This thesis is written largely from knowledge obtained through two years of experience with the administration of the Virginia Retirement System. From this experience the author has attempted to provide the reader with a deeper insight into the operation of the Virginia Retirement System than otherwise might have been possible. The problem we faced was to try to develop some form of psychotherapy that would not consume a great deal of time. It was desirable that it should be applicable to a wide range in type of cases and that it should be simple enough so that it would require little training on the part of the therapist. This thesis is a survey of the history of taxation in Hays, Kansas, from 1926 to 1941. Contains a history of the community, a municipal profile, zoning maps, and taxation information. Taxes are administered according to state laws. The county executes the laws of the state and distributes to the city the tax returns for which they have made a levy. Hays is considered here as a small unit representative of conditions in general in Kansas.
