1976-November 30, 1977). …
