Many economists recognize the importance of accounting for retail price variation when comparing standards of living between geographic areas. Such indexes are used to allocate education funds, for calculating income transfers, and in relocation decisions. Currently, public policy shows a trend toward giving states more control over the distribution of federal monies through block grant programs. However, many states do not have a system for measuring price variations and use the US CPI or an index for a major city within their state to estimate cost of living variation within a state. This chapter reviews the ideas behind interactive and exploratory spatial data analysis and their relation to GIS. Three important aspects are considered. First, an overview is presented of the principles behind interactive spatial data analysis, based on insights from the use of dynamic graphics in statistics and their extension to spatial data. This is followed by a review of spatialised exploratory data analysis (EDA) techniques, that is, ways in which a spatial representation can be given to standard EDA tools by associating them with particular locations or spatial subsets of the data. This report summarizes the proceedings of a meeting on essential obstetric care (EOC) convened by the Population Council on behalf of the Inter-Agency Group for Safe Motherhood (IAG). This technical meeting was held to clarify the definition of EOC, bridge the gap between research and program planning, and stimulate field-level activity. The president of the Population Council closed and summarized the meeting by noting that the IAG is making progress, but that work remains to be done. Progress will begin to occur more rapidly when we are able to prove that lives have been saved and to state definitively that …

The Psychological Status Of Phonological Analyses, David Eddington

This paper casts doubt on the psychological relevance of many phonological analyses. There are four reasons for this: 1) theoretical adequacy does not necessarily imply psychological significance; 2) most approaches are nonempirical in that they are not subject to potential spatiotemporal falsification; 3) phonological analyses are established with little or no recourse to the speakers of the language via experimental psychology; 4) the limited base of evidence which most analyses are founded on is further cause for skepticism.

According to Kimball Young, "My five quarters at Chicago fixed me for life." This account of Kimball YOung's career begins with his experience at the University of Chicago where he obtained an A.M. in 1918. These early experiences with the founders of the Chicago School had a lasting impact on his career in sociology. Young's memoirs focus on his relationships with his mentors, colleagues and students at Chicago and at the subsequent colleges and universities with which he worked. This oral history offers remarkable insights into the lives of scholars who shaped sociology in the first two-thirds of the century.

Formalist critics and aestheticians have argued that music does not possess any kind of "extra-musical" significance, that there is no meaning beyond the form and structural relations of the notes. For them, music exemplifies the laws of mathematical harmony and proportion rather than the social and political contexts within which it is produced, reproduced and consumed. This view has been challenged by a number of social theorists: Max Weber, Theodor Adorno and Edward Said have all argued for an understanding of music within its social, cultural, economic and political contexts. The final report of the Maine Health Care Reform Commission (MHCRC) was submitted to Governor Angus King in November, 1995. Given the complexity of what we call the healthcare system as well as the moving targets of federal and state incentives for reform, the report accomplished a great deal in a short period of time. Commission members were "mandated to offer a single payer universal coverage bill, a multiple payer universal coverage bill, and a bill to achieve reform through incremental changes to the existing system, emphasizing cost containment, managed care, and improved access. Options For Managing Maine’S Fisheries: Fisheries Management From An Ecological Perspective, James A. Wilson

Jim Wilson counters the concerns raised by Ralph Townsend [this issue].The current policy course set by Marine Resources Commissioner Robin Alden is based on an approach to fisheries management which redefines the sustainability problem as an ecosystem problem. Wilson argues that, within this new paradigm, questions such as “how, when, and where” to fish (or not fish) are much more central than species-specific quota setting. These questions not only change the rules under which co-management is implemented but also may improve fisheries management in ways that quota systems have failed, that is the long term conservation of species and habitats.

The information obtained from this study will give an indication as to whether the abusers in this area share common characteristics of the abuser. By identifying these characteristics, it may be possible to target individuals prone to practice abusive behavior, and possibly interrupt the cycle by intervening with education and prevention strategies to combat the problem.
