Declining financial support and the explosion of new technologies and information resources have led library directors and leaders in the library field to rethink choices about services that libraries can and should provide. Considering these choices, library administrators are forced to carefully evaluate how adequately prepared library staff are to support new and changing services. Libraries, like all other institutions, must change. They must adapt to the changing environment and proactively prepare for the future. One step in the preparation for the future is the identification and development of core competencies for library staff.

Este texto tem dois objetivos centrais. O primeiro deles é analisar os elementos básicos que caracterizam a teoria da escolha racional; o segundo é avaliar essa teoria vis-à-vis duas concepções clássicas da Filosofia das Ciências: a de Karl Popper e a de Thomas Kuhn. O argumento central é que a teoria da escolha racional encontra melhor sustentação epistemológica no modelo kuhniano, de modo que essa abordagem pode ser considerada um paradigma hegemônico na Ciência Política internacional contemporânea.

In this paper, I consider a problem of multi-dimensional screening in the case when the number of consumer’s characteristics, m, differs from n, the number of goods produced by a monopolist. I show that, in the case whenn > m, the qualitative features of solution are similar to those obtained by Rochet and Chone (1998) for the case n = m. When the monopolist has too few instruments (n < m), new qualitative features arise. In February 2000, fourteen EU member states collectively took the unprecedented step to impose bilateral sanctions on their Austrian EU partner. How can this be explained? Was it, as the fourteen governments argued, because the inclusion in the Austrian government of Jörg Haider’s extreme right FPÖ opposes many of the ideas making up the common identity of the EU? Or, were the sanctions motivated, as the Austrian government argued, by narrow-minded party political interests that lurked beneath the rhetoric of shared European norms and values? The Ku Klux Klan is a ritualistic fraternal organization, which puts it into the same category as the Moose, Eagles, Elks, and other animal crackers -- but only is one way. As I have said in several places, the Mafia is also an ngo. This paper analyzes and compares eight types of policies. Clearly no single policy instrument will work best in all cases. Under some circumstances, command and control (CAC) instruments might be necessary, in either of two forms: (a) emission restrictions, sometimes called "performance standards," or (b) technology restrictions that might be called "design standards." In other cases that are important to identify, these command and control instruments can be replaced by "incentive" instruments such as taxes, subsidies, or permits. As suggested by Arthur Pigou (1932), the pollution problem could be addressed by (a) taxes on the pollution, or (b) subsidies to …

This article discusses the efforts of two liaison librarians at William Russell Pullen Library, Georgia State University, to build a long-term, sustainable partnership among teaching faculty, graduate students, and librarians in the development and maintenance of a Web-based research guide for world history. The projects' goals are: to provide access to the resources available at Pullen Library; to serve as a gateway to resources available on the Internet; and to showcase student contributions, including bibliographies and annotations of Web sites. This paper sets out to theorise the production of ‘ethnic’ and ‘national’ conflict via the complex interrelation between ‘Nation’ and ‘State’, in what is termed as the nation-state dialectic. It considers the production of ‘ethnic conflict’ and the role of nationalism, the state and class politics. It theorises the State as a social relation and as a power structure and then proceeds in linking it to the emergence of the nation-state construct. The question of ‘modernisation’ of the state in Cyprus has recently received a great deal of attention in Cypriot politics. During the last Parliamentary elections in May 2000, the question of ‘modernisation’ entered the political dictionary of the mainstream parties. All political forces professed to be ‘European’, they pledged commitment to the EU accession process and the debate over ‘modernisation’ was closely linked to the policies of harmonisation with the EU in the light of accession. We examined the internal consistency, factor structure, and validity of the Schizotypal Personality Questionnaire-Brief (SPQ-B). Two hundred thirty-seven psychiatrically hospitalized adolescents were administered the SPQ-B and a battery of well-established self-report instruments. The SPQ-B demonstrated adequate internal consistency. Exploratory factor analysis provided mixed support for the SPQ-B 3-factor structure of interpersonal deficits, cognitive-perceptual deficits, and disorganization. The Interpersonal and Cognitive-Perceptual subscales demonstrated convergent and discriminant relationships with other measures of interpersonal impairment and cognitive abnormalities. We concluded that the SPQ-B is a promising measure for evaluating schizotypal personality disorder features, specifically interpersonal and cognitiveperceptual deficits, with adolescent psychiatric inpatients.

Modeling The Effects Of Area Closure And Tax Policies: A Spatial-Temporal Model Of The Hawaii Longline Fishery, Ujjayant N. Chakravorty, Keiichi Nemoto

We develop an economic model for a multi-species fishery that incorporates the spatial and temporal distribution of effort and fish stocks. Catchability coefficients and initial stocks are estimated from catch and effort data for each specific location. Vessels are allocated over space and time to locations of maximum profit, which decline with harvest because of stock externalities. A supply function for labor allocation in the fishery is estimated. The simulated model is applied to the Hawaii longline fishery. The economic impacts of regulatory policies, such as reduction of inshore gear conflict and conservation of offshore turtle populations, are examined.
